1 CITY OF TACOMA Department of Public Utilities Tacoma Power ADDENDUM NO. 2 DATE: August 11, 2017 REVISIONS TO: Request for Bids Specification No. PG F TPU Eductor Waste Decant Facility NOTICE TO ALL BIDDERS: This addendum is issued to clarify, revise, add to or delete from, the original specification documents for the above project. This addendum, as integrated with the original specification documents, shall form the specification documents. The noted revisions shall take precedence over previously issued specification documents and shall become part of this contract. REVISIONS TO THE SUBMITTAL DEADLINE: The submittal deadline remains the same August 29, REVISIONS TO THE GENERAL INFORMATION and REQUIREMENTS: Provided attendee list for pre-bid meeting held on Friday, August 11, Replace LEAP Instructions and Goal Form and Prime Contractor Utilization Plan with revised pages: Provide missing goal hours (1340). REVISIONS TO THE TECHNICAL PROVISIONS: Replace Section Sanitary Sewerage Utilities Page 1 with revised page: Change to HDPE pipe details. NOTE: Acknowledge receipt of this addendum by initialing the corresponding space as indicated on the proposal page. Vendors who have already submitted their bid/proposal may contact the Purchasing Division at and request return of their bid/proposal for acknowledgment and re-submittal. Or, a letter acknowledging receipt of this addendum may be submitted in an envelope marked Request for Bids Specification No. PG F Addendum No. 2. The City reserves the right to reject any and all bids, including, in certain circumstances, for failure to appropriately acknowledge this addendum. 3 /DC LOCAL EMPLOYMENT AND APPRENTICESHIP TRAINING PROGRAM (LEAP) INSTRUCTIONS AND GOAL FORM *Exception effective on projects advertised after **Exceptions effective on projects advertised after LEAP REQUIREMENTS & PROCEDURES: LEAP is a post-award mandatory requirement. Bidders do not have to submit any information in the bid submittal package to be in compliance with LEAP. Post-award Submittals: Prime Contractor LEAP Utilization Plan. This form is to be completed and presented at the Pre-Construction Meeting. LEAP Employee Verification Form. This form is to be completed for every qualifying LEAP employee. LEAP is a mandatory Program that requires the Prime Contractor performing a qualifying public works project to ensure that 15 percent of the total labor hours worked on the project are performed by Pierce County apprentices approved by the Washington State Apprenticeship Council (SAC) and/or residents of Tacoma (see *Exceptions and **Exceptions). The 15% labor hour goal is described as the LEAP Utilization Goal (LUG). A mandatory sub goal requires the prime contractor to ensure that 25% of the LUG is performed by residents of the s Community Empowerment Zone. Compliance may be met through any combination of utilizing LEAP-Qualified residents of Tacoma or SAC apprentices, youth and/or veterans. The accompanying LEAP Regulations, forms, maps and street addresses are included in these specifications. *Exceptions: If the project is located within the Tacoma Power Hydro Project Areas, then 25% of the LUG may be satisfied by a Resident of the Tacoma Power Hydro Project Areas. If the project is located within the Tacoma Water Green River Headworks or Watershed Area, then 25% of the LUG may be satisfied by a Resident of the Duwamish and White River Community Empowerment Zone (CEZ) or by a King County Apprentice. **Exceptions: If the project is advertised after , the Target Areas have been excluded and local Youth and Veterans have been added refer to LEAP Regulations. The Project Engineer, in consultation with the LEAP Coordinator, develops the required LUG to be performed for each qualifying contract. The LUG for this project is. LEAP can assist contractors in the recruitment, screening and selection of qualified City of Tacoma residents interested in a career in the building and construction trades. 5 PART 1 GENERAL SECTION SANITARY SEWERAGE UTILITIES 1.1 SUMMARY A. The Work includes connecting to existing municipal sanitary sewer network, constructing additional sanitary sewer pipes, manholes, flocculation tank, oil/water separator and sewer appurtenances as shown on project Drawings. 1.2 QUALITY ASSURANCE A. STANDARD SPECIFICATIONS 1. All work shall conform with the WSDOT M41-10, Standard Specifications and Standard Plans for Road, Bridge and Municipal Construction, 2016 Edition, as published by the Washington State Department of Transportation, unless otherwise indicated herein. 2. The Contractor shall have one copy of the Standard Specifications and Standard Drawings at the job site. 3. The Standard Specifications apply only to performance and materials and how they are to be incorporated into the work. The legal/contractual relationship sections and the measurement and payment sections do not apply to this document. B. Qualification of Workers: Employ at least one person who shall be present at all times during execution of this portion of the Work, shall be thoroughly familiar with the type of materials being installed and the best methods for their installation and shall direct all work performed under this section. C. Codes and Standards: Comply with the applicable provisions of all pertinent codes and regulations. References made herein for manufactured materials, refer to designations for American Association of State Highway and Transportation Officials (AASHTO) or to American Society for Testing Materials (ASTM). 1.3 SUBMITTALS A. The Contractor shall submit the following: 1. Manufacturer's Product Data on pipe materials, utility structures, oil/water separator, butterfly valve, covers, grates, and frames. 2. Shop drawings for pump stations, oil/water separator, flocculation tank and manholes. PART 2 MATERIALS 2.1 PIPE A. PVC sewer pipe shall have flexible, gasketed, push-on joints and shall be PVC (polyvinyl chloride) SDR 35 conforming to ASTM D Joints for PVC pipe shall conform to ASTM D 3212 using an elastomeric gasket conforming to ASTM F 477. Fittings shall be factory molded of PVC. All pipe and fittings shall be legibly and permanently marked with type and class. B. Sanitary sewer force main shall be high density polyethylene (HDPE) conforming to ASTM F714, DR 7.3. Outside diameter of pipe shall be sized in accordance with the ductile iron pipe sizing.
