The tenders are to be submitted by the intending bidders in single envelop with two separate sealed and super scribed envelopes as listed below: Envelope No.1: Technical bid and pre qualification requirement, bid data, details specification. 3

Technical and pre qualification requirement bid details specification (envelope No.1) will be opened first and subject to evaluation based on the qualification criteria contained in the individual bid document. Price bids (Envelope No.2) of bidders who are assessed and declared as substantially technically responsive on evaluation of the technical bid will be opened for further commercial evaluation. The Earnest Money Deposit and tender fee will be accepted by Demand Draft on any Nationalized Bank only situated at JUNAGADH, drawn in favor of GUJARAT ENERGY TRANSMISSION CORPORATION LTD.,. Tender without EMD and tender fee shall be rejected. Two separate demand draft for Tender fee and EMD should be submitted with technical bid. Tenders shall have to be down loaded in two parts. (1) Technical and Commercial bid. (2) Price Bid. The two bids shall be submitted in two separate envelopes to be sealed in the one envelope supplied by the Company. The price bid of only those Tenderers will be opened who are considered technically Acceptable. 2. The tenders will have to be down loaded two copies of blank Tender on payment of Tender fees (non refundable) as per Tender Notice. However, additional copies of Tender Specification can also be had on payment as per the Tender Specification. 3. The tenderers shall have to return the Tender duly filled in two separate envelope kept in a printed cover given by the Company without any additions/ alterations & duly signed page by page. The Tenderers are forbidden from furnishing their own printed/ typed commercial and other terms and conditions. 4. All commercial terms and conditions except rates shall be indicated in the technical & commercial bid only. 5. The Tenderers shall specifically note that the Tenders are invited on percentage basis only. 6. The Tenderers shall specifically note that the quantities mentioned in the Tender are likely to vary as per the actual requirement. As such, the successful tenderer shall have to execute the work at the same order rates for the changed quantities, if any, without any extra compensation whatsoever. 7. The Tenderers shall have to submit 10 copies of bidding schedule forming a part of prince bid as called for in the Tender Specifications for distribution at the time of opening to other participant Tenderer s. 8. The tenderers will ensure submission of the Tenders duly filled in before the due date and time. 9. The price bid of those tenderers shall only be opened at the time and date to be informed by E.E.(Const), Junagadh which are found technically acceptable and satisfying the requisite qualification & parameters. 8 GUJARAT ENERGY TRANSMISSION CORPORATION LIMITED TRANSMISSION CIRCLE, JUNAGADH CONSTRUCTION DIVISION OFFICE JUNAGADH TERMS & CONDITIONS FOR ANNUAL CONTRACT OF LOADING, UNLOADING & STACKING OF MATERIALS/EQUIPMENTS AT THE STORE OF CONSTRUCTUION DIVISIONAL JUNAGADH (1.) The Contractor will have to produce experience certificate of minimum five years for carrying out Loading Unloading & Stacking of EHV class equipments such as 400/220/132/66 KV class current transformers, potential transformers, circuit breakers, control relay panels, etc. in Government/ Semi government organization. (2) The contractor should have technically skilled employees who are well conversant with the work of Loading, Unloading & Stacking of materials; also they should identify the equipments etc, and take sufficient care and precaution while handling the equipments. Any damage to equipments/ materials will be recovered from the contractor. The contractor will be solely responsible for the Safety of equipments as well as man power (3) The contractor should have proper infrastructure of tools tackles and man power for carrying out the work of Loading, Unloading & Stacking of materials at Const. Dn Store Keshod. (4) Item rates mentioned in schedule B contractor has to carry out the work as per the actual quantities involved during the period of contract at the same rates. (5) The contractor shall have to complete the job immediately on receipt of intimation from the Engineer in charge in writing or by telephonic message. (6) The contractor has to make his own arrangement for all sizes of required tools & tackles as & when necessary arises. (7) Contractors authorized agent should always be present at the time of Loading, Unloading & Stacking of material at site. (8) Contractors authorized person should be available at GETCO S store at Keshod daily between working hours except holidays positively. (9) The contractor has to provide sufficient man power daily, if he fails to carry out the job at any time within the specified period, the work will be got done at the risk & cost of the contractor & the difference between the amount paid & actual paid to the contractor as per the contract will be adjusted from the pending bills. 8

9 (10) The bill in triplicate shall be forwarded to the concerned field officer & payment will be made by the Divisional officer after the receipt of the certificate from the field officer that the work has been done satisfactorily. (11) The rates shall be quoted without any condition. The rates for all items will be written in ink, both in words & figures in legible hand writing. (12) The Executive Engineer (const.), Junagadh reserves the right to reject any or all the tenders without assigning any reason there of. (13) The contractor will have to pay S. D. 5% of the contract value within 7 days of receipt of the order. (14) As per the item rates mentioned in the schedule- B, the contractor is bound to carry out the work for the period of one year without any price variance. This period will be extended for the period of 3 months or further as may be required by the department. The contractor will be governed by the General conditions of contract of GETCO. Copy of the booklet is available in the office. The contractor will have to enter into agreement with GETCO on stamped paper, the charge of which will be borne by the contractor. (15) GETCO will not take any responsibility or liability as regards Factory Act, Min. Wages Act, Workmen Compensation Act etc, or any other Rules or Regulations that has to be observed by the contractor. Any accidents fatal, nonfatal or injuries to the workers during the execution of transportation, Loading, Unloading etc, of GETCO S materials will be at the risk & cost of the contractor. (16) The contractor shall have to enter into an agreement with GETCO on stamp paper of Rs. 50 /- & Rs.100 /- in prescribed form & the cost of stamp paper will be borne by the contractor. (17) The contractor will have to arrange for Loading, Unloading & collection of materials with stacking from any store centers of GETCO as well as construction Subdivision store, in case of emergency and for that the labors shall be provided only transport facilities i.e. departmental truck and no any extra payments will be made. (18) The payment will be made every month on submitting the R.A. bill through Deputy Engineer (Store) KESHOD (19) The payment will be made by A/C payee cheque against submission of advance stamp receipt. (20) While execution of order instruction of Engineer in charge & store keeper must be strictly followed by the contractor and his labors without any excuse and argument. (21) The contractor has to follow all labor laws / minimum wages act and safety rules and regulations for these seven labors engaged by him. In case of any accident during the 9

10 working hours all claims / complaints are to be settled by the contractor at his cost. GETCO will not take any responsibility in the matter. Safety and security of men, materials and equipments shall be sole responsibility of the contractor. (22) The contractor shall have to provide sufficient man power daily from 9:30 AM to 18:00 PM at Divisional Store Keshod. The contractors are allowed for recess from 13:30 to 14:00 hrs. (23) During execution of work if any person is injured then contractor shall have to pay compensation as per work man compensation Act (VII & 1923) for injury cause to the work man. GETCO shall not bare any expenses in this regards. (24) The contractor should not act any unfair and dishonest practice in the work. (25) The contractor shall have to maintain day to day work register at the Store. Bio data of each labor must be furnished to The Deputy Engineer Store. All responsibility of payment to the labors as per the provision of labor & other government laws shall be complied by the contractor. (26) The contractor shall have to take delivery of materials from railway station or transport company immediately with RR/LR given to avoid demurrage charge. (27) The Tenderer should have P.F. code no. and labor license and shall have to submit the certified copy of the same along with the tender. (28) The Tenderer should have PAN no., service tax no. /Tin no. and shall have to submit the certified copy of the same along with the tender.
