1 GLEDALECOPLANNrnNGDEPARTMENT PLANNrnNG COMMSSON STAFF REPORT TO: PREPARED BY: Members of the Planning Commission Gabriel Reza Planning Assistant DATE: May FLE NOJCASE: APPLCANT: SR Zone Development Plan Review (psr-201o-001) Bill Kempton LOCATON/APN: 1041 Shirlyjean Streetl and PROPOSAL Pursuant to Chapter of Title 30 of the Glendale Municipal Code Bill Kempton representative for Camp Max Straus has fled plans to construct a 270 square-foot addition to an existing 389 square-foot restroom facility located within the northwestern portion of the Camp Max Straus complex. Camp Max Straus is located at 1041 Shirlyjean Street in the SR (Special Recreation) Zone. EXSTNG CONDTONS Camp Max Straus sits on an approximately 112-acre property at the terminus of Shirlyjean Street. The property is zoned Special Recreation (SR) and is designated Recreation/Open Space by the General Plan. The majority of the existing development is located in the eastern portion of the site. The property is surrounded by open space and single family residential uses in the SR and RR zones to the south open space in the SR zone to the west open space and single family residential uses in the SR RR and ROS zones to the north and single family residential uses in the Rl zone to the east. BACKGROUND Camp Max Straus which is funded and operated by the Jewish Federation Council of Greater Los Angeles maintains a seasonal camp facility (since 1938) for at-risk children teenagers and adult groups. The facility currently includes approximately 15 cabins a dining hall a baseball diamond a basketball court a musidart center a poovpool house a campfire circle a manager's house a director's office and an infirmary. The Planning Commission has granted relatively recent approvals for a new cul-de-sac near the main entrance (2009) the musidart center building (1987) a cabin (1997) the pool house and infirmary (1999) a children's cabin (2000) and a dining room addition (2001).

2 SR Review No Development plans that are proposed in the SR zone must be reviewed and approved by the Planning Commission. DSCUSSON The proposed project involves the construction of a new 270 square-foot addition to an existing restroom facility. The location of the building and the proposed addition is in the northwest portion of the Camp Max Straus facility and will not be visible from Shirley jean Road. Proposed materials such as hardie panel vertical siding and composition roof shingles will be incorporated to match the existing design. The project site is over 600 feet away from the main entrance of the complex and cannot be seen from adjacent residential areas. Overall the project's mass and scale appears compatible in its relation to the existing buildings onsite. There are a number of trees located near the proposed addition. The improvements will not require the removal of or encroach upon any protected indigenous trees. Staff has reviewed the proposed improvement and concludes that they are consistent with the overall intent of the Municipal Code. ENVRONMENTAL REVEW The proposed project is categorically exempt from environmental review. RECOMMENDATON The Community Planning Department recommends that the Planning Commission approve the proposed project subject to the following conditions: Planning Division Requirements 1. The subject property shall be developed maintained and operated in full compliance with the conditions of this grant and any law statute ordinance or other regulation applicable to any development or activity of the subject property. Failure of the applicant to cease any development or activity not in full compliance shall be a violation of these conditions. 2. The project approved herein shall be as depicted on those sets of drawings elevations etc. and stamped approved by staff on the approval date. Any modification to these plans must be approved by the Community Planning Department staff prior to the changes on the working drawings or in the field. Changes considered substantial by the Planning staff must be returned for review by the Planning Commission. The determination of whether or not a change is substantial shall be made by the Director of Community Planning.

3 SR Review No All exterior colors and materials used for the construction of the project shall be in substantial conformance with the approved materials and color exhibit presented. 4. Prior to the issuance of building permits plans shall be reviewed and approved by the Community Planning Department to ensure compliance with the plans approved by the Planning Commission. The plans shall comply with the conditions contained herein the Glendale Municipal Code and all City Resolutions and Ordinances. Public Works Division Requirements 5. Separate permits are required for all work performed in the public right-of-way. The applicant shall bear all fees for the necessary permits and construction inspections for work within the public right-of-way. 6. The applicant shall comply with all the National Pollutant Discharge Elimination System (NPDES) requirements including the submittal of an approved Local Stormwater Pollution Prevention Plan to be integrated into the design of the project. Parks Recreation and Community Services Division Requirements 7. The applicant shall comply with all city mitigation measures (Protection Guidelines) and obtain any and all tree permits needed to insure the safety and survival of the trees. Fire Department 8. The applicant shall comply with all emergency access needs due to restricted access to the site. This is a high fre hazard area. ATTACHEMENTS 1. Location map 2.
