1 1993 Specifications CSJ ,etc. SPECIAL PROVISION DESCRIPTION OF PROJECT, SCOPE OF CONTRACT & SEQUENCE OF WORK 1. Description. The work to be performed on this project consists of furnishing, installing, testing, and interconnecting a Computerized Transportation Management System. This project covers the IH 45 Gulf Freeway from Clear Creek to 61st street in Galveston. Components of the system are as follows: - Dynamic Message Signs - CCTV Surveillance - Fiber Optic Communications - Voice Communications - Interconnection with Houston TranStar Control of the systems will be via equipment located in the satellite control center as shown on the plans. Communications to the various hubs from the satellite control center will be via fiber optic cable. Video transmissions will also be via fiber optic cable. (1) Dynamic Message Sign System. The dynamic message sign (DMS) work on this project shall consist of providing and installing dynamic message signs, flashing beacons, field controllers, sign support structures, foundations, communications cable, modems, power cables, service poles, conduit and cabinet foundations. The dynamic message signs supplied on this project shall be of the fiber optic technology. Each sign shall display three (3) lines of message text each with fifteen characters. Two (2) flashing beacons utilizing Light Emitting Diode LED technology shall be installed on each sign. Control of DMS shall be from the existing DMS master controller installed at the Satellite Control Center and from the DMS remote terminal installed at Houston Transtar. (2) CCTV Surveillance System. The CCTV surveillance system shall consist of CCTV cameras to be located at strategic locations along the freeway. These cameras will furnish visual surveillance to verify that the various components of the system are in their correct mode. They shall also provide visual confirmation of free-flow conditions, incidents, or congestion along the freeway and frontage roads. The cameras shall be mounted on structures dedicated to the CCTV cameras. The following remote control features shall be provided for each camera: Pan, tilt, zoom, focus, iris control,

2 and camera power. The video signal from the cameras shall be transmitted to the satellite control center via fiber optic cables. Depending on the locations of the cameras, the transmission technique shall be baseband, frequency modulation/frequency division multiplexed (FM/FDM), or both. Personnel at the satellite control center and at Houston TranStar shall be able to monitor and control each of the cameras, one at a time, with the video monitors and a video switcher. Camera controls in the field shall be accomplished with the local control panels of the camera controllers. Camera controls in the satellite control center and at Houston TranStar shall be via central control panels. Control signal transmissions shall be via fiber optic cable. (3) Voice Communication System. The voice communications system shall provide one (1) voice channel and shall consist of equipment in the satellite control center and portable field equipment for field personnel to use in any of the field cabinets. Voice Communications shall be via the voice orderwire circuits of the D/I muldems in the communications hub buildings and in the Satellite Control Center. Each field cabinet shall have a voice communications Jack. Personnel at the satellite control center shall be able to talk with field personnel at any hub or field cabinet at the same time. (4) Fiber Optic Communications System. All of the field equipment shall be interconnected with the satellite control center equipment via fiber optic cable. The cable shall be connected to the required transmitters, receivers, D/I Muldem, and other interface equipment in "communications hubs" to be located as shown on the plans. Command data from the satellite computer shall be demultiplexed in "communications hub" locations for distribution to the various field equipment. Data from the field will also be collected and multiplexed in the "communications hubs" for transmission to the satellite computer. All field equipment between the "communications hubs" shall be interconnected to the "communications hubs" with twisted wire pair (TWP) cable. At the satellite control center, the fiber optic cable shall be connected to the fiber optic transceivers and a D/I Muldem which in turn shall be connected to the following equipment:

