1 CITY OF BATAVIA DATE: April 13, 2017 TO: FROM: Plan Commission Drew Rackow AICP, Planner SUBJECT: Administrative Design Review for a New Façade, Aldi 451 North Randall Road Peter Thomas, Aldi, Applicant Background Aldi is proposing a significant update to the façade of the Aldi store at 451 North Randall Road. Aldi has occupied this location since The location would be an implementation of a new façade that Aldi has developed for their existing locations. The entry would be enhanced by new architecture and the inclusion of new materials. The project would not change site circulation, site access, parking lot design, or significantly alter the building footprint, other than modifications to the entry. The site is zoned GC, General Commercial and a Retail Grocery is a permitted use. While a project of this scope qualifies for staff-only review/approval through administrative design review (Section B in Zoning Code), staff feels the change is significant enough that it should have Plan Commission approval. The referenced Zoning Code section allows staff to refer ADR to the Commission for review and approval. The administrative design review application material is attached. Summary of Proposed Changes and Staff Analysis The proposed façade update would be an initial implementation of a new branding initiative for Aldi Stores and represents a new prototype for Aldi stores at in-line shopping centers. The new prototype uses contemporary architecture and introduces a mix of materials. The redesign features a taller more prominent entry element. The entry would feature large sections of regular and spandrel glass. The entry area uses a horizontal wood grained fiber cement board to contrast from the remainder of the building. A cart corral would be screened by a cart wall, composed of a complementary colored cement board product. The façade to the north of the entrance feature is composed of a vertical cement board and beige brick. New accent lighting fixtures are also proposed. The lighting does provide uplighting which is discouraged. Staff recommends that these lights be revised to provide down lighting only. No changes are proposed to the north elevation, the site or parking areas. Proposed wall signage would include the Aldi graphic at the center of the entrance and a proposed Message Wall. As presented, this element exceeds the total allowed square footage for the elevation. The lease space is approximately 110 lineal feet, resulting in a maximum allowed square footage of signage at 220 square feet of total signage. The Aldi Sign (120.1 sf) and Fresh/Tomato graphic (approximately 181 sf) exceed this maximum by 81 square feet. The proposed limited area of Fresh below the entrance awing would comply with the Zoning Code. The applicant does not specify the material of this segment of the building. Staff recommends a condition to revise the elevation to comply with the Sign Regulations. Staff believes that he proposed entry is striking and will be an overall improvement to the store. The mix of materials creates visual interest. Staff believes that while the north portion of the façade is simpler, allowing distinction from the remainder of the building, it could be refined to create more visual interest. Staff Recommendation Staff recommends the Commission approve the Administrative Design Review for Aldi with the following conditions: 1. Staff review of a revision to the proposed lighting fixtures to provide down lighting only. 2. Revision of the elevation to comply with the maximum allowed wall signage.
