4 Yukon Government, Community Services Introduction & Background 1 Introduction Capital Management Engineering Limited (CMEL) was retained by Marie Cairns of the Sport and Recreation Branch, Community Services, Yukon Government to complete an update to the Recreation Inventory for the community of Beaver Creek. 2 Purpose The Beaver Creek Community Club owns, and maintains the facilities within the community of Beaver Creek with the exception of the swimming pool which is owned by the Yukon Government. The Yukon Government has initiated a comprehensive review of the recreation inventory within the community of Beaver Creek and has initiated an update of the 2005 Lorimer & Associates reports. 3 Methodology 3.1 Project Approach The project was broken down into the following phases: Phase I Data Collection & Site Assessment To start the assessments, background information was collected for the community. The information included, when available, floor plan drawings and past reports, Following the collection of background data, a site assessment was scheduled and completed. The site assessment was carried out to update the current recreation inventory, document recreational inventory constructed since 2005 and any major changes or upgrades since The current facilities in the community were documented in order to facilitate the creation of the updated recreation inventory. During the site assessment, additional information was gathered from the site contact and site personnel, where possible, to further support the determination of updates and changes since Phase II The existing recreational inventory has been used as the base template in updating the new recreational inventory for the Government of Yukon. CMEL developed an updated recreational inventory based on collected data and the site assessment findings. The new infrastructure and major changes are documented as well as photos taken to be included as an Appendix. 3.2 General Methodology The analysis for the building(s) consisted of the following: Interviews with the site contact; Page

6 Yukon Government, Community Services 4 The community of Beaver Creek is located on the Alaska Highway near the border of the Yukon and the State of Alaska. It was reported to have a population of 119 people. The Beaver Creek Community Club is the active recreation society within the community of Beaver Creek. All facilities were reported to be on Government of Yukon owned land Lot 12 with the exception of the swimming pool and support building on Lot The following facilities were observed and are summarized further below: Community Centre with Gymnasium and Curling Rink Swimming Pool with Associated Building Ball Field with Concessions Building Covered Outdoor Ice Surface Playground 4.1 Community Centre with Gymnasium and Rink The original community centre was constructed in 1967 with post office and bank added in 1980, a gymnasium in 1984 and the curling rink was rebuilt in The building contains a main hall, kitchen, bar, washrooms, library (formerly trophy room), post office, bank, warm viewing area and storage areas. The community hall was reported to be founded on concrete piles with concrete grade beams and has a partial basement containing mechanical and electrical equipment. The warm viewing area is open to the community centre on the west side of the building and has glazed viewing windows protected by fire shutters for viewing of the curling rink. The community centre has a kitchen with two fridges, a double commercial grade garland range, a single residential style fridge and various smaller kitchen appliances. There is a commercial style exhaust hood over the range equipped with a fire suppression system. The building is protected by a fire alarm system and panel with audible / visual strobe devices. There is no sprinkler system. The roof is reported to be metal and is drained to the ground below by gutters and down spouts. The exterior cladding is metal siding reportedly installed in 1984 with the gymnasium addition. There are areas where the metal siding is not properly finished in the corners and around door frames. There are two doors on the north side of the building and an exit door on the south side of the building. Changes to the building since 2005 include, a new fire alarm system, new wood decks and ramps, fire stopping measures, upgrades to the washrooms, repurposing of the trophy room to a library, added folding security screens at the library, new furnaces in 2011 and new hot water tanks in 2008, 2009 and metal roofs. The gymnasium is attached to the community centre and is one open room located to the east of the main building. It is accessed by double doors from the community centre, double doors to the exterior on the west elevation and a single exit door to the exterior on the south elevation. It was reported that the gymnasium is founded on concrete piles with wood foundation walls and the addition is supported by wood posts on the concrete piles. The community centre fire alarm system is extended to this area. The roof is reported to be metal and the exterior cladding is metal siding with some areas of damage. Page

7 Beaver Creek Yukon Government, Community Services The post office and bank were reported to be leased to a third party and were not accessible at the time of the site visit. This area is located on the south side of the main community centre. It was reported that there are roof leaks in the post office. It was reported that this portion of the building is founded on concrete piles with wood posts and wood foundation walls supporting a wood structure attached to the community centre. This portion of the building has a metal roof and metal siding and is accessed by a single door on the south side of the building. The curling rink is accessed by two doors on the north side of the building and a single door on the east side of the building. There is also access from the warm viewing area. The rink has a concrete floor and was reported to be founded on concrete piles and grade beams. The structure was reported to be metal supporting a metal roof. The exterior walls are clad with metal siding. This area is not heated or cooled. The community centre, gymnasium, post office and bank are heated by two oil fired forced air furnaces dated 2011 and located in the basement of the community centre. These furnaces are fed by an above grade fuel oil tank dated 2010 and located to the south of the building. Domestic hot water is provided by two electric water heaters also located in the basement and dated 2008 and Swimming Pool The swimming pool is located on lot 1025 to the east of the community centre. The reported changes to the swimming pool include a new pool liner in 2015 and the addition of a solar pre heating system for the pool water in This system has been reported to have not been completed at this time. It consists of multiple fixed solar panels on stands as well as the heat exchanger system. The solar panels are located on the south side of the building and are surrounded by chain link fencing. The swimming pool building is reported to have been constructed in the late 1980 s and is fairly typical for pools constructed by the Government of Yukon in smaller communities. The building is a wood framed structure clad with wood siding and contains men s and women s change rooms, a mechanical room and offices. The roof was reported to be asphalt shingles but this could not be verified due to snow cover. The building was reported to be founded on concrete footings and a slab on grade. The pool is covered by a metal framed, fibreglass paneled structure. There is no heating provided to the building. The mechanical room could not be accessed as the door was blocked by snow and ice at the time of the site visit. Domestic water is reportedly supplied from the community centre and waste water is reported to be by septic tank and septic bed. 4.3 Ball Field There is a ball field located to the south of the community centre and rink. The field was reported to be covered with grass but could not be verified due to snow cover. It was observed to be surrounded by chain link fencing and has wood bleachers. There have been no reported changes since the 2005 report. There is a concessions building located to the north and east of the field and is serviced with electricity. It was reported that the building is rarely used and at the time of the site visit the doors were open to the elements Page 5

8 Yukon Government, Community Services 4.4 Covered Outdoor Ice Rink The outdoor rink is located to the south of the community centre and on the same lot. It is covered by a timber framed canopy which has incandescent lighting and the roof is metal. The floor is gravel and the rink has plywood dasher boards. The structure and boards appeared to be in good condition, however it was reported that the rink has not been used in years. 4.5 Playground The playground is located to the west of the community centre and outdoor rink. It consists of various pieces of playground equipment including a monkey bar set, slide, timber adventure playset and swings and was reported to have a mini put golf course.
