3 Meadows is a small condominium association that relies on cooperation to foster a pleasant community atmosphere. Each of these enclosed Rules is based on standards specified in the Declarations, liability concerns, and common courtesy to our neighbors. Please remember that owners are responsible for Rules or Declaration infractions by any of their tenants. Owners are responsible for providing a copy of these Rules to tenants of their units. Additional copies may be obtained for a fee from the Community Manager or for free from the community web site. If you need more information about these issues, please refer to your copy of the Declarations or contact the Community Manager.

5 ORGANIZATION The Meadows at Holland Park Condominium Owners Association, Inc. has a Board of Directors elected by the membership. The Board is responsible for certain Common Element maintenance and management tasks that are a normal part of home ownership. As an owner, you may volunteer for the opportunity to be elected to the Board at an annual meeting or to be appointed to fill a vacancy that may occur during the year. We encourage you to become an active participant in the governing of your Association. The Board is primarily responsible for making decisions regarding capital investments for any new infrastructure and for maintenance to current infrastructure and grounds as deemed necessary to maintain the property for the benefit of the entire association. The Board is also responsible for ensuring compliance with the Declaration and these Rules. For routine management, the Association has retained a Community Management company. Daily maintenance, management and other such issues should be addressed to this company rather than to the Board. The Community Manager will either resolve the issue or present it to the Board for consideration. Non-urgent matters may be addressed on a routine basis or as part of the on-going scheduled maintenance plan. DECLARATIONS The Declarations, commonly referred to as the 'Decs', is the governing legal document of The Meadows at Holland Park. The Rules are the 'Operating Procedures' amplifying and explaining the intent of the Decs. All owners agreed to abide by the Decs and Rules when they purchased their unit, at which time they should have been provided a copy. As an owner it is your responsibility to become familiar with the Decs and the Rules and to assist in the enforcement. If tenants reside within your unit, it is essential the owner provide them with a copy of these governing documents.

6 PETS l. Only 1pet (cat or dog) is permitted per unit. 2. All pets must be carried or controlled by leash when outside the Unit and will not be allowed to roam the property at any time. Electronic devices or voice control will not suffice. The pet must be either in a carrier or on a leash held by a responsible person capable of controlling the pet. No animal may be tethered to any object which would allow it unattended access to General Common Elements. 3. Pet owners are responsible for the immediate removal of their pet's waste from Common Elements and for keeping patios and front areas in a sanitary condition. Pets are not to urinate nor deposit waste on any of the landscaped areas. Landscape rock areas are considered acceptable for urination by pets. 4. Pet owners are responsible for injury their pets may inflict and property damage or disturbances their pets may cause. 5. No pet shall be permitted to continuously annoy, bark, howl or make other loud noises that would unreasonable disrupt their neighbors. Barking or howling for more than 10 consecutive minutes is an example of noise that would unreasonably disrupt neighbors. 6. No pets shall be kept for the purpose of breeding, boarding or commercial purposes. 7. Failure to comply with these Rules including resolution of any damages will result in the initiation of the Association's enforcement policy, which, can include fines, liens and legal action as appropriate. 8. Board may require that any pet which, in the Board's opinion, endangers the health of any owner/resident or creates a nuisance, be permanently removed from the condominium upon 10 days written notice. Failure to comply will result in Board action to remove the pet and/or obtain a court order requiring the owner to do so. NO ANIMALS DETERMINED IN THE BOARD'S DISCRETION TO BE DANGEROUS MAY BE BROUGHT ON TO OR KEPT IN CONDOMINIUMS. VIOLATIONS OF THESE RULES MAY RESULT IN FINES, FOLLOWING NOTICE AND AN OPPORTUITY FOR A HEARING, PURSUANT TO THE ASSOCIATION'S ENFORECMENT POLICY.

