4 Page 1 OVERVIEW HazMat Doc (HMD) has completed a Historical Research for a Designated Pre-Modernization Asbestos and Lead Survey project for Building A Administration (A1) and Library (A2) Sections at Del Mar High School, located at 1224 Del Mar Avenue, San José, CA This work was performed in response to a request by Mr. Nathan Thome of the Campbell Union High School District (CUHSD), as part of the CUHSD Del Mar HS Buildings A1 Administration and A2 Library Modernization Project. Historical records exist for three (3) previous Surveys for Buildings A1 and A2 on the Del Mar HS campus: The first historical survey is in the Designated Pre-Modernization/Renovation Asbestos and Lead Survey Project Report Del Mar HS Building A (Administration and Library Sections), Building A Modernization Project, dated October 27, 2006, (HazMat Doc Project #06-069). The second historical survey is in the Designated Pre-Modernization/Renovation Asbestos and Lead Survey Project Report Del Mar HS Building A (Library Section Interior and Exterior, and Roofs of the Administration and Library Sections and adjoining Main Covered Walkway section), Building A Library Modernization Project, dated January 31, 2011, (HazMat Doc Project #10-162). During this Survey, the information from the 2006 Survey was verified and modified as necessary to conform to the new Project, and any necessary sampling was performed. The third historical survey is in the Designated Pre-Modernization/Renovation Asbestos and Lead Survey Project Report Del Mar HS Entire Campus ( Permanent Buildings and Structures), 2017 Del Mar HS Re-Paint and Repairs Project, dated August 25, 2014, (HazMat Doc Project #14-117). During this Survey, concerning Buildings A1 and A2, the information from the 2010 Survey for the Exteriors of the Buildings were verified. No additional sampling was required for this Survey. Both of the Historical Modernization Projects were put on hold after the design and development phases. The exteriors of Buildings A1 and A2 were minimally impacted during the 2017 Del Mar HS Site Re-Paint and Repairs Project. Minor repairs had to be made to the fascia and soffits of both Buildings A1 and A2 prior to the re-painting. Small sections of asbestos containing or Lead coated materials were removed at that time, but the majority of the asbestos containing or Lead coated materials remain in place. The purpose of the Historical Survey was to determine if any materials that may be impacted as a part of the modernization, would require controls as specified in Title 8, California Code of Regulations (OSHA), sections 1529 (Asbestos) and (Lead). Due to the extent of the existing historical data for these Buildings, and the fact that there have been no extensive changes to these Buildings, no on-site activities were deemed necessary at this time. Please note, if conditions are discovered during the design and development phases of the current Modernization that are not in keeping with the historical data, additional Site work may be warranted at that time. OBSERVATIONS AND WORK PERFORMED Any historical data for Del Mar HS Buildings A1 Administration and A2 Library, that was available to HazMat Doc, were utilized in the development of the current Scopes of Work, and is included in this Historical Research Project Report. Historical Asbestos Bulk Sampling for Building A A total of twenty-seven (27) suspect bulk asbestos samples were collected during the Asbestos Survey for HMD Project # Samples were collected from various locations within and on the above referenced Building. The samples were appropriately bagged, labeled and prepared for delivery. All samples were transported and delivered under chain of custody to EMSL Analytical, Inc., in San Leandro, CA, for Asbestos Analysis of Bulk Materials via EPA 600/R-93/116 Method using Polarized Light Microscopy (PLM). Original Laboratory results are enclosed for review and inclusion with the District s records for this Site. HazMat Doc Project #

5 Page 2 OBSERVATIONS AND WORK PERFORMED (continued) Historical Asbestos Bulk Sampling for Building A (continued) This Historical Asbestos Survey was limited to and covers only the accessible materials and surfaces in selected areas, as designated by the District that could be impacted as part of the modernization project. However, materials may be present in inaccessible areas and therefore are not included in this Historical Research Report. Historical Asbestos Bulk Sampling for Building A A total of thirty-three (33) suspect bulk asbestos samples were collected during the Asbestos Survey for HMD Project # Samples were collected from various locations within and on the above referenced Building. The samples were appropriately bagged, labeled and prepared for delivery. All samples were transported and delivered under chain of custody to EMSL Analytical, Inc., in San Leandro, CA, for Asbestos Analysis of Bulk Materials via EPA 600/R-93/116 Method using Polarized Light Microscopy (PLM). Original Laboratory results are enclosed for review and inclusion with the District s records for this Site. This Historical Asbestos Survey was limited to and covers only the accessible materials and surfaces in selected areas, as designated by the District that could be impacted as part of the modernization project. However, materials may be present in inaccessible areas and therefore are not included in this Historical Research Report. Historical Asbestos Bulk Sampling Re-Analysis for Building A PLM analysis results are deemed inconclusive if they are less than one percent (<1%) by PLM. During the Asbestos Survey, one (1) sample of the exterior stucco/plaster