PROJECTS ADDISON STREET [at Milvia Street] (DR# ): Preliminary Design Review Modification of modifications to, and the adaptation of, existing buildings to create a performance theater art center ( Freight & Salvage ). Preliminary Design Review Modification approved with the following direction for Final Design Review (5-Yes, 0-No, 0-Abstain): Reconfigure the Theatre entrance and adjacent window to be more symmetrical. The planter could be moved down to make more space at the Theatre entrance. Articulate the edge for a softer section detail. It could possibly relate to the windowsill or similar detail already on the building. Windows at the center to the eastern façade should be factory sash, not the storefront glazing where the door was originally approved. Make the service doors consistent with each other and blend into the background as much as possible. Proposed color pallet is too cold, especially compared to the existing colors. Resolve the visibility of the marquee by raising the blade sign above the Stadium Garage lettering CENTER STREET [at Shattuck] (DR# ): Final Design Review Modification of a five-story apartment building with 68 units over ground floor parking.

2 Action Summary for December 20, 2007 Page 2 of 5 Final Design Review Modification received a favorable recommendation to ZAB with the following conditions and recommendations. Committee supported approving the building permit with the condition that the applicant would return to the Committee no later than March 2008 with resolution on the conditions and recommendations below (6-Y, 0-N, 0-abstain): Further articulation required on the east elevation. Applicant to reference design already on north elevation (i.e. cornice lines, recesses, trim, etc.). Provide cap detail for stucco wall at roof deck perimeter. Provide lobby entrance details. Revise trellis detail on roof deck to show 3x wood for large members instead of 2x. Provide window sample. Provide wall wash lighting for Oxford Lane facade at ground level. Art work panels proposed on the Oxford Lane elevation should be deleted in lieu of better finishes in the lobby. Graffiti protection is strongly recommended. 32" proposed height increase appears to be appropriate. Art 'whale' option for east elevation appears to be too simple a solution. This elevation requires more shadow lines, detail, and interest. ZAB issues: Committee recommends that the enclosed space on the roof have use permit condition to only be used for mechanical purposes, not for any occupied space. Applicant should provide sound information for the roof top hvac equipment for ZAB review UNIVERSITY AVE [at Fourth Street] (DR# ): Final Design Review of a mixed-use project consisting of demolition of two existing restaurant buildings, construction of two new buildings containing 171 residential units, 9,982 square feet of street retail use, (including reuse of the historic landmark train station building as a restaurant), and 202 vehicle parking spaces/20+ bicycle parking spaces. Final Design Review was approved with the following conditions and recommendations (5-Y, 1-N, 0-abstain): More fully developed landscape design on green screen and vines to be submitted to Staff for review and approval. Paving colors in stream bed to be more saturated.

3 Action Summary for December 20, 2007 Page 3 of 5 Paving colors are too subtle. Look at building up the color at least in the stream area. There are child-safety concerns with the railing design on the bridge way. After some discussion, majority of Committee agreed that proposed design is OK. Design vines on the green screen carefully, including the planter area and amount of soil. There is some concern that the color on the cafe in the southeast corner is too bright. Consider using more tone or a different color. Vinyl windows are a bad choice for the environment. There is some safety concerns with the tree guards as designed. Check distance from curb to blue-lit benches to make sure that cars will not overhang and hit. Cheek wall detail should have a radius SEVENTH STREET [Between Harrison and Gilman] (DR# ): Final Design Review of a new three story mezzanine building to accommodate a ground level lobby for the auto service business, four service bays and parking to the rear. The second floor includes office space for auto service office space and the third floor mezzanine will be used as rental office space. An improvement to the existing building includes additional rear parking as well as rooftop parking. Final Design Review was approved with the following conditions and recommendations (6-Yes, 0-No, 0-Abstain): Delete steel planter detail at entry court and revise planting plan to show plants with variegated heights. Revise planter detail at roof to accommodate more soil. Irrigation should be provided for all landscaped areas. Lighting for the roof parking area should be downcast and minimize lighting level as much as possible. Canted steel beam design does not appear to relate to other design elements (minority). Detail metalwork carefully, including the flashing at the top. All metalwork should be matte UNIVERSITY AVE [at McGee] (DR# ) Preliminary Design Review Modification of 27,992 square foot mixed-use building with 25 dwelling units and 2,770.5 square feet of ground-floor commercial space, 5 stories with an average height of 50 feet, on a 10,000 square foot lot. A total of 33 car parking spaces are proposed.

4 Action Summary for December 20, 2007 Page 4 of 5 Preliminary Design Review Modification was continued with the following recommendations (6-Y, 0-N, 0-abstain): Building Design: New bay locations are not as successful as original design when looking from further down the street. Storefront design doesn't line up with bays locations above. Applicant should illustrate incremental change in proposed building overhang from original design. Glass block is not recommended in the bedrooms. Use casement type windows at 90 degrees to property line if possible. Provide garage door and metal coping details for review. Articulation: The changes do not have the same warmth and interest as the original design. Windows and Doors: Window proportions on the original design were more successful. Materials: Alucobond material doesn't work well with stucco finish. Landscape Design: There is safety concerns with the planter/bench design on the roof SAN PABLO AVE [at Harrison] (DR# ): Continued Preliminary Design Review of the partial demolition of an existing restaurant building and new façade renovation with a dining room addition. Project also includes parking reduction and landscape upgrade. Preliminary Design Review received a favorable recommendation to ZAB with the following conditions (6-Yes, 0-No, 0-Abstain): Change color of the supports on the big arch and little arch in order to accentuate the arch. Eliminate lighting above metal awnings. Exterior façade lighting, as well as site lighting, to be indicated at Final Design Review (FDR). Change the awning color to the same silver color as the metal roof. The signage size is appropriate, but provide an average sign height at FDR. Provide a detailed landscape plan at FDR. o Keep plants at appropriate heights to ensure good visibility, especially across the island. o The plant pallet is a good start but needs to be fine-tuned. Some proposed plants are non-native and require a lot of water. ZAB Issue: When the business closes, the exterior lights should get turned off ADDISON AVE [at Third] (DR# ): Continued Preliminary Design Review of a four story 99,220 square foot mixed-use building containing 94 residential units, 2 commercial units, and 102 parking spaces.

5 Action Summary for December 20, 2007 Page 5 of 5 Preliminary Design Review received a favorable recommendation to ZAB with the following recommendations (6-Yes, 0-No, 0-Abstain): Consider a simpler design for the lobby entrance doors. Pivot doors are not recommended. Fence running along the train tracks should be more substantial. For Final Design Review (FDR), make sure all drawings and details are consistent. Show lighting at FDR. Up lighting is strongly discouraged UNIVERSITY AVE [at McGee] (DR# ): Preliminary Design Review of new T-Mobile wireless antenna installation. Preliminary Design Review was continued with the following recommendations (6-Yes, 0-No, 0-Abstain): Detail carefully so that there isn t an awkward condition between the existing siding and the new material. New installation should reflect more of the original intent of the building. Look more closely at existing roofline, window pattern, etc. Applicant may check with original architect. V.