7 PARKING 1. No type of trailer (e.g. camping, boat, hauling, or house), no vans or trucks (with commercial lettering and/or over one ton weight), nor any self-contained motorized vehicle may be parked on any parking area except for loading, unloading, delivery, contractor services or in an emergency. Any such vehicles will be towed at owner expense, following notice as required in the Declaration. 2. The Post Master has notified residents that no vehicles can be parked within 30 feet of access to mailboxes. Failure to comply could result in a lack of services. 3. Garages are intended to be used for personal vehicles and for storage of personal items. They may not be used for general storage (which may include but is not limited to boats, trailers, commercial, inoperable or unlicensed vehicles), if such storage prevents use of the garage for parking the resident's operable vehicle. 4. Parking slots are not assigned to individual units and are for the general use of residents and their guests (with exception of attached driveways, which are for the use of the unit's resident/guest). 5. Any vehicle not properly licensed or considered 'abandoned', as defined in the Declaration, will be towed at owner expense, following notice as required in the Declaration. 6. Any vehicle blocking or restricting access to a parking driveway or another resident's garage/unit will be, subject to removal at owner expense. Parking or driving on grass or landscaped rocks is strictly prohibited. 7. Any vehicle parked in a Fire Lane or No Parking Zone or otherwise constituting a threat to safety will be towed at owner expense, without notice. VIOLATIONS OF THESE RULES MAY ALSO RESULT IN FINES, FOLLOWING NOTICE AND AN OPPORTUNITY FOR A HEARING, PURSUANT TO THE ASSOCIATION'S ENFORECMENT POLICY.

8 GENERAL RULES 1. Keep garage doors closed when not in use as a deterrent against intrusion. Garage doors to be maintained (free of dents) including surrounding rubber and/or plastic seals. 2. Vehicle maintenance and painting shall not be done in the Common Elements. 3. Association dues cover the cost of weekly garbage collection and the containers each unit is provided are to be returned to the garage on the day following collection. Disposal of any large or excessive quantities of special items (household furniture, fixtures, appliances, carpet, etc) are to be made at the resident's expense. 4. Live plants and flowers (annuals/perennials) are permitted on the rear patio and front areas and are the responsibility of the resident. Any planting in the front areas must not impact utility lines and any damage will be at owner expense. 5. Cable (TV, Internet) shall not be exposed in the rock areas between the units where it has been installed. Please cover the cable under the landscape rock without any excessive digging within the area. Satellite dishes are permitted and require an architecture request form to be submitted to the Community Manager for Board approval. Installation is limited to the rear of the unit near the chimney attached to the wood frame out of sight. No installation is to occur on the roof tiles. Please note per the Dish providers, these units are neither re-useable nor transferrable and owners are responsible for removal when the dish will no longer be used. Removal includes restoration of the wood surface to its original condition by caulking holes and painting the surface. If dish is not removed once it is no longer in use, the Association's enforcement policy will be initiated. 6. Window air condition units are permitted to be installed no earlier than April 15 and must be removed not later than October 15. Installation must include a clear plexi-glass insert between the air condition unit and the top of the window. If additional support is required, use removable pressure support that is not unsightly and will not cause damage to the unit siding. 7. Central air condition units are permitted and require an architecture request form to be submitted to the Community Manager for Board approval prior to installation. Placement of the unit is within the rock areas between the units and to be mounted on a concrete pad. 8. No winter rock salt is permitted on any of the concrete areas. All oil spills are to be removed immediately as the material is porous and absorption can have damaging effects. Any damage caused by a resident (including damages to driveway, patio, front entry,