3 (a) DMS Master Controller (b) CCTV Central Equipment (c) Voice communications equipment (5) Interconnection with Houston TranStar. Equipment on this project shall be interconnected with Houston TranStar to allow remote control and monitoring of the systems. The interconnectivity shall allow communication with the systems between Houston TranStar and the Satellite Control Center via the fiber optic cable and T-1 communications network. 2. Scope of Contract. (1) General. (a) Dynamic Message Sign System. The Contractor shall provide, install and make completely operational all dynamic message signs, flashing beacons, field controllers, sign support structures, foundations, communications cable, modems, power cables, service poles, conduit, cabinet foundations and other incidentals as shown on the plans. The DMS installation shall be complete and all incidental work, material and services not expressly called for in the specifications, or not shown on the Plans, which may be necessary for a complete and properly functioning dynamic message sign system shall be furnished and installed by the Contractor at no additional cost. (b) CCTV Surveillance System. The Contractor shall furnish and install, from Clear Creek to 61st street in Galveston, all CCTV cameras and field equipment; lenses, control circuits and accessories, camera housings, pan/tilt units, mounting brackets and hardware, CCTV support poles, concrete bases, anchor bolts, grounds, any required conduit, conduit fittings, cabling, wiring, power service, cabinets, camera controllers, modulators, demodulators, control panels, video switcher, CCTV monitors, video multiplex equipment and all incidentals necessary for a complete installation, connected, tested and ready for operation. The video signals from new CCTV installations shall be transmitted to the satellite building video switcher using video multiplexers. The Contractor shall remove the existing video switcher at the satellite building and replace it with a larger one. The video switcher shall be fully compatible with the existing camera field equipment from Downtown to Clear Creek. The Contractor shall integrate existing CCTV field equipment from Downtown to Clear Creek to the new switcher and make it fully operational.

4 (c) Fiber Optic Communications System. The Contractor shall furnish as shown on the plans, install, and test all the fiber optic cable, splices, connectors, D/I Muldems, transmitters, receivers, cabinets, concrete bases, anchor bolts, grounds, any required conduit, conduit fittings, power service, moisture and water sealants and all incidentals necessary for a complete installation, connected, tested, and ready for operation. The fiber optic communications system shall be complete and all incidental work, material, and services not expressly called for in the specifications, or not shown on the plans, which may be necessary for a complete and properly functioning system shall be furnished and installed by the Contractor. (d) Interconnection to TranStar. The Contractor shall utilize the existing fiber optic cable between the Gulf Freeway Satellite Building and the Houston TranStar for interconnection. The Contractor shall utilize and upgrade the existing communication equipment and T-1 communication network for transmitting data and video signals between the satellite control center and Houston TranStar. Equipment interconnectivity currently exists on the T-1 network between the satellite building and Houston TranStar. This interconnectivity shall be expanded to include UPS diagnostic port, diagnostic port for new video multiplexers, three CCTV control panel and one RS-232 CCTV control port. Each multiplexer in this net work shall be supplied with three multiple channel RS-232 data cards. The network shall be configured such that each port of each multiple channel card is activated providing minimum data rate of 9600 bits per second on each port. All required splices, terminations, patch cables, connectors and other incidentals required for the new or existing fiber optic cable to make a completely operational fiber connection from the satellite control center to Houston TranStar shall be supplied by the Contractor at no additional cost. The Contractor shall provide all equipment necessary for complete control of the CCTV Central Equipment from Houston TranStar. One video monitor and CCTV control panel shall be installed and made operational, by the Contractor, at the TranStar computer room. The video monitor and CCTV control panel installed at the Houston TranStar shall be identical to those installed at the Satellite Control Center. The video monitor shall be connected to one output of the video multiplexer. The CCTV control panel shall be connected to one RS-232 port of the T-1 communications network. The Contractor shall also interconnect the RS-232 control port of the CCTV Central Control equipment to T-1 communication network as shown on the plans. The Contractor shall demonstrate full communications with the control port from Houston TranStar prior to project acceptance. The Contractor shall utilize one keyboard port of the new

