1 HOUSING AUTHORITY OF THE COUNTY OF SAN JOAQUIN INVITATION FOR BID (IFB) NO : GENERAL BUILDING CONTRACTOR, CLASS B MOUNTAIN VIEW REVITALIZATION PILOT PROGRAM, CONWAY HOMES AND SIERRA VISTA HOMES Bid Addendum No. 2 January 30, 2015 The following information is being provided as a supplement to IFB package and Scope of Work: 1. Question: Could I please get the engineers estimate for this project? The Housing Authority doesn t release engineer s estimates while projects are still open for bidding. Bidders are encouraged to submit their best pricing. 2. Question: Can you send me a plan-holders list or pre-bid conference attendee list for this project? There are no plan holder lists as plans may be downloaded for free from HACSJ.com and those downloads are not being tracked. For more information, see the Additional Information item 18 below and Attachment Pre-Bid Meeting Attendees.pdf to this Addendum. 3. Question: Do the over-hangs have soffits or are they open rafter? Sheet 20 (aka Sheet D-2) (Framing Details) clearly shows open rafters at overhangs, although in Detail 6 and Detail 8 the front and rear porches are designed to have ceilings. The right hand porch on Building Type A and the porch on the right hand unit on Building Type G shall have the continuation of the ceilings above the front porches. A trellis structure is identified on the left hand unit of Building Type A. All front porch extensions shall be constructed by the Building Contractor and match material provided by the manufacturer. 4. Question: Who will provide temporary fencing? The Housing Authority shall provide temporary security fencing for the project site. Contractor shall be responsible for construction yards, Page 1 of 5

2 storage containers and construction office trailers (if needed). Location and size shall be determined at pre-construction meeting. 5. Question: Who will provide onsite restrooms/port-a-potties and/or handwashing systems? As there are a very limited number of toilet facilities available at the onsite offices, the Housing Authority shall provide rentable temporary restroom facilities (Port-A-Potties), which will be located within the maintenance yards at both communities. 6. Question: Will Concrete Break Tests be required? Yes, see Geotechnical Report and Addendum to Geotechnical Report. 7. Question: Will the Contractor s Liquidated Damages will be based on a straight 120 day time line (consecutive days)? How will delays outside of Contractor s control be handled (i.e., Acts of God, delays by other contractors, etc.)? Liquidated damages are discussed within Form HUD-5370, Page 12, Section 33. Changes to the Contractor s completion date will be made through written Contract Modifications as defined Form HUD-5370, Page 10, Section 28, and in Section 29 (particularly Paragraph d ). This HUD document was included with the original bid package. 8. Question: Is there an HVAC spec sheet on the condenser enclosure attached to the concrete pads? Section 3.3, 5 th bullet point within the Scope of Work for IFB # (General Building Contractor) identifies that a removable expanded metal protection cage will be installed around the condenser unit and mounted to its concrete pad. Mechanical Plans Sheet M0.0, Note 2 of the Air Conditioning Unit Schedule states, Provide removable expanded metal protective cage per County of San Joaquin Housing Authority requirements. As additional information, see the attached pictures of a sample project performed at one of the Housing Authority s previous projects (Attachment Sample HVAC Cage ). Page 2 of 5

3 9. Question: How will the duct work be connected on the fourplex? Will All American Modular be doing this while stacking units? Yes, All American Modular (AAM) is responsible to connect each section to each other. This includes: o Air Ducts o Water o Sewer o Electrical The Housing Authority shall obtain a HERS Rater to inspect the ducts after AAM has installed each section and connected the duct work. The Building Contractor shall install the AC condenser unit, freon lines and cooling coils. 10. Question: Will a SWPPP S program be required onsite for water runoff, storm drains, and track off, or will the Class A Contractor handle this? The Housing Authority shall independently contract with a SWPPP s management company to provide material, placement, management, and reporting. 11. Question: Is there water available onsite? Water can be taken from a fire hydrant or a vacant unit. Water is owned and metered from HA main community water meter. 12. Question: What is the make and model of the heating units so we can make sure the AC unit is compatible? To find more information on the HVAC systems paperwork says to look into the furnace unit installation detail of the mechanical plans E2.3 but we are unable to find it anywhere. Is there a Spec Sheet available for the HVAC equipment stating size, tons, efficiency, ratings? Skyline Homes has submitted the Nordyne M7RL Series for their portion of the HVAC system (submittal attached to Addendum 02). Per the project s architectural team the product currently meets the 95% AFUE requirement, but does not meet the SEER 15 rating. Skyline has stated that Nordyne is in the process of attaining this rating and expects to achieve it by March. If a rating is not obtained Skyline shall submit another product that meets these requirements (see Attachment Nordyne M7RL Series ). Page 3 of 5

4 Once a submittal has been approved the awarded Building Contractor shall be provided with the approved system for their portion of the submittal process. Until then, the Building Contractor shall include within their costs a condenser/cooling coil system that shall meet the required specifications as set forth within the current Plans and Specifications, and is compatible with the approved system provided by Skyline Homes to be determined. 13. Question: Will the ground-mounted HVAC units require protection (cage, etc.)? Yes Section 3.3, 5 th bullet point within IFB # (General Building Contractor) identifies that a removable expanded metal protection cage be installed around the condenser unit and mounted to its concrete pad. Mechanical Plans Sheet M0.0, Note 2 of the Air Conditioning Unit Schedule states, Provide removable expanded metal protective cage per County of San Joaquin Housing Authority requirements. Pictures provided of a sample project performed at one of the Housing Authority s previous projects requirements (see Attachment Sample HVAC Cage ). 14. Question: We are unable to locate any detail on the flatwork. See the Structural Drawings for flatwork details. At-grade patios use the same cross-section as at-grade sidewalks as shown in the plans and specs. 15. Question: Will the class B general builder be required for any special tests onsite? A HERS Rater shall be obtained by the Housing Authority for the project. See Sections 2.1.1, 2.1.2, 2.1.3, & (Earthwork): o Geotechnical Engineer (Neil O. Anderson and Associates) shall provide a minimum of two site visits. Any additional visits shall be at the contractor s expense. o Geotechnical Engineer shall provide testing and monitoring of compaction operations, and provide reporting and testing procedures to verify compaction requirements are obtained. 5 o Geotechnical Engineer shall provide observations and verification of foundation forms and rebar placement before contractor is allowed to continue with pouring concrete. o Geotechnical Engineer shall provide concrete compression cylinder testing for concrete strength requirements. Permits, and other agencies documentation, testing or monitoring consistent with construction and not identified above shall be the responsibility of the Building Contractor for their portion of the work. Fees associated with these items shall be paid for by the Housing Authority upon request and proof of requirement. 16. Additional Information: For clarification, the radiant barrier shall be installed per current code on top of roof sheathing as is mandatory in Climate Zone 12. Radiant barrier is attached to the plywood roof sheathing and installed with the radiant barrier facing the attic. 17. Additional Information: The prevailing wage lock-in date is 1/27/2015. The Davis-Bacon Wage Determination in effect on that date will be applicable to this project. 18. Additional Information: A list of Contractors who attended the non-mandatory Pre-Bid Conference is attached to this Bid Addendum as document Pre-Bid Meeting Attendees.pdf.
