1 PARISH OF ASCENSION ENGINEERING DEPARTMENT ENG ADDENDUM NO. 2 Tommy Martinez Parish President DATE: April 30, 2015 TO: FROM: Purchasing Department Engineering Department PROJECT NAME: 2015 Road Maintenance Project PROJECT NO: ENG SUBJECT: Addendum No. 2 The following explanations and revisions are as a result of inquiries we received for this project as follows: 1. Reminder: a. No project communication may occur between bidders and parish personnel with the exception of the purchasing department from 5:00 PM 4/30/2015 until bid opening. Should the bidder require more clarification on this bid, a formal request shall be made to the purchasing department to postpone the opening of the bid with full explanation as to why the postponement is necessary. No guarantee is made that the request will be granted. b. See Addendum No. 1 for previous questions answers and clarifications c. Quantities shown in the bid documents are engineer s estimates as should be taken as an estimate. 2. Cross Drain Pipe revisions (reflected in the Uniform Bid documents attached): a. Braud Road near station shows 2-24 RCP should be install 2-36 RCPA b. Braud Road near station shows 2-24 RCPA should be install 2-30 RCPA c. Evans Road North of Carolyn K shows install 15 RCP should be install 36 RCPA d. Heath Road near station 3+75 shows 24 RCP should be install 30 RCPA e. Issac Villar Road existing cross drains: i. Near Station 9+00 should have install 24 RCPA cross drain ii. Near station should have install 30 RCPA cross drain II. Near station should have install 30 RCPA cross drain f. Richard Waguespack road near station shows install 2-24 RCPA should be install 2-36 RCPA g. Richard Waguespack road near station shows 18 RCP should be install 30 RCPA RCPA 3. Lime treatment required is type C not type E. This will be shown on the Unit bid by tons. 4. Contract time is changed from 180 calendar days to 180 working days 5. Elm alley is scheduled for overlay only. Should the contract under-run a decision will be made by the project engineer to on removal of concrete and full depth repair. 6. Question: In the patching detail it shows the 8 patch with a 3 level course over the patch. It also shows the level course being flush with the existing roadway. Are there some roads that will be finish patching only and not get overlaid? Answer: The patching detail should show 10 patch with the 3 level course over the patch. The patching item will be used with mill and overlay. It is expected that the patch be done to the mill depth and the wearing course laid over the patch. 8. Question: When a driveway is removed what will it be replaced with? Answer: Generally only 1 foot of the driveway is to be removed to facilitate the extra base width. Should a full apron be required to be removed, it will be replaced with 4000PSI portland cement concrete. Should the 1 foot be removed, it will be incorporated into the asphalt driveway apron. 9. Observation without question: In the spec it states that lateral cold joints are not accepted anywhere on the project. That will not be possible on some of these long roads. Response: Should a lateral cold joint be required, the project engineer will be informed and approve that decision. The original intent for the lateral cold joint requirement was to facilitate a monolithic pour. 10. Question: The spec states that all disturbed areas shall be hydro-seeded. Shoulders are not considered disturbed areas are they? Answer: Hydro-seeding is not expected to be required as part of the base bid. Hydro-seeding shall be required on the alternate bid as shown in the alternate plans. 11. Question: What is the remove cement quantity for in your Base bid quantity sheet? Answer: Driveway removal and incidental concrete removal that is currently unaccounted for. 12. Question: On the base bid pipe quantity sheet, the amount of pipe for each size does not match up with the bid items. Can we get a more accurate sheet? Answer: This question comes up on a regular basis. We generally do not replace but 20-30% of the pipes listed on the drawings. Therefore, quantities are an estimate of field inspections. Bid quantities have been revised. 13. Question: There is an item for 5,000 SY of 16 deep removal of base. What will be installed to replace this material? Answer: Pavement Patching or if large enough, filled with select soils and incorporated with soil cement into the refurbished base. 14. Question: If borrow is brought in to replace the removed material, can we expect that lime will be processed in this material? Answer: Yes. 15. Question: Can you clarify what the borrow will be used for? Answer: not limited to only Shoulders, possible embankment erosion drainage cover. 16. Question: I believe in the pre-bid it was mentioned that all the lime would be changed to Type C instead of Type E. This will require an additional day processing to meet this specification. DOTD typically uses Type E. Answer: Type E lime has been tried on the 2013 project and failed to meet the parish engineer s expectations. Type C will be used on this project. Adjust your timeline and budgets accordingly. 17. Question: Why doesn t the drainage bid items (pipe) match the plans? (Alternate Bid question) Answer: Addendum 1 corrected this problem. (Alternate Bid question) Answer: For the base bid layout may be done without a professional surveyor. For the alternate bid a licensed surveyor is required. Adjust your alternate bid accordingly. 19. Question: Explain the water valve adjustment bid item. (Alternate Bid question) Answer: Addendum 1 corrected this problem. Please see addendum #1 for clarification. 20. Question: How many tons of cement are there for cement processing? (Alternate Bid question) Answer: The % cement and the % lime will be based upon the specifications referenced Louisiana Standard Specifications for Roads and Bridges Section 302 and Question: Can the water to the 12 valve to relocate be turned off/isolated without affecting water company customers? (Alternate Bid question) Answer: Turning off / isolating the 12 value will affect water company customers according to Ascension (Baton Rouge) Water Company. 22. Question: Where is the new location for the water valve, and is it going to require additional water pipe? (Alternate Bid question) Answer: Additional pipe will be necessary based on the new location to be determined in the field to not interfere with new or existing utilities to be placed at that locale. 23. Question: How is the Catch basin at on St Landry to be adjusted? (Alternate Bid question) Answer: The catch basin is to be adjusted to meet the current grade of the surrounding ground level. At the present, the catch basin was surveyed to be approximately 6 inches below the proposed surface grade. 24. Question: Who will be responsible for the electrical service to the lighting on St Landry Rd. Answer: The contractor is responsible for connecting to nearby Entergy service lines to power the lighting. 25. Division 5 Section 16.07: Base course Materials shall follow sections 303 and 304 of the LA DOTD Standards and Specifications manual not section 501 Asphaltic concrete. 26. Base Unit Bid Form shall be replaced with the attached base unit bid form. 27.