9 sidewalks, etc) that has not been resolved (in a timely manner) may result in initiation of the Association's enforcement policy, in addition to any other remedies the Association may have. On driveways, the leaking vehicle must be removed until the leak is repaired so as to prevent further damage. 9. Real estate and political signage may be posted in unit windows. Such signs may not be posted on the Common Elements. 10. The resident is responsible for the behavior of pets, tenants, guests and family members and damage to Common Elements caused by them. 11. Exterior wood door thresholds, windows and glass are the responsibility of the owner and are to be maintained (to include caulk and touch-up paint) as required during any nonscheduled paint cycles. If necessary hire a licensed contractor for service. Contact the Community Manager for further details. Please refer to the community web site for paint codes. 12. Owner is responsible for maintenance and repair of exterior lighting to include front and rear light fixtures, globes and bulbs. Please contact the Community Manager for further detail and refer to the community web site for replacement part specifications. 13. Window coverings shall be blinds, shades or curtains with no visible damage from exterior of unit. 14. Individual garage sales are permitted. 10 DECORATIONS 1. No personal items may be placed on the grass area. 2. Carpet or paint on the front and rear patio areas is not permitted. 3. Items may only be hung from the woodwork of the unit. Flag holders are permitted on woodwork of the unit and Owners are responsible for any damage that may be caused as a result of hanging an item from the woodwork. 4. Nothing may be affixed to the stucco anywhere on the building without prior Board approval (such as external water taps and coverage of any exposed cable). 5. Holiday decorations must be removed within 30 days after the holiday. Exterior holiday lighting may only be hung from the gutters or woodwork (not attached to the stucco of the building) or placed in or on the shrubs immediately outside the unit. Owners are responsible for any damage that this may cause. 11 PATIO AREAS 1. Residents must keep their patios neat, clean and free from debris. 2. Acceptable items within the patio enclosure include standard patio furniture, grills, plants and any other items that have received Board approval. Indoor furniture and appliances are not permitted in the patio enclosure. Per local fire department charcoal burners and other open flame cooking devices shall not be operated within 10 feet of combustible construction. (REF IFC code ) This means Charcoal grills and smokers are not allowed on the property as we have wooden decks and partitions. For those using LP or natural gas- operated cooking devices, we would appreciate you covering when not in use. 3. Strictly prohibited items include, but are not limited to: items that create excessive noise, items that endanger the health and safety of one's neighbors, items that pose a hazard (automotive batteries, paint cans, etc} or produce any noxious or offensive odors. 4. Bird feeders are permitted, but must be maintained and in a neat and attractive manner. 5. Permanently attached clotheslines, trash receptacles and wood piles are not permitted. 12 ARCHITECTURAL/DESIGN CHANGES REQUIRING BOARD APPROVAL 1. Owners must obtain prior written approval for exterior modifications and/or additions. Forms can be obtained from the Community Manager or the Community web site. Owners must submit a design review request form to the Community Manager and a decision and/or approval will be made within 45 days. 2. Owner's action that requires prior written approval of the architecture/design request include, but are not limited to: Storm doors/windows/rear glass panels Central air conditioners Placement of anything in the General Common Elements Disability access ramps or railings on exterior of the building (review will be expedited). Replacement of the standard exterior doors (to include front and rear access doors) with non-standard designs Retractable clotheslines Exterior water taps and lines Anything that would affect the facing of the building (stucco or siding) including, but not limited to pet doors or enclosures, cable installations, satellite dishes, telephone wiring, security systems and lights No architecture/design request forms are required for the replacement of those exterior items that have already been considered as standard, approved attachments that ensure consistency throughout the association complex. Examples include: front and rear entry doors, rear screen doors, garage door, and light fixtures and globes. THE HOMEOWNER IS RESPONSIBLE FOR ANY ASSOCIATED REPAIRS AND MAINTENANCE AS WELL AS RESTORING THE UNIT TO THE ORIGINAL CONDITION. 13 GENERAL COMMON ELEMENTS The General Common Elements shall mean all property owned outside of the Units for the common use and enjoyment of the owners and residents. 1. Personal possessions (e.g. tools, bicycles, toys, grills, chairs and tables) must not be left in the General Common Elements, in parking areas, in driveways or on sidewalks. When not in use, all such items must be stored inside the unit. 2. Owners are responsible for any damage to any property (landscaped areas including the rock, sprinkler systems and its components) due to their actions or actions on the part of their tenants, guests, pets and family members. / VIOLATION OF THESE RULES MAY RESULT IN FINES, FOLLOWING NOTICE AND AN OPPORTUNITY FOR A HEARING, PURSUANT TO THE ASSOCIATION'S ENFORECMENT POLICY
