1 REQUEST FOR GENERAL CONTRACTOR QUALIFICIATIONS PROJECT # Baker Heights 3.6 Acre Re-development August 30, 2017 The Everett Housing Legacy, LLLP ( Owner ) and the Everett Housing Authority as the Managing Member of the LLLP, invites General Contractors, licensed and bonded in Washington State and licensed in the City of Everett to submit their qualifications to re-develop an existing 3.6-acre site that is currently developed with 48 low income housing units. The scope of work will include the demolition of the existing housing units and the re-configuration of the site to construct approximately affordable apartment units within a midrise building and a possible adjacent two story townhouse addition and surrounding site elements within the property. The Owner is using the guideline of RCW Alternative Public Works Contracting Procedures for this process. Please familiarize yourself with this RCW, some items of note are referenced below (4) A public body shall establish a committee to evaluate the proposals. After the committee has selected the most qualified finalists, at the time specified by the public body, these finalists shall submit final proposals, including sealed bids for the percent fee on the estimated maximum allowable construction cost and the fixed amount for the general conditions work specified in the request for proposal. The public body shall establish a time and place for the opening of sealed bids for the percent fee on the estimated maximum allowable construction cost and the fixed amount for the general conditions work specified in the request for proposal. At the time and place named, these bids must be publicly opened and read and the public body shall make all previous scoring available to the public. The public body shall select the firm submitting the highest scored final proposal using the evaluation factors and the relative weight of factors published in the public solicitation of proposals. A public body shall not evaluate or disqualify a proposal based on the terms of a collective bargaining agreement (5) The public body shall notify all finalists of the selection decision and make a selection summary of the final proposals available for all proposers within two business days of such notification. If the public body receives a timely written protest from a proposer, the public body may not execute a contract until two business days after the final protest decision is transmitted to the protestor. The protestor must submit its protest in accordance with the published protest procedures (6) Public bodies may contract with the selected firm to provide services during the design phases for life cycle costs, design considerations, value engineering, scheduling, costs estimating, constructability, alternative construction options for cost savings, and sequencing of work, and to act as the construction manager and general contractor during the construction phase (1) The maximum allowable construction cost shall be used to establish a total contract cost for which the general contractor/construction manager shall provide a performance and payment bond. The maximum allowable construction cost shall be negotiated between the public body and the selected firm when the construction documents and specifications are at least ninety percent complete. The Owner intends to hire a contractor from the pool of qualified contractors to perform pre-construction services and work with the design team to create a budget. The intent is to award a Preconstruction Services Agreement and a RFQ for General Contractor-Construction Manager Page 1 of 11

2 AIA Document A133TM-2009 Standard Form of Agreement between Owner and Construction Manager as a Constructor where the basis of payment is the cost of the Work Plus a Fee with a Guaranteed Maximum Price (and all compatible AIA documents) with a selected Contractor once they demonstrate their ability to complete the project within the established budget. 3 2. PROGRAM INFORMATION Baker Heights is a 244-unit Public Housing complex located between 12 th street and 15 th street in North Everett, WA., constructed in 1944 as war housing. The Housing Authority recently received approval from HUD for disposition / demolition of this public housing complex. Current planning provides for the Authority to sell most of the site, but to retain a 3.62-acre section on the south end for redevelopment. This 3.62-acre site will require demolition of 48 housing units and reconfiguration of site infrastructure to support approximately affordable units. Current planning envisions the construction of one wood framed midrise building and possibility adjacent two story townhouses. Attachment A, Site Map. The units will be a mix of 1, 2, 3 and 4 bedroom units in a mix yet to be determined. Initial scope determination is underway. The ability of the selected Contractor to immediately participate with the Owner and selected architectural firm in pre-construction planning is an important consideration for selection. The total maximum construction cost for this project (less WSST) is estimated at $12-15 million. Construction is estimated to commence in October 2018 and be substantially complete in August The project will be subject to the following wage construction types for Snohomish County, Washington state: Davis Bacon Act o Building o Residential-up to and including 4 stories o Heavy o Heavy Highway The project will include ESDS certification. The Contractor will have responsibilities associate with this certification. 3. SCOPE OF SERVICES The selected General Contractor will be expected to begin awarded work upon receipt of a "Notice to Proceed." Scope of Services and Deliverables will include, but not be limited to: 1. Pre-Construction (During Schematic Design and Design Development) The selected contractor will commence with preconstruction through the construction document phase. Preconstruction services will include, value engineering and assessment of construction options, cost-estimating and life cycle cost analysis, constructability reviews, interdisciplinary plan checks and coordination, scheduling and planning sequence of the work, assisting with obtaining specific construction permits, and attending regularly scheduled design meetings and other meetings as needed. 1.1 Plan Review, Value Engineering and Contractibility Provide plan review and constructability services with an emphasis on ensuring that the project can be completed within the established schedule and within the available budget Provide a detailed analysis of all major project systems with an emphasis on possible value engineering items Recommend alternative methods/materials to enhance the schedule, reduce cost, and facilitate construction RFQ for General Contractor-Construction Manager Page 3 of 11

