The Procurement Code, Sections through NMSA 1978, imposes civil and criminal penalties for its violation. 2 BID GENERAL: The following specifications describe hot mix cold lay asphalt concrete, asphalt concrete pavement, leveling course, tack and prime coat, asphalt aggregates, flexible base aggregates, crushed dolomite, masonry sand, & pre-coated aggregates, adjust manholes and water meters to grade, cold milling, flowable fill, in-situ cold recycling, sidewalk, curb and gutter replacement and asphalt patch repair or equivalent to be used by the City s Public Works Department.The contractor is expected to begin work within 45 days after the work is awarded. All specifications shall be considered as minimum. It is the intent of theses specifications to adhere to the written American Public Works Association (APWA) standards. All references to Sections and paragraphs are from the New Mexico Standard Specifications for Public Works Construction, ITEM 1 Hot mixed cold lay Asphalt Concrete Bid Price Per Ton For Item No. 1 2 Plant Mix Asphalt Concrete Paving (Bulk) This item consists of mixing aggregate with bituminous materials in a central plant to produce a cold mix used in street maintenance. Aggregate shall meet the requirements of and shall meet the APWA Section 116 Asphalt Concrete Materials. All other pertinent Asphalt Concrete Specifications per APWA shall apply to this contract. Successful bidder may be required to produce material under this agreement within 7 days of receipt of order. Hot Mixed Cold Lay Asphalt Concrete to be loaded into City of Carlsbad trucks at the vendor's plant within 15 miles of Carlsbad City limits. Certified scales are required with a weight ticket required on every load. Any increases or decreases on asphalt materials pricing from bidder's supplier in excess of 10% will be passed on in identical amounts. $ ton The Plant Mix Asphalt Concrete Paving shall consist of a mixture of bituminous material, aggregate, blended sand, mineral filler, hydrated lime, and liquid anti-strip, and shall meet the APWA Section 116 Asphalt Concrete Materials. 3 Bid Price Per Ton 3 Asphalt Concrete Paving (Laid in Place) in Areas of Less Than One Half Mile for Widths 12 feet and Larger batch. A job mix design for both SP-III and SP-IV shall be submitted for approval with this Bid. Materials will be measured and paid for by the ton. Bituminous material will be considered incidental with no separate payment. Plant Mix Asphalt Concrete Paving shall be loaded into City of Carlsbad trucks at vendor's plant, within 15 miles of Carlsbad City limit. Certified scales are required with a weight ticket required on every load. Any increases or decreases on asphalt materials pricing from bidder's supplier in excess of 10% will be passed on in identical amounts. $ ton Bidder to furnish all labor, materials and equipment for laying the Asphalt Concrete Paving over existing pavement or of newly prepared surfaces. Asphalt Concrete Paving shall meet the APWA Section 116 Asphalt Concrete Materials. The aggregate used shall conform to Table 116 B for either SP-III or SP-IV Mix as required by the project manager. Installation of the Mix shall conform to APWA Section 336 for Asphalt Concrete Pavement. Acceptance testing of asphalt will be provided by the City of Carlsbad and may include laboratory analysis and nuclear density measurements of the compaction of the asphalt. Any quality assurance or internal sampling and testing by the contractor will be at the contractor s expense. Any retesting required as a result of failed tests shall be at the contractor s expense. 4 contractor shall thoroughly clean the surface which will receive the paving or overlay. All debris, millings or other foreign materials including vegetation in pavement cracks or along adjacent gutters shall be removed prior to the start of paving operations. After surfaces have been prepared to the satisfaction of the City, a tack coat of the edges and tie in surfaces shall be applied. This work shall be considered incidental to the work and no separate charges will be accepted. If the pavement is to be applied over an existing asphalt or concrete surface, the entire surface shall receive a tack coat prior to installing the new asphalt. Tack coat required as a result of overlaying existing asphalt will be paid under the bid item for Tack Coat. Bidder will be required to furnish traffic control including all signs, barricades, detours, flagmen, and/or public notification, in accordance with City of Carlsbad and MUTCD requirements. No separate payment will be made for traffic control. Bidder will be required to guarantee materials and workmanship for a period of one year. Any increases or decreases on asphalt from bidder's supplier in excess of 10% will be passed on in identical amounts. This work shall consist of providing a bituminous material and applying it to an existing asphalt or Portland cement concrete surface. Prime coat over newly prepared surfaces will not be required. Tack coat shall meet the requirements of APWA Section 113 for cationic emulsified asphalt. Tack coat shall be applied per APWA Section 336 at the rate of 0.10 to 0.15 gallons per square yard. Bid Price for Item 9 $ sq. yd. 10 Flowable Fill This work shall consist of furnishing a flowable mix of Portland cement, fill chat and fly ash to be used as backfill in utility trenches and other excavations requiring a quick setting and a higher degree of compaction. All cold milling shall be accomplished by the contractor using equipment specifically designed for precisely profiling asphalt or concrete pavement. Pavement that is not removed by the milling machine adjacent to steep curbs, inlets, manholes or other obstructions shall be removed by other methods acceptable to the Engineer. Measurement of amount of cold milling completed by the Contractor shall be the surface area measured in square yards milled to a depth, width and length called for by the City Engineer. Sub-grade prep, Linear grading, reshaping and field staking are considered incidental and shall be included in this item. Mixing an emulsified binder agent or water with the pulverized material, then spreading to existing grade or to a new grade and crown as shown on the plans, and compacting said mixture as provided herein unless otherwise directed by the engineer. Should excess pulverized material need to be removed from the site, the material shall be stockpiled and loaded by the Contractor. Dump trucks may be provided by the City without extra charge, or by the Contractor, with the concurrence of the engineer, as provided by the separate item Haul and Stockpile Salvageable Materials. 10 Construction Requirements equipment, tools, labor, all materials (except the pulverized surfacing), and other appurtenances necessary to complete the work. The sealing emulsion, if required, shall be high float emulsion HFE- 100P or other approved equal and will be paid separately. The existing roadway surfacing shall be cold recycled in a manner that completely mixes the existing surfacing material (1 2 ) with the underlying caliche or base course to a total depth of 4 8 as directed by the engineer. Any areas with excessive vegetation or areas not pulverized such as corner fillets or areas adjacent to face of the gutter shall be removed prior to spreading the recycled mix. The Contractor shall demonstrate his ability to obtain a minimum density of 96 percent of laboratory specimen prepared in accordance with AASHTO T- 245 (50 blows). The engineer may require a re-demonstration of rolling capabilities when a change in the recycled materials is observed, whenever a change in rolling equipment is made or if densities are not being obtained with the rolling pattern being used. ACTUAL Any unacceptable recycled bituminous base material shall be repaired by the contractor, as directed by the engineer prior to paving. Said repairs shall be made at no additional cost to the City of Carlsbad. Equipment The Contractor shall furnish a self-propelled machine capable of pulverizing in-situ surfacing materials to the depth shown on the plans, in one pass. Said machine shall have a minimum rotor cutting width of eight feet with standard automatic depth controls capable of maintaining a constant cutting depth. - Hot Mix Cold Lay Asphalt Concrete, Aggregates, Etc. 15 31 Chip Seal Roadway This work shall consist of furnishing and installing single penetration chip seal roadway using pre-coated chips. All work shall be in accordance with APWA Section 334 Seal Coats. The existing road shall be cleaned by the contractor prior to placing the chip seal. Patching and vegetation removal shall not be the responsibility of the contractor. Measurement and Payment shall be by the square yard and shall be all inclusive including pre-coated chips, bituminous asphalting material, labor, equipment, mobilization, traffic control, and public notifications.