5 switcher to connect existing video keyboard and monitor to be used for the on-site video monitoring at the Satellite building. The CCTV surveillance system shall be complete and all incidental work, material and services not expressly called for in the specifications, or not shown on the plans, which may be necessary for a complete and properly functioning system shall be furnished and installed by the contractor. The interconnectivity with Houston TranStar shall be complete and all incidental work, material and services not expressly called for in the specifications, or not shown on the plans, which may be necessary to provide full interconnectivity between the satellite Building and Houston TranStar shall be furnished and installed by the contractor at no additional cost. (e) Communications System Testing. The Contractor shall perform a test on the entire communications system as required by the specifications. (2) Trade Name Reference. Reference to any manufacturer's trade name, or catalog number for any item of equipment or material necessary to meet the requirements of this specification and the plans is intended to be descriptive but not restrictive, and is intended to indicate the type of equipment or materials that will be acceptable. (3) Approval of Equipment, Materials, and Details. Within thirty (30) days after time charges begin, the Contractor shall submit for approval, ten (10) copies of descriptive manuals and brochures for each type of electronic equipment and apparatus proposed for this project. The Contractor shall also submit for approval, ten (10) copies of shop drawings, for each fabricated item proposed for use on this project. Shop drawings shall be CAD prepared sheets, 11 inches in height and 17 inches in width. These documents shall completely identify the equipment manufacturer's name and model number for each submitted item and shall contain sufficient technical data for complete evaluation. The quality, function and capability of each deliverable item shall be described in complete detail. Manuals and brochures shall be originals. Reproduced documents and facsimile transmission (fax) documents will not be accepted. Each submittal and shop drawing shall be specifically identified by the Project number and bid item number. The Specifications for this project contain component lists defining the minimum requirements for submittal contents on various bid items. The Contractor shall review these lists and shall prepare submittals in accordance with these requirements. Submittals shall, as a minimum, completely address all stated

6 requirements. All information not specifically contained in the lists but required for clarification of submittal information shall be included in the submittal package. Submittals on all items necessary for completion of the project but not specifically identified elsewhere in the project documents shall be delivered to the Engineer no less than sixty (60) days prior to the time needed for use on the project. Submittal packages which do not completely address all required information or are incomplete in any manner will be subject to rejection. The Contractor shall review all submittals and shop drawings for completeness prior to submission to TxDOT. At time of submission the Contractor shall certify in writing that the submittal has been reviewed for completeness and completely addresses all requirements of the specification and that the equipment is appropriate for intended use. Submittals or shop drawings without this certification will not be accepted. In addition to the submittals and shop drawings, the Engineer may also require the Contractor to provide equipment samples for evaluation and may also require complete demonstration of equipment as part of the submittal review process. The Engineer, upon receipt of the complete submittal packages, will make every effort to indicate and authorize any correction to the details in the submittals within sixty (60) days. The Engineer, upon approval of the above submittals, will indicate and authorize any correction to the submittals. The Contractor shall correct any errors in the submittals, as directed by the Engineer, and if required, shall resubmit to the Engineer a minimum of ten (10) copies of the same. No change will be permitted in the list of equipment or shop drawings once approved unless authorized by the Engineer in writing. Equipment will not be accepted for delivery or any payment made until the equipment, materials list and shop drawings have been approved by the Engineer in writing. Approval by the Engineer does not relieve the Contractor of the responsibility to meet the requirements of the specifications and plans. (4) Inspection and Tests. TxDOT, through its authorized representative, retains the right to rigidly inspect all structures, equipment and materials used in the project before, during and after installation, also the right to inspect the work during the process of fabrication or manufacture for the purpose of determining if the plans and specifications upon which the award was made are being complied with and being satisfied as to quality of the material and workmanship. Such

7 inspection will not release the manufacturer from strict compliance with specifications when the work is finally completed and offered for acceptance (5) Utilities. The Contractor shall cooperate with the public utility companies in placing and connecting meters and other required service equipment, but the Contractor will not be required to furnish meters. The Contractor will not be responsible for payment for utilities during the testing of the systems. The Contractor shall be aware that while working near power lines a minimum clearance of 10 feet from power lines shall be maintained between personnel and equipment. The Contractor shall not install any structure within 10 feet of a power line. When a clearance of 10 feet cannot be maintained during construction, the Contractor shall contact the power company to arrange for de-energizing of the line. The Contractor shall notify the power company at least one week prior to the time deenergizing of the lines will be needed. (6) Right-of-Way. The Contractor shall not have exclusive use of the right of way, but shall cooperate in the use of the right of way with other Contractors, utility companies and the City of Houston and/or its Contractors when such parties are engaged in work through the same general area. Temporary closures subject to the provisions of Item 7 of the Standard Specifications will be permitted by the Engineer. No extra compensation will be made for any delays occasioned by work of other Contractors; however, time suspension may be granted if justified and authorized by the Engineer in writing. (7) Traveling Public. The safety and convenience of the traveling public passing through and adjacent to this project is an important feature of this project and shall be so regarded by the Contractor. Any section of roadway now open to traffic or that may be open to traffic during the duration of this project and shall be kept open to traffic at all times except for temporary closure when erecting overhead structures and appurtenances thereto, or when moving heavy equipment. The traffic lane contiguous to the freeway median may be blocked during the temporary closure period when such space as is provided by these lanes is needed to pursue construction work in the freeway median. The Contractor will be required to furnish one or more, as needed, mobile advance warning signs. The warning signs shall be of a design and size approved by the Engineer. The warning signs shall be located in advance of any construction work

