1 HOSKINS ARCHITECTURE, LLC ST AVENUE NORTH, SUITE 104 BIRMINGHAM, ALABAMA ADDENDUM NO. 1 PROJECT: BIRMINGHAM CITY SCHOOLS (BCS) OPERATIONAL CENTER COMPLEX BID PACKAGE #1 SITE WORK HOSKINS ARCHITECTURE NO: 1405 DATE: July 15, 2014 TO: BIDDERS Acknowledge receipt of this Addendum by inserting its number in the Proposal Form. Failure to do so may subject Bidder to disqualification. This Addendum forms a part of the Contract Documents and modifies them as follows: GENERAL: 1. Date for receipt of bids will be Friday, July 18TH, 2014 at 2pm. Bids will be received by Birmingham City Schools, Robert (Bob) Morgan, Director of Facilities, at the office of Hoskins Architecture located at 1827 First Ave North; Suite The deadline for questions is Thursday, July 17, at 4pm. CLARIFICATION: Answer to questions, comments and request for information: 1. The Contractor shall submit the proposal for Base Bid and proposals for each Alternate without the inclusion of Sales and Use Tax. 2. GC to reference attached Sheet A 001 Phasing Plan for scope of work as it pertains to the base bid and Alternate No. 1 and Alternate No GC to provide a metal tape on all conduit stub ups and provide as built drawings for future identification. 4. The Owner has been informed they are to coordinate the gas line extension and the power pole removal and relocation with the appropriate authorities. 5. Refer to all border titles on all sheets and omit reference to Bid Package #2 and revise to read as BP#1 Site Work. 6. There will be an owner contingency in the site package. Reference the Allowance specification section attached. 7. GC shall reference the specification front end documents such as the PROPOSAL FORM, BID BOND, PERFORMANCE BOND, PAYMENT BOND, BIRMINGHAM CITY SCHOOLS FORM C and D as applicable to ensure they are providing the correct information with their Bid. 8. 2 Response: No Soil Cap required per the Civil Engineer. 9. Bidder Question: Section Existing Asphalt Pavement Sealer calls for Cracks in excess of ¼, but less than one inch to be sealed prior to application of the sealcoat. Is this going to be required and if so, how should we quantify the amount of crack sealing? Response: Omit Section in its entirety. For the work shown on sheet AS 004, as the Basis of Design; use a Coal Tar Concentrate Pavement Sealer as manufactured by Seal Master or an approved equal. Install pavement sealer per manufacturer recommendation. 10. Bidder Question: Section , Section 2.4 Mixes, Line B Call for a ALDOT Section 429 (no rap) asphalt mix to be used. All of ALDOT s current 424 mixes allow the use of rap. 429 specifications for ALDOT are out of date. Can we use current 424 ALDOT mixes which allow the use of rap or do we have to adhere to the old 429 mixes that require virgin material? Response: You can use the current 424 ALDOT mixes. 11. Bidder Question: Will an herbicide be required for the asphalt paving? Response: No 12. Bidder Question: Are conduits for the gates included in the Data and Security Conduit Only? Response: Refer to Electrical site plan sheets E 101 & E 102. PROJECT MANUAL: ALLOWANCES 1. Omit and replace with ALLOWANCES attached in this Addendum ALTERNATES 2. 3 BIRMINGHAM CITY SCHOOLS OPERATIONAL CENTER COMPLEX SECTION ALLOWANCES PART 1 GENERAL 1.1 SUMMARY A. This Section specifies administrative and procedural requirements governing the following: 1. Lump Sum allowances. 2. Contingency allowances. 3. Testing and inspecting allowances. B. See Division 01 Unit Prices for procedures for using prices. 1.2 SELECTION AND PURCHASE A. At the earliest practical date after award of the Contract, advise Architect of the date when final selection and purchase of each product or system described by an allowance must be completed to avoid delaying the Work. B. At Architect s request, obtain proposals for each allowance for use in making final selections. Include recommendations that are relevant to performing the Work. C. Purchase products and systems selected by Architect from the designated supplier. 1.3 SUBMITTALS A. Submit proposals for purchase of products or systems included in allowances, in the form specified for Change Orders. B. Submit invoices or delivery slips to show actual quantities of materials delivered to the site for use in fulfillment of each allowance. C. Coordinate and process submittals for allowance items in same manner as for other portions of the Work. 1.4 COORDINATION A. Coordinate allowance items with other portions of the Work. 4 BIRMINGHAM CITY SCHOOLS OPERATIONAL CENTER COMPLEX Allowances 1.5 LUMP SUM ALLOWANCES A. Allowance shall include cost to Contractor of specific products and materials ordered or selected under allowance and shall include taxes, freight, and delivery to Project site. B. Unless otherwise indicated, Contractor s costs for receiving and handling at Project site, labor, installation, overhead and profit, and similar costs related to products, materials, and/or services under allowance shall be included as part of the Contract Sum and not part of the allowance. 