1 Request for Proposals for Professional Services For Design of Barrier Fence at Arlington Desalter Western Municipal Water District The Western Municipal Water District (Western) requests qualified firms to submit a proposal and qualifications for providing professional services for the above-referenced project. To be considered, five print copies of the proposal package must be addressed to the attention of Brenda Meyer and be received at Western Municipal Water District s offices (14205 Meridian Parkway, Riverside, CA 92518) by 3 PM on September 15, The proposal package shall be clearly marked PROPOSAL FOR ARLINGTON DESALTER FENCE DO NOT OPEN. All proposals will be held in confidence prior to the opening date. The primary evaluation criteria used by Western will be: Criterion Weight Project design concept 40% Staff qualifications and relevant experience 15% Local business preference 5% Fee 40% Project Background Western owns a desalination/water treatment facility located at Sterling Avenue, Riverside, California The treatment plant is immediately south of the 91 Freeway. Western is seeking a qualified consultant to design a barrier fence/wall along the northern boundary of the Arlington Desalter. Specifications for bidding of the project as well as a survey of the proposed fence alignment are also included in this project. The project location is shown in Figure 1. Proposed Project Scope A fence/barrier is required along the northern property line of the Arlington Desalter. The intent of the fence is to function as a barrier to trespassers with the central section providing an armored section to mitigate against facility damage from vehicles. Boundary Survey The Consultant will conduct a field survey to locate the property line and field topography of the Arlington Desalter at the 91 Freeway. The survey shall be of the northern boundary along the 91 freeway only. A base map shall be prepared for design purposes.

2 Fence Design Western envisions a tubular steel fence in the western and eastern sections of the proposed alignment and a concrete masonry unit (CMU) wall in the central section (see Figure 1). The tubular steel fence section shall use CMU pillars to divide fencing sections. The CMU wall section shall be constructed with a base consistent with a Caltrans barrier such as barrier type 736S (see Attachment A). The CMU shall match in all fence sections. Fences should be 6 feet in height with a trespassing deterrent at the top of the fence/barrier. Geotechnical services required for fence design shall be included in the task costs. The outlined concept shall be considered for the fence design. Alternative concepts may be considered. However, the proposal must include costing for the stated concept. A chain link fencing alternative will not be acceptable. The finalized concept shall be presented to Western prior to the start of any design services. The design shall be submitted for Western s review at the following stages: 50% design, 95% design, and 100% design. The design shall be prepared in accordance with design specifications available on the Western Municipal Water District Web site at under the Departments/Engineering tab. The design shall be prepared and submitted such that the separate fence/barrier sections can be constructed and bid separately (i.e. tubular steel sections independently from the CMU wall section). Utility research shall be conducted to ensure the designed fence will not impact existing utilities. An engineer s estimate of the construction costs shall be included in the 95% and 100% design submittal. The estimate shall prepare separate engineer s estimates of the tubular steel fence and CMU wall sections assuming that the construction will not be performed concurrently. Technical Specifications for Bidding Technical specifications and bid documents shall be prepared in conformance with Western s standards (available upon request). The specifications shall be submitted such that the separate sections can be bid independently. A draft specification shall be submitted for Western s review prior to finalization. Bidding Support The consultant shall coordinate the reproduction of plans and specifications, distribute plans to trade papers and potential bidders, respond to Bidders questions, coordinate and attend a prebid meeting, prepare the agenda to the plans and specifications and transmit to bidders for each bid package, attend the bid opening, review bids, prepare the final bid evaluation incorporating evaluations by Western, and prepare a recommendation for award letter. Western will pay for legal advertising and bid process reproduction services directly. The consultant must arrange to delivery of the documents to Western reproduction services company.

3 Design Support During Construction The consultant shall provide engineering support during construction. This support shall consist of review of documents submitted by the Contractor for conformance with specifications and interpretation of contract documents such as review of submittals and response to RFIs. The Consultant will assist Western in the review of Contractor claims for extra work and make recommendations. The Consultant will draft as-built changes to Western s mylars and prepare pdf files of the asbuilt plans. The Consultant will attend one preconstruction meeting and progress meetings as requested by Western. This work shall be performed on a time and materials basis. For the purposes of this proposal, the Consultant shall assume the design engineer will provide 80 hours of support during construction. Staff Meetings The Consultant shall be available for a "kick off" meeting and to meet with one or more of Western staff when given advance notice. The cost estimate shall include the "kick off" meetings and two (2) additional meetings. Deliverables Costs for deliverables shall be included in the costs for the appropriate task. The consultant shall provide 3 copies of the 50% and 90% designs and draft specifications. Electronic (pdf) files of the final design shall be provided. Electronic copies of the draft specifications in original electronic editable format shall be provided. Final specifications shall be provided in hard copy and electronic format, with electronic deliverable in original electronic editable format and pdf. Final designs shall be imprinted on ANSI D size 24" x 36" mylar (4 mil double matted) sheets with Western s standard title blocks. Western s engineering department will provide a copy of the cover sheet format in AutoCAD. Project Budget The consultant shall prepare a cost estimate based upon the services requested in this RFP. The services shall be bid on a time and materials, not to exceed cost basis. Costs will be assessed based on the estimated costs in the attached cost form (Attachment A). The consultant shall provide costs summarized on Attachment A with an attached breakdown of labor hours and other itemized costs for each task. A rate sheet shall also accompany the proposal. Task Timetable The proposal shall contain a project schedule with the time required to complete each task. Proposal Format

4 The proposal shall include: o The Proposer s project approach; o A cost estimate for the proposed fence; o Relevant project and staff experience; o A project budget by task on cost proposal form (Attachment A) with a separate attached breakdown of each task cost listing personnel hours with hourly rate and other itemized costs; and o Page limit of 10 pages excluding cover letter, dividers, resumes, task timetable, appendices, and cost proposal. Proposal Review and Evaluation Western may seek written clarification from any or all proposers in order to better understand and evaluate the proposal. This process may not be used as an opportunity to submit missing documentation or to make substantive revisions to the original proposal. Final award shall be contingent upon selected Consultant (Contractor) accepting Terms and Conditions in substantial conformity to the terms listed in Attachment B of this RFP. Finalists (proposals determined to have scored in the competitive range) may be invited to present oral presentations for the purpose of introducing key members of the project team, and allowing Western to fully understand the Proposer s ability to meet the project needs. Oral presentations will not be scored separately. Instead Western may modify proposal scores and resulting rankings based on the oral presentation.

5 ATTACHMENT A WMWD COST PROPOSAL FORM Due Date and Time for Proposal Submittal: September 15, 2011 at 3:00 p.m. Any omissions, additions, substitutions, conditions or alternates in the proposal will be considered irregularities and may be cause for rejection, no matter how insignificant or immaterial such irregularity may be. Proposals must be completed in ink, indelible pencil or by typewriter. Each erasures or strike-outs must be initialed by the Consultant. The undersigned does hereby propose to provide services in accordance with all provisions of the Request for Proposals including, but not limited, to the Scope of Work, Exhibits, and references for the following price. The Consultant shall provide bids for all of the tasks presented below; Western shall consider not awarding any specific tasks.