4 Review preliminary material specifications and design details. Advise on constructability, life-cycle cost, availability of materials, long lead times, and alternate methods and/or materials Complete an interdisciplinary review of plans and specifications and recommend improvements and areas for better coordination Identify materials for pre-purchase, and make recommendations on schedule and costs. Interact proactively with design team to develop pre-bid value engineering alternates. Perform post-bid value engineering as required to meet budget objectives. 1.2 Preliminary and Detailed Estimates Upon receipt of plans and specifications, prepare and present a detailed construction estimate showing the values of all major components of the project. Based on revisions made to preliminary plans, update construction cost estimates as necessary to insure the budget is maintained. Provide accurate cost estimating input from the initial scope of work to assist design team with budget sensitive design decisions. Once Construction Documents are 100% complete, prepare and present final Cost estimate Provide schedule of those scopes of work which will require a permit and the associated timing to obtain such permits. 1.3 Scheduling Develop the construction schedule, including traditional milestones based on anticipated notice to proceed issued by Owner. Provide cost analysis and value engineering throughout all phases of pre-construction. Identify anticipated project expenditures based upon traditional project milestones. Identify associated risks with labor, permitting, and delivery. Lead the development and implementation of plans that mitigate these risks. Monitor and drive team toward critical decision dates that maintain or improve schedule. 1.4 Bidding Strategies Provide and take action on recommendations to increase opportunities for participation by minority and women-owned businesses. Unless subsequently required by federal statutes, regulations, grants or contract terms associated with project funding, no preference will be included in the evaluation of bids, no minimum level of MWBE participation shall be required as a condition for receiving an award and bids will not be rejected or considered non-responsive on that basis. Any affirmative action requirements set forth in federal regulations or statutes included or referenced in the contract documents will apply. Provide and take action to meet the Apprentice Training Program requirements as per RCW thru All public works estimated to cost one million dollars or more, all specifications shall require that no less than fifteen percent of the labor hours be performed by apprentices and provide the reporting as required by this RCW. 5 Provide recommendations regarding bidding strategies with an emphasis upon timing, development of alternates, and bid package scoping. Prepare a schedule of Unit Prices that may be required in the performance of work. These will include: Description, Unit of Measurement, Price, and Name of Trade Develop and present recommendations for pre-qualification criteria for subcontractors. Finalize list of approved subcontract bidders. Prepare bid schedules, conduct pre-bid conference. Attempt to obtain at least three (3) bids per major trade. Prepare analysis of bids, outlining areas of qualification. Discuss recommendations of bids with the Owner. Award Subcontractors / Purchase Orders. Owner will furnish five sets of paper drawings for General Contractor s bidding purposes. 1.5 Construction Contractor scope of services shall include, but not be limited to: Develop and maintain General Contracting activities of schedule, budget and quality management. Closely supervise all work, ensuing adherence to specifications, quality standards, schedule and costs. Develop and manage a site-specific safety plan. Obtain all required permitting. Maintain weekly owner/design team/general contractor coordination meetings. Create agendas, take minutes, highlight problems or required decisions, and administer corrections as specified by the project team. Plan construction staging, site layout and work plan analysis. Plan construction materials delivery and lead time review to optimize schedule start. Identify risks to project to project manager and provides guidance and recommended mitigation. Submit pay applications on time and with required information. Prepare and administer subcontractor payments. Coordinate with the Owner s subcontractors and vendors (if any). Provide detailed pricing as may be requested for changes to Scope of Work, The General Contractor should promote competitive pricing of changes. Manage all aspects of approved changes to the Scope of Work. Comply and cooperate with project auditing and inspections carried out by 3 rd party approved by Owner. In conjunction with the Architect/Owner, create a comprehensive punch list and cause the resolution of each deficiency within thirty (30) days after Substantial Completion. 1.7 Close Out Provide all documentation of guarantees, warranties and operating manuals, and commissioning book to the owner. Note all field changes on plans for inclusion in as-builts. Provide necessary documentation for all lien releases. Close all open permits. 6 1.8 During Construction During construction, the Contractor shall provide full documentation to the Owner of all work including but not limited to: weekly meeting notes, inspection reports, a comprehensive monthly project report, statement of project risk, updates to schedule and budgets, punch list reports as needed, as-built drawings and related items. 4. SUBMISSION AND EVALUATION REQUIREMENTS Every respondent must reply to each of the criterion in a clear concise manner. The response must be in the same order as listed below. The criteria established for evaluation of the General Contractor firms are as follows: Submittal shall be in Arial font, Size 11, with 1 margins, with tab limitations to the number of pages as indicated for each tabbed section. TAB 1: Ability and Qualifications of Professional Personnel: 25 Points (Limit 6 pages) Staffing: The General Contractor shall clearly identify the project staffing they intend to utilize throughout the project, including all key project staff, their roles and responsibilities and the level of effort to be committed (full time vs. part time) and at what phases of the project they will be utilized. Identify the contacts for each phase of the project. During the design process, the General Contractor shall provide, at a minimum, one dedicated professional project manager and/or higher level professional staff to attend all design