2 The following addenda material is hereby made a part of this Contract and shall be indicated on the Bid Form and in Specification Section Receipt of Addenda. The Bidder shall note the following changes, information and/or instructions in connection with the contract work and submit bids governed accordingly. PRE-BID MEETING MINUTES The pre-bid meeting minutes are attached to this addendum as Appendix A. The meeting minutes include a list of the attendees. No.2, REPLACE portion of plan Sheet 9 with drawing below. ATS to be relocated and changed to ASCO Series Sheet 15 of 38, Electrical/Site Plan P.S. No.3, REPLACE portion of plan Sheet 15 with drawing below. ATS to be relocated and changed to ASCO Series 300. The same change will be implemented on Sheets 7 and 37. 5 QUESTIONS RECEIVED AFTER PRE-BID MEETING 1. QUESTION: What are the locations of the connection points for the bypass pumping setup? ANSWER: Refer to plan Sheets 7 and 9 for approximate connection locations for bypass pumping. Coordinate required connection types and locations with ACSA prior to installation of bypass equipment. 2. QUESTION: What are the sizes and stub up locations for the generator and transfer switch? 3. ANSWER: The sizes of conduits are shown on details 1/E6-01, 2/E6-01 and 3/E6. Stub up locations shall be coordinated with generator and transfer switch shop drawings. 4. QUESTION: Will permit fees be waived? ANSWER: No. Refer to Specification Section 01106, page regarding anticipated permit information. Refer to the building permit fee schedule located on Albemarle County s website, under Community Development Department and Building Permits and Inspections for the anticipated electrical permit fee. 6 5. QUESTION: Will the award date be 30 or 60 days from bid opening? ANSWER: The project is anticipated to be presented at the July 19 Board of Directors meeting for the ACSA. Notice of Award is anticipated to be issued soon after the July 19 Board meeting. 6. QUESTION: On Sheet S1-01 you show a PRV installation and on Sheet G0-02 general construction notes #10. Are there drawings showing the locations of these PRV's? Is there a spec section on the make, model, size or limits of the PRV's? Will there be any PRV's in the road right-of-way?(asphalt replacement?) ANSWER: As noted in general construction note #10 on Sheet G0-02, the individual PRV installations, if required and authorized by the ACSA, are anticipated to occur at existing services along Summit Ridge Trail, west of Lego Drive. The following image shows the general location of the individual PRV installations, if required, relative to the pump station locations. PUMP STATION 3 LOCATION GENERAL LOCATION OF INDIVIDUAL PRV INSTALLATIONS PUMP STATION 2 LOCATION Refer to Specification Section 15060, page , paragraph 2.04, subparagraph B.3 for PRV model information. 7 7. QUESTION: What is the weight of the generators and can they both be shipped to the sites on the same day? ANSWER: The approximate weights of the generators are 2,500 pounds (pump station 3) and 2,800 pounds (pump station 2). The generator weights must be confirmed with the manufacturer to select proper equipment for offloading and setting the generators. The contractor is required to coordinate the generator deliveries with the ACSA and equipment supplier. Reasonable effort will be made to facilitate delivery of both generators on the same day. 8. QUESTION: There is a section in the spec's (16670) on Lightning Protection, but none is shown on the drawings. If it is required, to what extent? Please clarify. ANSWER: Yes, Lightning Protection is required. Contractor shall hire a Lightning Protection specialist sub-contractor to perform risk analysis and installation shall be made by regularly engaged and experienced contractor in the installation of lightning protection systems. Installation shall be made by fully licensed technicians. Contractor shall be totally responsible for obtaining Master UL Label. 9. QUESTION: Is there a permit schedule? (building permit $ amount) ANSWER: Refer to Specification Section 01106, page regarding anticipated permits for the project. Refer to the building permit fee schedule located on Albemarle County s website, under Community Development Department and Building Permits and Inspections for the anticipated electrical permit fee. 10. QUESTION: Drawing E6-01 details 1 thru 3 call out sand backfill and only show 2 power conduits per feeder. Drawing E5-01 call concrete encasement and show 3 conduits per feeder for the ATS to generator. Please advise which drawing is correct. ANSWER: Provide 2 direct buried power conduits per feeder. 11. QUESTION: Drawing E5-01 general note calls out RGS conduit for all wiring, but the specifications call out Coated RGS for outdoor and underground not embedded in concrete. Please advise what we should adhere to. ANSWER: RGS conduit shall use for all wiring in pump stations above ground. Underground installation not embedded in concrete shall use schedule 80 PVC conduit. 12. QUESTION: Will the utility feed for both stations by the utility company be over head or underground? 9 MEMORANDUM of MEETING Date: 6/19/2018 Date of Meeting: 6/13/2018 Work Order Number: Time of Meeting: 2:00 PM Meeting Location: Albemarle County Service Authority Meeting Description: Pre-Bid Meeting CC: File Contract Number: Project: Ashcroft Pump Stations 2 & 3 Capacity Improvements Project Participants: See attached sign-in sheet. Items Discussed: 1) Project Description WRA provided an overview of the project, summarized as follows: The project consists of the replacement of the existing pump units, equipment and appurtenances to provide additional pumping capacity at the Ashcroft Pump Station No. 2 and 3. The work generally consists of furnishing and installing replacement pump units, VFDs and related equipment and appurtenances internal to the pump station buildings at each site. In addition, exterior improvements at each site such as concrete pads for the installation of generators and harmonic filters, cabinets and electrical conduits are to be provided. A 900 MHz radio system will also be installed for the Ashcroft water system facilities. A bypass pumping system will be needed at each pump station. Coordination with Dominion Virginia Power for electrical upgrades at each location will also be required. 2) Bidding Requirements 1. All questions received during the pre-bid meeting and before COB on June 19, 2018, are noted in Addendum 1. b. Addendum 2, if needed, will be issued prior to COB on June 21. 3) Project Specifics 1. Contract Duration a. 180 consecutive calendar days from the date of the Notice to Proceed to reach substantial completion. b. 210 consecutive calendar days from the date of the Notice to Proceed to reach final completion. 2. Equipment Pre-Purchase by ACSA. The generators and ATS s will be pre-purchased by the ACSA. 3. Bypass Pumping, Construction Sequencing, Startup Sections and WRA advised the meeting attendees to review the requirements in these sections while preparing bids. 4. Permits a. Electrical permits will be required and must be acquired through the County s Department of Community Development. 5. Schedule - Bids due June 27, 2018 prior to 2 PM - Project Anticipated to go to ACSA Board Meeting July 10, 2018 Following the pre-bid meeting, a visit to the three Ashcroft pump stations and the Upper Tank was coordinated by the ACSA. The above is a memorandum of understanding between the parties regarding the topics discussed and the decisions reached. Any participants desiring to add to, or otherwise amend the minutes, are requested to put their comments in writing to the writer within seven (7) days; otherwise, the minutes will stand as written.
