18 18 Other Stakeholder-Related Changes Major potential stakeholder related changes under consideration: Funding for Not-In-Contract (NIC) office furniture items not funded by the State ($4.5 M) Ceremonial Courtroom ($3.2 - $5 M)

19 19 Furnishing the New Courthouse F.S : Effective July 1, 2005 limited to the appropriate and customary for courtrooms, hearing rooms, jury facilities and other public areas in courthouse Funding for office furniture for primary stakeholders (Judiciary, Clerk of Courts, State Attorney and Court Administration) is a State responsibility. Stakeholders unsuccessful in obtaining State funding for NIC office furniture. County is already funding approx. $4 M for (systems furniture, public area furnishings, courtroom furnishings and other power and IT wired furniture) provided In Contract as part of Construction.

20 20 Stakeholder Furniture: Options for furniture: Move in with existing furniture, or County Fund new office furniture purchase. $4.5 M is required to fund Not In Contract stakeholder office furniture. Situation may be same for upcoming Mid-Rise renovation project at $1.6 million. Decision is needed by October to avoid delaying move.

21 21 Ceremonial Courtroom Stakeholders have requested a large courtroom for complex or media-intensive trials. Suggested location is on the new tower s 17 th floor in shelled space reserved for future growth. Options include: Build-out the entire 17 th Floor (approx. $5 M), Partial build-out of only those elements needed for the ceremonial courtroom (approx. $3.2 M), or Retain the 17 th Floor in unfinished condition for future growth.

22 22 Ceremonial Courtroom Funding The Chief Judge has requested consideration for funding 50% of the cost of the Ceremonial Courtroom if private funding could be made available for the other 50%. Estimates of $3.2 M for a partial build-out and $5 M for the full build-out of the 17 th Floor are time sensitive and subject to cost escalation in changing construction market. Decisions needed: Go/No Go Decision? Timing for implementation? Should detailed design be started now? Fold into current construction activities?

Develop and implement detailed security and operational planning. Demolition Planning & Implementation Finalize East Wing operational planning. Implement safety and awareness programs for staff and the public. Revisit the viability of 6th Street during demolition.

27 27 1,000 Car Garage Implementation Plan for Conversion to Public Use Estimated capital cost for conversion is approx. $575,000. Funding available from remaining project balance. Staff intends to provide the required infrastructure. Design underway through Stiles Corporation and PGAL. Construction delivery method pending.

30 30 Site Map 500-Car Garage & Plaza Originally bid as Alternate No. 7 in Alternate was not awarded as bids exceeded County estimates. Market conditions have changed since 2011 pricing is now uncertain. Original drawings require updates for building code revisions, conditions revealed during tower construction and public art integration.

31 31 Staff Proposal for 500-Car Garage Construction Award 500-Secure Garage to James A. Cummings with the following conditions: Award price of $14.9 Million per Cumming s original bid for Alternate No. 7. Cummings will participate in pre-construction analysis & document for building code public art project integration, and issues discovered during Tower construction. Cummings will bid all subcontracts under County s guidance to reconcile current market conditions with bid opening prices in Staff will present any cost changes resulting from subcontractor bidding to the Board of County Commissioners for go/no go decision.

34 34 Background On February 28, 2006 the Board raised rates to their current value in an effort to conserve parking due to shortages in the East Garage Rates consistent with other comparable covered parking at the time (110 Tower). In Autumn of 2012 the 400 car secured garage was torn down to make room for the new courthouse tower. 90 parkers moved to secure lot north of Main Jail Remaining parkers moved into the East Garage Leased back 164 spaces from New River Associates Leased 90 spaces from DCM Group west of Andrews Avenue

35 35 Judicial Center East Garage Current count of 2140 parking spaces Priority Given to Employees, Jurors, and Witnesses 1358 Employee access cards assigned, averaging 1,000 parking per day (additional 130 from leased space to Midrise) Jury call, Grand Jury and returning jurors peaks range between 358 and 460 Witnesses average 204 per day. New River Associates leases 243 Spaces Restriping will reduce spaces by approximately 75 spaces to eliminate full size cars from parking in two compact spots A potential of 28 spaces remaining at peak parking times Total Spaces 2,140 Employee -1,130 Jurors -460 Witnesses -204 New River -243 Restriping -75 Remaining 28

38 38 Parking Rate Recommendations: Assuming jury calls and returning jurors remain constant, no significant change in court proceedings Staff Proposes: $15 flat rate between 7am and 11am Conserve spaces for Jurors and Witness during peak time $5 flat rate from 11am to 7 pm Both rates are without re-entry Re-evaluate rates after opening of 500 car secured garage; or an increase in jury pool

39 39 Comparisons Miami - Dade Parking policies generally the same with free parking for jurors, witnesses, and some paid employee parking Covered parking Rates are $3 per ½ hour, $14 max at five garages and $9 flat rate at one garage. Palm Beach Parking policies generally the same with free parking for jurors and witnesses Covered parking and connected like our parking Rates are $0.75 per ½ hour and at the City of West Palm Beach $1 for the first 2 hours and $1 each additional hour