8 within the crown width of any roadway when such roadway is under traffic. The use of the warning signs will in no way relieve the Contractor of the responsibility of furnishing other warning devices or flagging as is necessary to accommodate the traveling public The Engineer shall have the authority to suspend all work on this project if the Contractor conducts his operations in such a manner as to cause unwarranted hazards that affect the traveling public. All signs, detours, and other traffic control devices shall be in accordance with the Traffic Control Plan shown on the plans and with the "Texas Manual on Uniform Traffic Control Devices". (8) Documentation. The Contractor shall provide documentation as specified in the Special Specifications. Three (3) draft copies of all documentation shall be submitted to the Engineer for approval at least thirty (30) days before initial delivery of equipment. Final copies of all documentation shall be delivered coincident with the Stand-Alone Tests of the initial equipment installations. Each field cabinet, communications hub building, environmentally controlled communications building and the satellite building shall be provided with three (3) copies of the final cabinet wiring diagrams. A mylar reproducible of the cabinet wiring diagrams showing all field changes incorporated by the Contractor shall also be delivered to the Engineer. (9) Support. (a) General. The Contractor shall provide support during the entire project including any required design reviews, maintenance during construction, operational support during system integration, manufacturers normal warranties and guarantees. (b) Design Reviews. The Contractor shall conduct all design reviews as required, at no additional cost. (c) Maintenance During Construction. The Contractor shall be responsible for all new materials and equipment furnished and installed, as well as existing equipment modified as part of this contract, by the Contractor, until final acceptance of the systems. The Contractor shall be responsible for the replacement of equipment that fails due to all causes including vandalism and knock downs. (d) Operational Support. The Contractor shall have a project manager who shall be responsible for the project and serve as the Contractor's official contact for communications with

9 the Department. This project manager shall be on-site from the beginning of construction until final system acceptance. The Contractor shall supplement the project manager's support with the services of qualified engineers and the services of vendor technical representatives for the duration of the project The cost of this operational support will not be paid for directly and shall be included in the price bid for the individual equipment. (e) Warranties and Guarantees. All manufacturer's normal warranties or guarantees on electronic, electrical and mechanical equipment, materials, technical data, and products purchased for use on the project which are consistent with those provided as customary trade practice, shall be obtained by the Contractor upon acceptance of the project. The Contractor shall assign, to the Department, all manufacturer's normal warranties or guarantees on all such electronic, electrical and mechanical equipment, materials, technical data, and products furnished for and installed on the project. Technical data, as used in this section, means recorded information, regardless of form or characteristics, of a scientific or technical nature. The Contractor shall be responsible for all technical data delivered under this contract, that the data is correct and complete. If any revisions are required in the technical data due to errors, deficiencies, or omissions, the Contractor shall deliver the revisions to the Department. (f) Training. The Contractor shall provide training materials and services on all Contractor furnished and installed equipment which was furnished and installed on this project. Training shall include basic theory of the equipment operation, trouble-shooting procedures including the use of test equipment and scheduled maintenance requirements. Hands-on training shall also be provided for each type of equipment. A minimum of forty (40) hours of training for up to fifteen (15) persons over a period not less than ten (10) working days shall be provided. The Contractor shall submit an outline of the proposed training material to the Engineer for approval at least 60 days before the training is to begin. TxDOT will review this material and approve it or request changes to the outline. The training shall be conducted in Houston after the

