1 MADHYA GUJARAT VIJ CO. LTD. (O&M ) DIVISION OFFICE, BODELI. SPECIFICATION AND GENERAL CONDITION FOR ERECTION OF H.T. AND L.T. LINE. 1. GENERAL : A. The work entrusted as per contract should be soundly constructed in accordance with the best practice and should present and neat appearance when completed all the work have to be carried out according to the drawing and specifications and as per the instructions of Engineer In Charge. There should not be any damage or injury to material or other property during transport or erection otherwise damages will be at the cost of contractor and decision of the Ex. Engr. will be the final. B. Before commencing erection of lines the contractor will be provided with the pole schedule and layout map of the area which will give the type of support number of guys, earthing etc. at every one of the location marked in the layout map. The pole guy and earthing location will be shown by the Engineer in Charge other drawings referred to in the pole schedule will be available for consultation with the Board s staff at the site or at the Divisional office. Cutting of threes branches which come to the way of the line will be arranged by the Board. C Marshy or water logged location must be avoided as far as possible, if it becomes inevitable to locate poles at such, point special precautions about foundation will have to be taken and work carried out as per instructions of the Engineer in charge at the cost of the contractor i.e. at the tendered rate. The spans shall be as specified in the pole schedule and the minimum spacing between the power conductors and neutral shall be as shown in approved drawing. 2. SUPPLY OF MATERIALS: All material such as rail, R.S. Joints or other poles except P.S.C. fabricated materials, copper, aluminum, or A.C.S.R. conductors. V.I.R. wire insulators guy wire, Cement etc. required for erections will be supplied at Company s Store at Bodeli division Stores. Only during working hour P.S.C. poles for line supports will be transported and stacked by the Company along Road side for H.T. Line and at one place near the site of work for L.T. Lines. The rates quoted should be inclusive of transportation and distribution to site from the above Store and erection work. The line supports may be rail. P.S.C. wood or any other type and be 28 to 42 feet in length and weight 49 to 100 lbs/yds. The conductor will be either copper aluminum or A.C.S.R. and very in size from sq. in to 0.04 sq. in copper equivalent area. The conductor will be supplied in coils or in drums as per standard packing received from suppliers. The crates should be returned to the Store and stocked at the directed place. For damaged or lost empty crates/drums of conductor Rs.25/- for each will be effected. 1

The paint which should be without I.S.I. marking should be got approved by the Engineer in charge of works before using on works and will have to be arrange by the tenders, as painting is included in the offer. Before using sand for concreting work it should be get approved from the engineer in charge. c) Mattel should be of sound, hard and durable store, to pass through a mesh of ½ as far as possible. All metal must be got approved from the engineer in charge. d) The brickbats should be made of well burnt bricks and should be of 1 1/2' size as far as possible size of brick bats may be got approved from the EIC. F) Unless other wise specified, its concrete shall be mixed in the above proportions and should be through mixed at least three times in a dry space before water is added and as far as possible finally wet mixture must be used. All concerts must be mixed on a water tight platform. In any case, finished work must be absolutely true in line and level and finished off smooth. EARTHING : The earthing device shall be of the coil type of pipe type or plate type as indicated in the pole schedule. The work of earthing must be carried out as per drawing and as there places selected by the field engineer. The coke or charcoal power and salt will have to be procured by the contractor. Erection of earthing should be carried out under the supervision of the representative of the engineer in charge. No amount will be paid if the work is not done in accordance with there instructions. The contractor should preferably use earth anger for excavation of earth pit. The contractor should satisfy himself as well as to supervisor for satisfactory earthing by carrying out of battery lamp of cell and bell method. 8 & 9 PLEASE SEEN ITEM 1 & 2 ABOVE. 10 GUARDING : A) Guard cradle will be provided between H.T. & L.T. lines carried on the same poles. The guarding must also provided when Rly. Tracks. Telegraph line, telephone lines and Licensee s HT LT Lines are passing below Company s HT Lines. The guarding for the above comprises of fixing or guard cross arm, eye bolts and guard cradle consisting of G.I. main barer wire, G.I. facing wire and G.I. binding wire etc. complete. The work has to be carried out as per drawing specifically prepared for the purpose. The cradle guard consists of two number of No.8 S.W.C.G.I. lacing wire interspaced about 10 ft. Apart and No. 16 to18 W.C.G.I. were for binding 4