meetings. During the construction phase, the General Contractor shall provide full supervision to coordinate the job in the field, and provide for sufficient and appropriately skilled staff to implement a quality control program. The General Contractor shall provide a company-wide organization chart and list of key personnel including their roles and responsibilities. Provide project organization charts showing proposed staffing for this project, both field and office for preconstruction and also for construction. Include the resumes of all individuals listed on the chart. Include the description of the experience of each person assigned to this project as well as the level of effort, as a percentage of time, to be committed and for which phases of the project (preconstruction, construction). Qualifications and references must demonstrate that the construction team has had successful experience with projects of similar size, scope and conditions. At a minimum, the following individuals shall be included: Project executive in charge Project manager Superintendent At least one project engineer Individuals assigned to handle estimating construction and schedule quality control List the names and qualifications of any consultants and the services they will contribute to the project. 7 If selected, the General Contractor agrees that it will provide, for the duration of the project, the full complement of staff, including the specific persons identified in this proposal, unless otherwise approved by the Owner. Tab 2: Value Engineering, Risk Identification and Constructability Analyses: 25 Points (Limit 10 pages) The firm must describe its philosophy, experience and methodology in value engineering, identifying and mitigating project risks beyond General Contractor control and constructability analysis. Describe the key project individuals experience in each of these areas. Provide examples of both value engineering reports and risk/constructability analyses developed and utilized on prior projects and the results obtained. A description of the General Contractor s approach to working with the Owner and the A/E teamshould be included. Tab 3: Past Performance in Negotiated and Complex Projects: 25 Points (Limit 8 pages) Provide a list of current (within past five years) negotiated projects with a description of the project and construction cost that illustrates similar scale and complexity to this project. Identify projects the Contractor has completed which have been developed and to be owned/operated by non-profit housing and human service organizations. Please include full descriptions of similar projects completed within the last six years, which involved preconstruction services and a fast-track process with a similar project type as this one. Specifically provide. Description and location of the project, including Gross SF Whether federal labor standards were used for construction activities Scope of firm s work on the project, including percent self-performed Owner, contract person, telephone number and address Final construction cost as it related to budget Total dollar amount of change orders Design as-planned schedule vs. as-built schedule (NTP a Substantial Completion) Construction as-planned schedule vs. as-built schedule Total number and dollar amount of all claims against the Owner Total number and total dollar amount of all claims against the Owner adjudicated by a dispute resolution board, arbitration or litigation. Tab 4: Approach to Executing the Project: 10 points (Limit 3 pages)describe how the firm will integrate value engineering, constructability review, project scheduling, quality assurance, interdisciplinary review, etc. into the project. Specifically, identify: How you most effectively participate as a team member during the preconstruction phase. Any key innovations that your firm will bring to the projects and how they will benefit the Owner. Your firm s experience with sustainable construction including what role team members will play in the process. Your recommended approach to procuring sub-consultants Any portions of the work proposed to be performed directly with firm s own forces RFQ for General Contractor-Construction Manager Page 7 of 11

8 Tab 5: Capacity of Firm: 15 Points (Limit 4 pages)provide a brief description of firm history, firm size, location of home and regional offices, and the firm s capabilities to perform the requirements of this contact, including: Annual volume, financial position and bonding capacity. Self-Performance: Identify the scope of work the firm would typically propose to self-perform and its ability to perform it. Provide copy of the firm s Accident Prevention Program per RCW (c) (Unlimited page limit) Summarize recent, current and projected workloads of the firm. Demonstrate that if selected, firm can provide the following required documents. Current State of Washington General Contractor s license (photocopy). (Limit 1 Page) Evidence of performance and payment bonding capacity appropriate to the amount of the anticipated contact. (Limit 1 Page) Evidence of current liability insurance coverage in the minimum amount of $2,000,000 per occurrence and $5,000,000 general aggregate. (Limit 1 Page) In accordance with applicable federal laws, no contractors, including subcontractors, which have been disbarred of suspended by the U.S. Department of Housing and Urban Development (HUD), Labor and Industries or System and Award Management (SAM) shall be permitted to work on the project. (Limit 1 Page) 5. RESPONSE DELIVERY ADDRESS AND DEADLINE OF QUALIFICATIONS All documentation required in this RFQ must be received no later than 4:00 PM on September 25, 2017, by to brendam@evha.org 1. Submittals may be ed as one document. Name of document should be titled as follows: Company Name-RFQ Submittal for GCCM 2017-XX) 2. subject line shall also be titled in the same format. 3. Incomplete submittals, or those that do not address information requested in this RFQ, will be considered non-responsive. The Owner reserves the right to reject any and all responses. RESPONSE DELIVERY ADDRESS AND DEADLINE OF PHASE 2 Finalists will be provided with a Request for Proposal packet with the notification on September 27, The finalists will have until October 3, 2017 at 4 PM to submit their sealed packet for consideration. Sealed bid packets will be received by the Owner at the time and date listed above to the address listed below. Contractor shall competitively bid all portions of the work including self-performed work. 9. Detailed estimate of the General Conditions costs utilizing the information included in Attachment Bwhich shall detail cost on a lump sum, weekly or monthly basis.