10 completion of all subsystem acceptance tests. The schedule of the training sessions shall be established by the Contractor with the approval of the Engineer. The cost of training shall be included in the price bid for the individual equipment. The Contractor shall video all training sessions, in VHS format, and shall deliver the videotapes to the Engineer upon completion of training (10) Testing. The Contractor shall conduct Design Approval Tests, Factory Demonstration Tests, Stand-Alone Tests, and Subsystem Tests as described in the Special Specifications for each type of equipment. Approved test procedures shall be followed in conducting all tests and approved data forms shall be completed for each test. These completed data forms shall be submitted to the Engineer and shall be used to determine the acceptance or rejection of the equipment and the system. The Contractor shall prepare the test procedure and data forms for each of the types of tests required. The test procedures shall include a step-by-step sequence for conducting the tests. The data forms shall be designed to record the results of each step of the tests. At least sixty (60) days prior to the initiation of each type of test, the Contractor shall submit five (5) copies of the proposed test procedures and data forms to the Engineer. The test procedures and data forms shall have the Engineer's approval prior to submission of equipment for tests. The test procedures and data forms shall be resubmitted with revisions and corrections until approved by the Engineer. The Contractor shall be responsible for satisfying all inspection and testing requirements prior to submission for the TxDOT's inspection and witness of the tests. At least twentyfive (25) working days notice shall be given prior to all the tests to permit the TxDOT's representative to observe each test. Failure to satisfy the requirements of any tests shall be counted as a defect and the equipment shall be subject to rejection by the Engineer. The rejected equipment may be offered again for retest provided all noncompliances have been corrected. The Contractor shall be responsible for providing the test fixtures and test instruments for all the tests. The Contractor shall furnish completed data forms containing

11 all of the data taken including quantitative results for all tests. The data forms for the Design Approval Tests shall be signed by an authorized representative (company official) of the equipment manufacturer or by an authorized representative of an independent testing facility. The data forms for the Factory Demonstration Tests shall be signed by an authorized representative (company official) of the equipment manufacturer. The data forms for all the other tests shall be signed by an authorized representative (company official) of the Contractor. Three (3) copies of the completed forms shall be submitted to the Engineer (11) Installation Summary. The Contractor shall compile and furnish an installation summary for each field installation. This summary shall include the equipment complement and cable lists for each location. (12) As Built Plans. Upon final system acceptance, the Contractor shall furnish a set of "as built" plans which shall show the actual equipment and construction of the various systems. These plans shall be prepared using a CAD system and the plans shall be delivered to the Engineer in a file format specified by the Engineer. One (1) printed paper copy of the as-built plans shall also be delivered to the Engineer. The printed copy shall be on sheets of paper which are 11 inches in height and 17 inches in width. 3. Standard Specifications. In addition to the requirements of these specifications, all equipment, materials, and work shall conform to the requirements of the following standard specifications: - Federal Communications Regulations Part 68 & 76 as applicable to this project. - The Standards of the National Electrical Manufacturer's Association (NEMA). - The National Electrical Code (NEC). - The American National Standards Institute (ANSI). - The Specifications of the International Municipal Signal Association, Inc. (IMSA). - American Association of State Highway and Transportation Officials (AASHTO). - The American Institute of Steel Construction (AISC). - Texas Manual of Uniform Traffic Control Devices (Texas MUTCD). - National Manual of Uniform Traffic Control Devices (National MUTCD). - The National Fire Protection Association (NFPA). - The Electronic Industries Association (EIA). - International Radio Consultative Committee (CCIR). - International Telephone and Telegraph Consultative Committee (CCITT). - The Joint Electronic Device Engineering Council (JEDEC). - The Institute of Electrical and Electronic Engineers (IEEE).

12 - The American Society of Testing and Materials (ASTM). - The American Concrete Institute (ACI). - The Lighting Protection Institute (LPI). - Bureau of Radiological Health - Optical Radiation Hazard Specification. - The applicable ordinances of the County, City, and State. Wherever reference is made in these specification to the code or the standards mentioned above, the reference shall be construed to mean the code or standard that is in effect on the data of advertising of these specifications. If there is a conflict between the Special Specifications and the general specifications listed above, the Special Specifications shall take precedence Sequence of Work and Project Schedule. For this project, the Contractor shall establish and maintain a Critical Path Method (CPM) project schedule in accordance with the requirements stated elsewhere in the project documents. The schedule shall cover all items of work for the project and shall indicate the interrelation of individual tasks. The schedule shall be divided into logical stages including, as a minimum, equipment submittal preparation and approval, material procurement, equipment installation and testing. 5. Payment. All requirements necessary to satisfy the "Scope of Contract" and "Sequence of Work" described herein will not be paid for directly; and shall be included in the unit price for the various items in the proposal.