was requested to be re-analyzed by Asbestos Analysis of Bulk Material via EPA 600/R-93/116 Method using Polarized Light Microscopy (PLM) with Quantitation using the 1,000 Point Count procedure (analytical sensitivity to <0.1%). Analysis by these methods will permit the quantitation of asbestos concentrations down to 0.10%. Original Laboratory results are enclosed for review and inclusion with the District s records for this site. Historical Lead by XRF Testing for Building A Non-invasive/non-destructive readings were collected from suspect materials/surfaces using a NITON X-Ray Fluorescence Spectrometer (XRF) instrument model XLp-300 during the Lead Survey for HMD Project # Paints or coatings found to contain Lead in a concentration equal to or greater than 1.0 micrograms per centimeter squared (mg/cm 2 ) as measured by XRF, are considered Lead-based paints by the Environmental Protection Agency (EPA). Historical Lead Bulk Chip Sampling for Building A Ten (10) confirmatory suspect Lead containing bulk chip samples were collected during the Lead Survey for HMD Project # Confirmatory suspect bulk samples are collected for degraded coatings that are tested by XRF. Samples were collected from various locations within and on the above referenced buildings as required for verification. The samples were appropriately bagged, labeled and prepared for delivery. The samples were transported to EMSL Analytical, Inc., in San Leandro, CA, under chain-of-custody for analysis by EPA SW Lead in Paint. Original Laboratory results are enclosed for review and inclusion with the District s records for this site. The asbestos sample results, Lead sample results, XRF readings, hazardous material observations, and available historical data, were used to create the current Asbestos and Lead Scopes of Work for the proposed modernization project for Buildings A1 Administration and A2 Library. The Scopes include materials that would require controls as specified in Title 8, California Code of Regulations (OSHA), sections 1529 (Asbestos) and (Lead). The Buildings A1 Administration and A2 Library Asbestos and Lead Scopes of Work include only areas and materials to be impacted as designated in directions received from the District. DRAFT copies of the Buildings A1 Administration and A2 Library Asbestos and Lead Scopes of Work are enclosed in Part III of this Report for review. SUMMARY OF RESULTS AND RECOMMENDATIONS HazMat Doc did NOT perform a destructive survey of the property, i.e., our inspector(s) did not tear into walls or destroy other finishes in order to determine what material, if any, might exist in wall cavities, etc. It is however, recommended that an attempt be made to discover potentially concealed material(s) prior to construction activity. Historical Asbestos Bulk Sampling for Building A and 2010 Any friable material having greater than 1% of asbestos fiber content is considered to be a Regulated Asbestos Containing Material (RACM) by EPA. These materials should be handled by a licensed asbestos abatement contractor, prior to any modernization/renovation activity that might disturb these materials. Please note, however, that disturbance or abatement of any asbestos containing material (even less than 1%) should be performed by trained, certified, licensed and protected personnel who perform this work in accordance with applicable Regulations. If any concealed suspect asbestos containing materials are discovered during further investigations prior to demolition/construction activities, they should be tested for asbestos content prior to being disturbed. Historical Asbestos Bulk Sampling Re-Analysis for Building A For samples that were re-analyzed by Asbestos Analysis of Bulk Material via EPA 600/R-93/116 Method using Polarized Light Microscopy (PLM) with Quantitation using the 1,000 Point Count procedure (analytical sensitivity to <0.1%): HazMat Doc Project #

7 Page 4 SUMMARY OF RESULTS AND RECOMMENDATIONS (continued) Historical Asbestos Bulk Sampling Re-Analysis for Building A 2010 (continued) 1. if sample analysis of friable materials indicate asbestos concentrations greater than one percent (>1%), the material is considered to be a Regulated Asbestos Containing Material (RACM) by EPA and the above removal procedures should still be followed, as well as the appropriate associated disposal for that material; or 2. if sample analysis of non-friable materials indicate asbestos concentrations greater than one percent (>1%), the disturbance or abatement of any asbestos containing material should still be performed by trained, certified, licensed and protected personnel who perform this work in accordance with applicable Regulations, as well as the appropriate associated disposal for that material; or 3. if sample analysis indicate any type of asbestos concentrations at or above one-tenth of one percent (=0.10% or >0.10%) but still less than or equal to one percent (<1% or =1%), the disturbance or abatement of any asbestos containing material should still be performed by trained, certified, licensed and protected personnel who perform this work in accordance with applicable Regulations, as well as the appropriate associated disposal for that material; or 4. if sample analysis indicate any type of asbestos concentrations as less than one-tenth of one percent (<0.10%), the disturbance or abatement of any asbestos containing material should still be performed by trained, certified, licensed and protected personnel who perform this work in accordance with applicable Regulations, but these items may be disposed of as general construction debris in California. The one (1) exterior stucco/plaster