The project will upgrade the facility as a whole, replace the heating and ventilation system, and provide accommodation consistent with the MSBA s Education Program Space Standards and Guidelines. YES If "YES", please provide the following: Facilities Plan Date: 10/11/2006 Planning Firm: Mount Vernon Group Report 2002/District Staff and Committee Please provide an overview of the plan including as much detail as necessary to describe the plan, its goals and how the school facility that is the subject of this SOI fits into that plan: The project is part of the district's Plan For Effective Learning Communities, the aim of which is to provide adequate facilities to meet the MSBA s Education Program Space Standards and Guidelines across the elementary school system as a whole. The plan was modified in 2007 when the committee closed its largest elementary school (Fuller Massachusetts School Building Authority 1 Statement of Interest

2 Elementary School, formerly a parochial high school) in order to balance the FY08/FY09 operating budgets. Along with the improvement in the facilities at all schools, which are seriously deficient in relation to MSBA guidelines, the plan envisages a new school in West Gloucester. This will relieve pressure on the West Parish Elementary School and other schools with aim of freeing up accommodation to meet unmet needs, respond to anticipated growth in students numbers west of the Annisquam River, and attract back Gloucester students who currently attend schools in Manchester-Essex. Please provide the current student to teacher ratios at the school facility that is the subject of this SOI: 23 students per teacher. Please provide the originally planned student to teacher ratios at the school facility that is the subject of this SOI: 21 students per teacher. Is there overcrowding at the school facility? YES If "YES", please describe in detail, including specific examples of the overcrowding. The school has no: performing arts/music rooms, small group rooms, conference room, reprographics room, science room, parent room, rooms for OT and speech/language services, or a separate staff lunch room. The school has inadequate facilities for: special education, art, library/media center (no office or storage area),indoor PE, cafeteria which impacts on scheduling, general school storage, accommodating sick students,and custodial office and supplies. 3 General Description SITE DESCRIPTION: Please provide a detailed description of the current site and any known existing conditions that would impact a potential project at the site (maximum of 5000 characters).: The entary School is a 28,950 square foot building built in 1948 that sits on a 2.6-acre lot situated in a residential neighborhood. The front entrance of the building faces southwest. The site consists of an access drive, some parking, a softball field, an open grass play area, and play equipment. To additional classrooms are being added in BUILDING ENCLOSURE: Please provide a detailed description of the building enclosure, types of construction materials used, and any known problems or existing conditions (maximum of 5000 characters).: The entary School is a one-story, CMU, brick building with a partial basement for the boiler room. The school was originally as an L-shaped plan in The classrooms wings are singly loaded off the corridors; seven were originally built. A classroom addition was build around , adding five new classrooms, constructed as a steel frame structure with steel stud walls and matching brick veneer. Another addition of three rooms was added in the late 90 s, adding two classrooms and one teacher s office. Two rooms are used as classrooms. The construction of these additional rooms is of a temporary wall system. The roofs are a mixture of flat and sloped of varying heights. An additional classroom was added in The exterior wall system is a mix of construction. In the older parts of the building wall construction is brick veneer over CMU. It is assumed due to the age of the building that there is an absence of wall insulation. Exterior window openings are punched openings throughout the school. The addition done 1989 is brick veneer over steel stud. The temporary classroom wing is clad in cedar clapboards. The building has several entrances, essentially three major entryways to the school. There is an entrance that leads directly into the kindergarten. A second entrance in the classroom wing leads right into the corridor at the classroom wing. The main entrance leads directly into the main corridor where the administrative offices, auditorium and cafeteria/gymnasium can be accessed. Age of EXTERIOR WALLS (In Years): 60 Year of Last Repair or Replacement: 1948 Description of Last Repair or Replacement: Note "recent" additions as distinct from repair. Age of ROOF(In Years): 20 Year of Last Repair or Replacement: 1988 Description of Last Repair or Replacement: Single-ply EPDM membrane Slope roof sections drain to coated copper gutters. Age of WINDOWS(In Years): 19 Year of Last Repair or Replacement: 1989 Description of Last Repair or Replacement: Extruded aluminum frames. MECHANICAL and ELECTRICAL SYSTEMS: Please provide a detailed description of the current mechanical and electrical systems, and any known problems or existing conditions (maximum of 5000 characters).: The boiler room is equipped with two No.2 oil fuel oil fired cast iron sectional H.B. Smith Series 28A-13 low-pressure steam boilers water installed in The burners are Webster Serial No. W each rated at29ph (gallons per hour) of No.2 fuel oil. The heating hot water for the 1988 addition is provided by a stream to hot water heat exchanger located in the boiler room. The 1988 addition classrooms are heated and ventilated by McQuay hot water unit ventilators. The original wing classrooms are heated and ventilated by steam unit ventilators and coupled to supplemental radiators. 