5 Guarding for Fly crossing is to be carried out as per instruction of the engineer in charge. The binding wire supplied and used by the contractor. B) Guard loop between phase and neutral or between neutral and earth will have to be provided as per instruction of the E.I.C. Guard loop wire and read insulator will be supplied by the Company soft binding wire of 16 to 18 S.W.G.G. will be supplied and used by the contractor. There are loop should be given proper shape. 11. ERECTION OF TRANSFORMER SUB STATION. : Transformer sub station will be of the outdoor type as shown in the drawing and will constant of the following erection. i) 5 to 200 KVA Transformer complete with its accessories. The transformer is to be repainted with one coat of battleship gray paint of approved make and with I.S.I. making. All earthing is to be covered upto 2 Smt. (smt) from ground level by Earthing sleeve which will be provided by the Board. The earthing to be provided in a separate it i.e. other than that of pole. ii) iii) On set of H.T. distribution type lighting arrestor. On set of LT distribution type lighting arrestor. iv) One distribution box of M.S. Sheet or suitable iron clad switches L.T. take off having one No. incoming ironclad triple pole switch with free and neutral liak fuse carriage and necessary wiring inclusive of 2 to 3 die G.I. Pipe for LT take offs with suitable V.I.R. cables. In absence of VIR wires and pipe tropodure P.V.C. cable will be supplied. The contractor should lay the cable as per instructions and use crimpling logs as per requirement contractor should supply lug. Crimpling, Tools, will be made available at a hire charge of Rs. 5/- per day. v) Pipe earthing to be provided on either side or the sub station providing earth conductor for lightening arrestors, transformer tank and Distribution Box and one distinct earthings for neutral with 8 S.W.G. copper of G.I. Wires. The rate should be quoted inclusive of painting, transportation and distribution to site from the Bin cards stores to the site of erection also. 5

6 12. FIXING OF ST. LIGHT FIXTURE. The Lt. fixtures of or B type consists of 3.4 G.I. Pipe. This should be fitted properly. On one and of fixture. T.W. or polythen bush should be provide and gripped with tape. The V.I.R. wire should be kept of sufficient length to provided jumper etc. The height of the fixture from the ground level should be kept as per the instructions of E.I.C. The kit kat fuse of 15A-200 V. should be fixed on wooden board which is to be fixed on the pole by clamps and bolts. This would be supplied by the contractor. 13. LAYING OF ONE PHASE SERVICE LINES AND THREE PHASE LINES. This will consists of laying of over head V.I.R. line with G.I. Beater wire pipe fixing or batten wiring fixing of I.C. Cut-outs of switch one press meter. Board earthing etc. 1 The twin or single bore wire available in existing stock will have to be utilized G.I. Wire No.8 or 10 would be provided at equal intervals of suitable size as per drawing. The kit kat fuses should be provided on wooden board which is to be fixed on the pole by clamps and bolts and same would be supplied by contractor. Sufficient V.I.R. wire should be kept at far in a pole and for jumpering. The G.I. bearer wire should be connected with main earth to get the continuous earthing. 2. There should not be any joint in the service line. 3. Conductor pipe should be fixed in decent way in the premises of the consumer and damage occurring to the promises due to fixation of pipe of taking the service line into premises shall be borne by the contractor. 4. Meter cut out pipes, should be earthed properly, Earthing clip for earth wire and T.W. or synthetic material bush should be inserted in either and of pipe. 5. The measurement would be taken not as per actual length of line but it will be taken on the projection of the line and accordingly the payment would be made. 6. GENERAL CONDITION OF CONTRACT : 1. As single pole structure special structure and fitting of cross arms, earthing should be carried out according to standard drawings available for reference in the Bodeli Division office. 2. Quantities: The quantities mentioned in the accompanying schedule are only approximate. Actual quantities may increase or decrease according to the local condition. The Company reserves the right of revising or deleting any of the quantities to be erected during the execution of the contract and the final quantities actually erected during the contractor will be calculated and aid or the rate given in contract schedule of rates. a) Whether there is an excess work, carried out by the contracted beyond the Technically sanctioned amount against the work order approval for the excess quarry of works done shall be obtained form competent authority as per Company s rule. 6