sample re-analyzed indicated asbestos concentration of two-tenths of one percent (0.20%); these materials may be removed and disposed of under condition number 3 above. Historical Lead by XRF Testing for Building A Twelve (12) of the readings collected from suspect materials/surfaces by XRF, during the Lead Survey for HMD Project #06-069, indicated the presence of Lead in excess of 1.00 milligrams per square centimeter (1.00 mg/cm 2 ). Paints or coatings found to contain Lead in a concentration equal to or greater than 1.0 mg/cm 2, as measured by XRF, are considered Lead-based paints by the EPA. These materials should be handled by a licensed Lead removal contractor, prior to any modernization/renovation activity that might disturb these materials. However, it is important to note that there is Lead present in those surfaces with readings reported as negative (i.e. below 1.00 mg/cm 2 but above 0.00 mg/cm 2 ). The Occupational Safety and Health Administration (OSHA) states that the disturbance of any Lead containing/coated material(s), regardless of the concentration of Lead, is considered a potential hazard. Any trades that might impact these surfaces must be made aware of the presence of Lead. These materials should be handled by appropriately trained and protected personnel who perform this work in accordance with applicable Regulations. Historical Lead by XRF Testing for Building A Seven (7) of the readings collected from suspect materials/surfaces by XRF, during the Lead Survey for HMD Project #10-162, indicated the presence of Lead in excess of 1.00 milligrams per square centimeter (1.00 mg/cm 2 ). Paints or coatings found to contain Lead in a concentration equal to or greater than 1.0 mg/cm 2, as measured by XRF, are considered Lead-based paints by the EPA. These materials should be handled by a licensed Lead removal contractor, prior to any modernization/renovation activity that might disturb these materials. 44 APPENDIX A SCOPE OF WORK SHEET NOTES FOR THE ABATEMENT SCOPE OF WORK The following notes will apply in their entirety, without exclusions or exemptions, to the entire Scope of Work for this Project unless otherwise instructed to in writing: 1. These Buildings are slated for renovation and/or reconfiguration. Coordinate work activities with HPM, Construction Manager and other trades as applicable. Prior to the commencement of abatement or removal activities, it is the Contractors responsibility to reconcile all the abatement/removal scope of work materials and locations listed herein with the intent of the Project Construction Manager and/or the Owners Representative. 2. Contractors shall bid all quantities listed herein. Any and all additions and/or deductions shall be based on the Abatement Unit Prices (Appendix B) attached hereto. 3. The Contractor shall be responsible for independently verifying ALL quantities enumerated. 4. The Contractor shall be responsible for the abatement/removal of ALL LISTED MATERIALS - IN ALL LOCATIONS as indicated in these documents. 5. The Contractor shall be responsible for the quantification of all materials actually removed from ALL LOCATIONS. 6. Any and all items that are left in/on the Building(s) that may be affected by of this Scope of Work are to be protected in place unless otherwise directed (in writing) by the Owner or the Owners designee. 7. These Scopes of Work are created on the basis of the Architectural Drawings and/or the information received from the Owner/the Owners representative. It is restricted to those materials surfaces and quantities that are designated to be impacted during the modernization. This is not a complete inventory of all known or suspect hazardous materials in these areas, nor should it be construed to be a comprehensive hazardous materials report for these work areas. Asbestos Abatement Scope of Work Notes: a) All items enumerated are to be removed in accordance with Section of the attached Specifications and in full compliance with current Local, State and Federal regulations. In the event of a conflict between the regulations and the specifications the most stringent shall apply. b) Multiple Containment(s) could be required in the same locations in order to coordinate activities with other trades. The Asbestos Removal Contractor s Base Bid shall include two (2) additional mobilizations (in addition to the initial mobilization) and containment costs per Building for Asbestos related work. c) For the removal of Asbestos Containing Materials by Mechanical Means and use of Regulated Solvents (i) If ANY Asbestos Containing Materials are removed by Mechanical Means (1a) BAAQMD Notification and Friable Material Removal Preparations will be required, and (1b) The waste products must be disposed of as Hazardous Waste. (ii) If Mastics/Adhesives are removed with Regulated Solvents The waste products must be disposed of in accordance with prevailing regulations and the MSDS for that Solvent. d) All Asbestos Containing Material Finishes are to be removed as directed in their entirety to the framing/substrate, including any insulation materials encountered. Framing/Substrate is to be cleaned of any residues, nails, etc, and remain intact. e) For the removal of Asbestos Containing Roofing Materials (ACRM) or roof related materials/sealants etc., all materials are to be removed in their entirety to the roof deck/wall. Roof deck/wall is to be cleaned of any residues, nails, etc, and remain intact. For penetrations/patches/edges, an additional 1 of roofing material around each roof penetration/patch/edge is to be removed (all layers to roof deck) to ensure the complete removal of the roofing sealant(s).