4 the corridors for the original wing. Two modular classrooms have roof-top air conditioning. The gymnasium is heated by two air handling units. The heating system has very limited controls and the system needs replacing. This building is served via a three single-phase pole mounted utility transformers, which are maintained by Massachusetts Electric Co. (MEC). The main 600 Amp, 208/120V circuit breaker serves two distribution panel boards for power and lighting in the main building and an enclosed 200 Amp circuit breaker serves the two modules. The electrical service appears to be original in this building. Recessed fused panel boards are located in walls in various corridors throughout the building. Age of BOILERS(In Years): 44 Year of Last Repair or Replacement: 1964 Description of Last Repair or Replacement: See above. Age of HVAC SYSTEM (In Years): 60 Year of Last Repair or Replacement: 1989 Description of Last Repair or Replacement: Some new Univents. Age of ELECTRICAL SERVICES AND DISTRIBUTION SYSTEM(In Years): 60 Year of Last Repair or Replacement: 1988 Description of Last Repair or Replacement: Some upgrades. BUILDING INTERIOR: Please provide a detailed description of the current building interior including a description of the flooring systems, finishes, ceilings, lighting, etc. (maximum of 5000 characters).: Typical corridor walls in the older section of the school consist mainly of concrete masonry units (CMU). Finish is ceramic tile to approximately 5-0 above finished floor (AFF) and painted plaster up to the ceiling. Classroom spaces are comprised of painted plaster over CMU (at older portion of the school) and painted, plaster or gypsum wallboard over steel studs at new addition. Auditorium and space tile walls are primarily wood paneling and painted plaster over CMU or masonry. Gym/cafeteria walls are painted masonry up to roof structure. Typical ceilings in corridors, classrooms, and auditorium, in older portion of school are concealed spline and perforated 12 x12 acoustic ceiling tile (ACT). New addition ceilings in corridors are 24 x24 suspended ACT. Ceiling in temporary classrooms are suspended 2 x4 ACT. There is no ceiling in the gym/cafeteria. The roof structure of steel beams and wood joists are exposed and painted. Ceiling in kitchen is painted plaster. Floors in older corridors, auditorium, and classrooms are 9 x9 VAT. In newer portions, the flooring in temporary additions is mainly carpet. Gym and stage floors are hardwood with several coats of polyurethane. The lighting fixtures used mainly throughout the building are 1 x4 surface-mounted wraparound fixtures with 2-T12 lamps PROGRAMS and OPERATIONS: Please provide a detailed description of the current programs offered and indicate whether there are program components that cannot be offered due to facility constraints, operational constraints, etc.: The school provides a program aligned with state curriculum frameworks; Language Arts, Mathematics, Science, Social Studies, PE, health Education, Music and Art. Priority 7 lists absent or inadequate facilities which impact teaching and learning. CORE EDUCATIONAL SPACES: Please provide a detailed description of the Core Educational Spaces within the facility, a description the number and sizes (in square feet) of classrooms, a description of science rooms/labs including ages and most recent updates, and a description of the media center/library (maximum of 5000 characters).: Massachusetts School Building Authority 4 Statement of Interest

5 16 classrooms of 774 to 1500 square feet. No Science room. No Art room. The library occupies a classroom. No media center. Very limited space for special education services. CAPACITY and UTILIZATION: Please provide a detailed description of the current capacity and utilization of the school facility. If the school is overcrowded, please describe steps taken by the administration to address capacity issues. Please also describe in detail any spaces that have been converted from their intended use to be used as classroom space (maximum of 5000 characters).: The school is full to capacity. One classroom is used as the library. The most recent modular addition is to house a districtwide special education class. A second stick-built classroom will relieve some pressure on special education services. The small cafeteria/gymnasium requires multiple lunch sittings, which impacts the schedule. MAINTENANCE and CAPITAL REPAIR: Please provide a detailed description of the district s current maintenance practices, its capital repair program, and the maintenance program in place at the facility that is the subject of this SOI. Please include specific examples of capital repair projects undertaken in the past, including if any override or debt exclusion votes were necessary (maximum of 5000 characters).: The district's budget was cut sharply in FY03 as a result of the reduction in state aid. The district's principal concern is with the heating system, which needs replacement. The Mount Vernon Report indicates that mechanical services are beyond their lifespan. The weak security system places students and teachers at risk. 9 Priority 5 Please provide a detailed description of the energy conservation measures that are needed and include an estimation of resultant energy savings as compared to the historic consumption. The district's analysis of needs is informed by a 2002 report (the Mount Vernon Report) commissioned by the School Committee which included an analysis of the physical condition of all its elementary schools. The district has an energy conservation program in association with Energy Education Inc., which has reduced overall energy consumption by over 25%. The inability to control the heating system results in very warm or very cool and uncomfortable teaching spaces, which impacts the concentration of students and staff. The district has assessed the accommodation available against the MSBA guidelines for elementary school accommodation. The district submits that elementary schools should have a dedicated science room, and a room for parents to meet. The school provides art, performing arts, library/media center and special education programs and services within the current accommodation by making do with inadequate facilities. 14 Priority 7 Please provide a detailed explanation of the impact of the problem described in this priority on your district's educational program. Please include specific examples of how the problem prevents the district from delivering the educational program it is required to deliver and how students and/or teachers are directly affected by the problem identified. The absence of many facilities which are now regarded as normal in an elementary school make it difficult to provide the opportunities and services which are expected today. Without a room, Art is especially impacted. Accommodation for work with individual or small groups of students is totally inadequate, which impacts the opportunity to provide appropriate interventions. The cramped cafeteria/gymnasium requires several lunch sittings which impacts the schedule and the program. The classroom based library does not provide an adequate library experience for students.