7 3) Madhya Gujarat Vij Co. Ltd. does not bind it self to accept the lowest or any tender. 4) The work will have to be carried out as per program laid by the MGVCL. And the MGVCL and the contractor should employ proper and competent supervisors and should thoroughly super wise the execution of work though out by being present on the work are throughout. 5) No tools will be supplied except joining dies by the company and the contractor should make his own arrangements to get adequate analysis all other tools process to of all other tools in order to compare the job within the prescribed period jointing dies will be supplied free of charge which will have to be returned cost will be recovered if not returned. 6. The contractor shall be responsible for breakage, less or theft of material during transit or erection, issue to him from stores, till the time the work is handed over and than over by the Board. 7. Starting of work and completion period : The erection work should be commenced within Seven days from the date specified in the order to commence work, issue by the Ex. Engr. and should be completed within the prescribed period for each work. 8) Minimum period of Guarantee: If during 12 calendar months from the date of handing over charge after completion of work, the erected lines are found defective in any way the same should by attended and rectified by the contractor at their own risk & Cost.. 9. All the general conditions of contract of the Board will be applicable to his tender. An agreement is to be signed in the prescribed form. 10. R.A. Bill : Bills be prepared once a month looking to the progress of the work and payment will be made as under : a) Running bill may be paid on the progress of work carried out and measurement recorded upto 80 on submission material account. b) Final bills for contractor will be paid after completion of works and recording measurements submitting material account. It contractor fails to be present for the purpose within reasonable time, the company is free to proceed further and finalize the bill. c) 11. No material of the company should be left on the line without supervision. 12. For stringing of aluminum or A.C.S.R. conductor, aluminum or wooden pull must be used for supporting conductor on poles. 13. Al conductors, earth wire and stay sets must be tight. 14. Stay rod pit must be as per instruction. 15 All the poles must in plumb. 7

8 16. Fabrication fitting on pole must be tight. 17. As per RE Standards and safety norms the span of HT line to be kept in such a way as to have minimum sag. 18. All road crossing must be provided with guarding arrangement and minimum 22 Ft. clearance must be kept between conductor and road level. 19. Contractor must get the requisition, three days before they require the materials on site, from the Engineer in charge. 20. The payment to the contractor through R.A. bill will be to the extent of 100% of the value of the work done provided the contractor furnishes the material account in respect of the previous R.A. Bill before the next R.A. Bill is paid. If this is not complied with by the contractor, the payment through R.A. Bill shall be made only to extent of 80% of the total value of the work done. The amount so with held will be released on furnishing by the contractor the materials account of the relative R.A. bill. 21. The contractor shall on completion of the work will prepare and render the final detailed material account of the materials received by him from the Company s stores within the month from the date of completion of work. If however, the contractor does not render the material account a raged. A.D. notice will issued to the contractor to render the material account. Within 10 days from the date of notice, failing which the materials account will be finalized and recovers made as per the company s account which shall have to be accepted by entertained. the contractor and disputes if any raised shall not be 22. The contractor is bound to complete the work within the specified period for each work, given by the E.E. 23. The contract will remain in force for the period from to. 24. Priority of works would be decided by the D.E./ E.E. and the contractor shall carry out the work within time limit stipulated in order issued by the E.E. 25. The contractor must have adequate resources and gang of un-skilled and skilled personal to undertake the work at the different places. 26. Far annual contracts, the contractor will be given separate order for each work on the basis of the rate contract order. The date of commencement and date of completion of work will stipulated in the order which the contractor has to agree otherwise the penalty will be leviable for late completion of work as per company s standard condition. 27. The contractor will be governed by the following clauses and to be signed. i) should this render be accepted I/We hereby agree to abide by and fulfill all the terms and provisions of lthe Tender and contract for works as applicable and in default thereof to forfeit and pay to he company the same of money as may become due. 8

9 ii) The full value of the Earnest money deposit paid herewith shall be absolute forfeited to the company should I / We not deposit the full amount of specified security deposit in time. iii) The competent authority can delete any item in schedule B in the Tender. iv) The contractor will have to produce a solvency certificate before commencement of work. v) For any accident either total or non total to the workers due to non observance of safety measures and live clearance company shall not be responsible. vi) Any loss sustained due to this will have to be borne by contractor. 10 S C H E D U L E - A 1 (In continuance of Schedule A) 1. All empty drums have to be returned by contractor at the store centre at Bodeli failing which Rs 250 /- per drums will be recovered from the contractor. 2. You have to execute the indemnity Bond of Rs 100 / 100 for taking the responsibility for any Compensation to your works man due to his death of injuries during the execution of H.T. & L.T. line and T/C work. 3. You will have to produce the solvency certificate as per the company s rules if the contract Value exceed Rs /- and more. 4. If the contractor has quoted higher rate than the estimated rate the F.A. bill be paid as per the company s estimated rates. And the tendered rates will be paid in the final work bill. 5. The carting of RSJ will be done by contractor from Store Office. 6. The carting of cement blocks will be done by the contract from Store office and no extra rate will be given to the contractor for carting of Cement blocks. 10
