Pinn at 6:02 P.M. 2) APPROVAL OF MINUTES: MOTION TO APPROVE THE MAY 19, 2017 MINUTES BY T. ALVES, 2 ND BY D. STILWELL. THERE WAS NO DISCUSSION. HAMILTON STREET CERTIFICATE OF APPROPRIATENESS FOR NEW AWNINGS ENTIRE BUILDING AND WALL SIGNAGE (TO THE NINES ON 9 TH ) The applicant, Janine Wheeler, is requesting a certificate of appropriateness to install eight (8) new awnings for the entire multi-tenant building at E. 9 th Street. In addition the applicant is also seeking approval of signage for a new business (To the Nines on 9 th ) to include a wall sign and window sign. The awnings are proposed to be a two-tone color scheme consisting of dark green/burgundy. The color scheme may differ depending on the materials used. The applicant asked the Commission for approval of a variation to a shorter awning over the doorway on the east elevation. The Commission agreed and stated that the result would be a better aesthetic H&A Meeting

3 The proposed awnings (with a projection depth of 2 6 ) deviate from the 3 foot depth requirement. The applicant sought relief from this requirement and attested that the desired effect was a 45 degree angle per city code. This would still be achieved with the 2 6 projection depth and not diminish the architectural appeal of single story building. The Commission supported the request. The applicant will also be performing masonry repair work to include tuck pointing and re-painting the brick and mortar of the building to match the existing color. The Commission asked the applicant to remove the old material carefully without the use of saws and to not interfere with the integrity of the face of the brick. This could open up the surface to moisture and potentially spall. The applicant was present to respond to questions and comments. The Commission supported all requests. MOTION TO APPROVE NEW AWNINGS FOR THE ENTIRE BUILDING AND WALL SIGNAGE (TO THE NINES ON 9 TH ), BY T. ALVES, 2 ND BY DALE STILLWELL VOTE INDICATED ALL IN FAVOR. MOTION CARRIED 6/0. Case No H005/730 S. STATE STREET, STRICTLY NEON, INC ON BEHALF OF AMISH PATEL DUNKIN DONUTS CERTIFICATE OF APPROPRIATENESS FOR WALL SIGNAGE, DIRECTIONAL SIGNAGE, AND MENU BOARD. The applicant Strickly Neon, Inc. on behalf of Amish Patel (Dunkin Donuts) is requesting a certificate of appropriateness to install a new wall sign, directional signs, and a drive thru menu board at 730 S. State Street for a new multi-tenant building. The wall sign is externally illuminated with gooseneck lighting to match all outdoor lighting fixtures on the façade. The wall sign (approximately 24 sf in area) consists of Dunkin Donuts lettering with logo in pink and orange Dunkin brand colors. The background is foam painted night shade brown with routed wood grain. Logo and letters are painted with vinyl on the sign face. A site plan calls for four (4) double-sided directional signs that are ground-mounted and 58 inches in height. The signs consist of vinyl material and are internally illuminated. The color scheme of the directional signs matches all other proposed signage with pink, orange, and dark brown to include the Dunkin brand logo. There is one (1) internally illuminated freestanding menu board. The proposed sign meets the 7 feet height requirement, however exceeds the maximum size requirement of 30 square feet. There are two options to move forward, either reduce the sign area to meet City s code or request relief before the International Code Council Board of Appeals. Neither the applicant nor the property owner were present to answer questions. The Commission reviewed the request and provided comments to be addressed prior to the next meeting with input regarding the directional signs and menu board to include use of logo, quantity of signs, illumination, size, and color scheme. Staff agreed to send comments to the applicant. This item was continued to the July 20 th agenda H&A Meeting

State Street Lockport, Illinois phone fax Heritage and Architecture Memorandum Case #2016-H010 TO: FROM: Heritage and Architecture Commission Mike Ferencak, City Planner Pam Hirth, Community and Economic Development Director DATE: August 10, 2016 SUBJECT: COA for building elevations and building signage at 730 S. State Street I. SUMMARY/REQUEST The applicant, Amish Patel, franchisee for Dunkin Donuts, is requesting a certificate of appropriateness for building elevations and building signage for a proposed new 4,400 square foot building. The building would include space for a Dunkin Donuts (1,900 square feet) and two other tenants (2,500 square feet). The building and off-street parking would be located on the site of the former Pete s Hot Dog property. The three existing buildings (commercial building, singlefamily dwelling, and detached garage) would be demolished and the parking lot improved. Plans include the following: 1. 