1.6 CONTINGENCY ALLOWANCES A. Use the contingency allowance only under written direction from the Architect for Owner s purposes and only by Change Orders that indicate amounts to be charged to the allowance. B. Contractor s overhead, profit, and related costs for products and equipment ordered by Owner under the contingency allowance are included in the allowance and are not part of the Contract Sum. These costs include delivery, installation, taxes, insurance, equipment rental, and similar costs. C. Change Orders authorizing use of funds from the contingency allowance will include Contractor s related costs and reasonable overhead and profit margins. D. At Project closeout, credit unused amounts remaining in the contingency allowance to Owner by Change Order. 1.7 TESTING AND INSPECTING ALLOWANCES A. Testing and inspecting allowances include the cost of engaging testing agencies, actual tests and inspections, and reporting results. B. The allowance does not include incidental labor required to assist the testing agency or costs for retesting if previous tests and inspections result in failure. The cost for incidental labor to assist the testing agency is included in the Contract Sum. C. Costs of services not required by the Contract Documents are not included in the allowance. D. At Project closeout, credit unused amounts remaining in the testing and inspecting allowance to Owner by Change Order. 1.8 UNUSED MATERIALS A. Return unused materials purchased under an allowance to manufacturer or supplier for credit to Owner, after installation has been completed and accepted. HA 1405 ALLOWANCES BP1 Site Work `

If requested by Architect, prepare unused material for storage by Owner when it is not economically practical to return the material for credit. If directed by Architect, delivery unused material to Owner s storage space. Otherwise, disposal of unused material is Contractor s responsibility. PART 2 PRODUCTS (Not Used) PART 3 EXECUTION 3.1 EXAMINATION A. Examine products covered by an allowance promptly on delivery for damage or defects. Return damaged or defective products to manufacturer for replacement. 3.2 PREPARATION A. Coordinate materials and their installation for each allowance with related materials and installation to ensure that each allowance item is completely integrated and interfaced with related work. 3.3 SCHEDULE OF ALLOWANCES B. ALLOWANCE NO. 1 OWNER S CONTINGENCY ALLOWANCE: Include a contingency allowance of $100,000 to be used at the Owner s discretion for unforeseen or miscellaneous work including all taxes, bonds and delivery. 6 BIRMINGHAM CITY SCHOOLS OPERATIONAL CENTER COMPLEX SECTION ALTERNATES PART 1 GENERAL 1.1 SUMMARY A. This Section includes administrative and procedural requirements for alternates. 1.2 DEFINITIONS A. Alternate: An amount proposed by bidders and stated on the Bid Form for certain work defined in the Bidding Requirements that may be added to or deducted from the Base Bid amount if Owner decides to accept a corresponding change either in the amount of construction to be completed or in the products, materials, equipment, systems, or installation methods described in the Contract Documents. 1. The cost or credit for an alternate is the net addition to or deduction from the Contract Sum to incorporate alternate into the Work. No other adjustments are made to the Contract Sum. 1.3 PROCEDURES A. Coordination: Modify or adjust affected adjacent work as necessary to completely integrate work of the alternate into Project. 1. Include as part of the alternate, miscellaneous devices, accessory objects, and similar items incidental to or required for a complete installation whether or not indicated as part of alternate. B. Notification: Immediately following award of the Contract, notify each party involved, in writing, of the status of the alternate. Indicate if the alternate has been accepted, rejected, or deferred for later consideration. Include a complete description of negotiated modifications to the alternates. C. Execute the accepted alternate under the same conditions as other work of the Contract. D. Schedule: The Alternate is included at the end of this Section. 7 BIRMINGHAM CITY SCHOOLS OPERATIONAL CENTER COMPLEX PART 2 PRODUCTS (Not Used) PART 3 EXECUTION 3.1 SCHEDULE OF ALTERNATES ALTERNATE NO. 1: Refer to Sheet A 001 Phasing Plan Bid Documents for location of Alternate No. 1. Alternate work shall include demolition of asphalt paving as shown on demolition drawing, installation of ribbon curb, seal coat, stripping and all electrical site lighting. Provide empty conduit for power, data & security for remaining electrical work. Basis of Design for Seal Coat: Coal Tar Concentrate Pavement Sealer as manufactured by Seal Master or an approved equal and install pavement sealer per manufacturer recommendation. Provide ADA Parking Signage as shown. Additive Amount: ALTERNATE NO.2: Refer to Sheet A 001 Phasing Plan Bid Documents for location of Alternate No. 2. Alternate work shall include demolition of asphalt paving as shown on demolition drawing, installation of ribbon curb, removal and replacement of (1) one inch asphalt overlay, stripping and all electrical site lighting. Provide seal coat and stripping after 30 day curing process. Provide empty conduit for power, data & security for remaining electrical work. Provide ADA Parking Signage as shown.
