2 DIVISION 0 - BIDDING REQUIREMENTS, CONTRACT FORMS AND CONDITIONS OF THE CONTRACT SECTION INVITATION TO BID You are invited to bid on a General Contract for the Renovations Lewes Streets Department Breakroom located at 216 Schley Avenue in Lewes, Delaware. The completed work shall include demolition and disposal, new steps and foundation, framing, insulation, exterior and interior doors and hardware, toilet rooms, new plumbing fixtures toilet accessories domestic piping, interior and exterior light fixtures, electric panel replacement, exit lights, emergency lighting, light fixture controls, painting/restoring, casework, concrete slab patching and repairing, and existing wall patching/repair as well as partial infill of under slab condition. The Contractor shall provide all necessary labor, equipment, tools, materials and incidentals, and shall perform all operations required to finish all work in the manner approved by the Architect and the City of Lewes. Bids must be on a lump sum basis and may not be withdrawn for 90 days. A pre-bid meeting will be held in the City of Lewes Council Chambers, 114 E. 3 rd Street, Lewes, DE on Tuesday, October 9, 2018 at 10:00. Attendance is recommended but not mandatory to bid. The deadline for questions and RFIs is 5:00 p.m. Monday, October 15, 2018 by to mhelfrich@gmbnet.com. By submitting their bid, Bidders acknowledge they have examined the site in sufficient detail and familiarized themselves to prepare a complete and responsible bid for the specified work. No claims will be approved during construction for items that can be reasonably verified by field examination. The City of Lewes (DE) will receive bids until 2:00 PM, Monday, October 22, 2018 in Council Chambers at the Lewes City Hall, 114 E. 3 rd Street, Lewes, DE Bids received after this time will not be accepted. Bids will be opened publicly after the specified closing time. Bid award information will be made public once a Notice of Award has been issued. Drawings and specifications may be examined at DiCarlo Printing, 2006 Northwood Drive, Salisbury, Maryland ( ). Bidders may purchase full set copies of the drawings and specifications from DiCarlo Printing for a sum determined by the printer. Bidders must be registered to perform work in the State of Delaware and shall include their license number on the Bid Form. Bidders must submit three (3) examples of recent relevant renovation or restoration project experience with their bids. Bid Security in the amount of ten (10) percent of the Bid must accompany each bid in the Instructions to Bidders. The successful Bidder s security will be retained until he has signed the Contract and furnished a Performance Bond and a Payment Bond AIA Document A312, each in the amount of the contract sum. A construction schedule based upon the base bid shall be submitted for approval by the Owner with the Contractor s bid. Contractor is required, as an attachment to his bid, to provide a Contractor s Qualification Statement, current AIA Document A305, including financial data. Bids received without this information will be considered non-responsive. The right is reserved, as the interests of the City of Lewes, may appear, to reject any and all bids, to waive any informality in bids received, and to accept or reject any items of any bid. BASE INFORMATION INDICATED ON THESE DRAWINGS WAS DERIVED FROM EXISTING BUILDING DRAWINGS FURNISHED BY THE CITY OF LEWES THAT WERE SIGNED BY ROY BENJAMIN DATED OCTOBER 19, 2004, AND BY VISUAL AND CASUAL OBSERVATIONS. THIS BASE INFORMATION IS PROVIDED FOR THE CONVENIENCE OF THE GENERAL CONTRACTOR AND IS NOT TO BE CONSTRUED AS A RE-MEASURED OR AS-BUILT PLAN BY THE ARCHITECT AND THEIR CONSULTANTS, BUT RATHER AS REFERENCED DATA WHICH FROM ALL SURFACE APPEARANCES OBSERVED AT THE SITE IS BASICALLY ACCEPTABLE FOR THE PURPOSES OF THIS PROJECT. 4. THE GENERAL CONTRACTOR AND EACH SUB-CONTRACTOR SHALL KEEP ACCURATE RECORDS OF ANY MODIFICATION OR DEVIATIONS FROM THE CONTRACT DOCUMENTS. THE GENERAL CONTRACTOR SHALL DELIVER TO THE ARCHITECT A COMPLETE SET OF AS-BUILT DRAWINGS AND SPECIFICATIONS PRIOR TO APPROVAL OF FINAL PAYMENT. 11. THE GENERAL CONTRACTOR SHALL NOT MAKE, SUBCONTRACTOR OR STAFF MEMBER OR LOCAL MAKE ANY CHANGES TO WHAT IS SPECIFIED SPECIFICATIONS WITHOUT SPECIFIC AUTHORIZATION 12. THE GENERAL CONTRACTOR SHALL PATCH AND/OR RESTORE TO MATCH THE EXISTING ADJACENT SURFACES THAT ARE DISTURBED AS A RESULT OF DEMOLITION OR NEW CONSTRUCTION. 13. CONNECT NEW WORK TO EXISTING IN A NEAT AND APPROVED MANNER, RESTORE EXISTING AND NEW AREAS IN ACCORDANCE WITH THE REQUIREMENTS OF THE NOTE ABOVE. 14. THE GENERAL CONTRACTOR SHALL BE RESPONSIBLE FOR ALL DAMAGE TO ADJOINING, REMAINING AREAS AS A RESULT OF THIS WORK AND SHALL REPAIR ANY DAMAGED SURFACES TO THEIR CONDITIONS EXISTING PRIOR TO THE START OF THIS WORK. 15. PROVIDE PROTECTION FOR ALL PAVING, CURBING, CONCRETE SLAB, AND LANDSCAPING THROUGHOUT THE SITE. REPAIR OR REPLACE ALL AREAS DAMAGED AS A RESULT OF THE WORK TO THE SATISFACTION OF THE OWNER. 16. INTERRUPTION OF POWER AND ANCILLARY SYSTEMS SHALL BE COORDINATED WITH THE OWNER, PROGRAM MANAGER AND ARCHITECT. SUCH OUTAGES SHALL OCCUR ONLY DURING PREARRANGED ACCEPTABLE TIMES FOR ALL PARTIES CONCERNED. THE EXISTING BUILDING SHALL NOT BE LEFT WITHOUT THE USE LIGHTING, POWER, ETC. EXCEPT FOR FINAL CONNECTION, WHICH SHALL BE PERFORMED AT A TIME CONVENIENT TO AND WITHOUT ADDITIONAL EXPENSE TO THE OWNER. CAUSE TO BE MADE, OF PERMIT A REPRESENTATIVE OF THE OWNER TO ON THE DRAWINGS AND OUTLINE OF THE ARCHITECT. 17. THE GENERAL CONTRACTOR SHALL COORDINATE WITH THE OWNER, ALL EQUIPMENT OR SYSTEMS TO BE SALVAGED AND GIVEN TO THE OWNER. 18.