6 5) Parcel Size: 29,200 square feet III. RELEVANT PLANS A. Historic Preservation Plan: This property is located at the northernmost edge of the Historic District (the Historic District ends at 7 th Street), in what the Plan identifies as a Secondary Zone. The Secondary Zone is described as the periphery of the historic district which has lesser architectural character than the Primary Zone (The Primary Zone is the core of the District located along State Street between 8 th Street and 11 th Street). The Secondary Zone serves as a buffer zone for the more intact historic character located in the Primary Zone. The Secondary Zone provides some measure of control over future development directly adjacent to the Primary Zone because development in this area could have a negative impact on the character of the Primary Zone. There are no building specific recommendations for this property. The Historic Preservation Plan only provides building specific recommendations for property located in the Primary Zone. The Plan recommends that signs complement the architecture of the building. Flat signs should not be mounted above 15 feet from the sidewalk. If the sign will have threedimensional lettering it should not project more than eight inches beyond the face of the building. Sign colors should complement and highlight the building material color. Signs should use no more than three colors. Serif lettering is encouraged. B Downtown Master Plan: The Plan does not have a recommendation specific to this building. IV. RELEVANT SECTIONS OF LOCKPORT MUNICIPAL CODE Review by this Commission is required because per (A), Permits for construction, removal, significant alteration or demolition within the Historic Preservation District shall not be issued by the Building Department without having first obtained a certificate of appropriateness from the Heritage and Architecture Commission. V. REQUEST INFORMATION Building Elevations Staff has been working with the applicant for several months and the building being presented this evening has been designed to be complementary to the bank building on the other side of 8 th Street as well as capture some of the architectural elements of the historic buildings along State Street. 7 The proposed building elevation plan shows a brown-colored cast brick for most of the four elevations with a gray-colored burnished block up to about four feet above the ground for the south, west, and a portion of the north elevations. The applicant will bring a material board to the meeting. The building is one-story, but includes a faux second floor with windows. Building height is 23 feet 8 inches, except the higher portions reach 25 feet. Trim materials (all trim is a cream color) include wood accents around a door to one of the future tenant spaces and three EIFS accent bands / cornice across the south, west, and a portion of the north elevation. The remainder of the north elevation has one EIFS cornice and the east elevation has an EIFS cornice and an EIFS accent band. A cream-colored metal coping is at the top of all elevations. Windows and doors are framed in a bronze anodized aluminum. Fabric awnings and building-mounted lights are shown in a deep brown color. Signage Building signage would be externally illuminated. Three building signs are proposed. Two are for future tenants and would need to be reviewed at a later date. The third is for Dunkin Donuts and is primarily orange and pink on a white background. This sign also includes the Dunkin Donuts coffee cup logo. The Dunkin Donuts sign would be acrylic and measure 8 feet 6 ½ inches by 3 feet 2 ½ inches for a total square feet. The sign plan is attached for the purposes of showing size and colors of the sign only. A freestanding sign is proposed for the site, but plans are not available at this time. These will need to be reviewed at a later date. Site Plan Staff requested a Site Plan so that the Commission can have an understanding of the general location of the building. State Street I. REQUEST Terry Germany, on behalf of First Midwest Bank located at 800 S. State Street is requesting a Certificate of Appropriateness to replace the west-side entry door like for like. The proposed west-side door will match the east-side door (refer to attached photo). II. GENERAL INFORMATION A. Petitioner: Terry Germany B. Location: Southeast corner of State Street and 8 th C. PIN Number: and III. REQUEST INFORMATION The proposed door will have aluminum framing, aluminum finish, and is to be Wide Stile with 10 Bottom Rail (Two Equal Sidelites with Lower Panels).
