5 Dust Abatement Closeout Report Hayhurst Elementary School ortland, Oregon ROJECT SUMMARY INTRODUCTION On September 24, 2016, lead dust abatement was performed at Hayhurst Elementary School in ortland, Oregon. The work was performed to clean and abate a lead dust hazard identified within the window troughs throughout the building. Global acific Environmental of Vancouver, Washington, performed cleaning and abatement. The following summarizes the lead hazard abated during this project: Abatement of lead containing surface dust from approximately 83 window troughs throughout the building WORK METHODS Cleaning and abatement was performed using high efficiency particulate air (HEA) vacuum cleaners, nylon brushes, and wet wipe cleaning methods. Immediate abatement work areas were regulated by placement of appropriate signage at all entrances. The process involved HEA vacuuming of affected surfaces with a brush attachment (window troughs and adjacent exterior windowsills), wet wiping the surfaces with Fiberlock Technologies Safe dust cleaner, allowing the surface to dry, and then vacuuming the surfaces again. Following the second vacuuming, the surfaces were inspected, and once clean, encapsulant was applied to the window troughs. The encapsulant used was Shield by Fiberlock Technologies. Throughout the duration of the project, workers used half-face, negative pressure respirators, Tyvek coveralls, gloves, boots, and other personal protective equipment, as appropriate. All lead contaminated cleaning materials were contained using appropriate waste bags. All abatement was performed in compliance with the framework for Work ractice Standards for Conducting -Based aint Activities in Target Housing and Child Occupied Facilities EA 40 CFR , the Renovation, Repair and ainting (RR) rogram EA 40 CFR 745, and OSHA in Construction OAR Division , and contractual obligations. VISUAL INSECTIONS AND WIE SAMLING A BS Engineering and Environmental Inc. (BS) Oregon Health Authority certified lead inspector and risk assessor was on site for the duration of the project. BS performed visual inspections to verify completion of the work and ensure proper removal of the lead dust hazard In addition to the visual inspections, BS collected clearance wipe samples for analysis via flame atomic absorption spectrometry (FLAA) on one window troughs from each room. Window troughs were cleaned until post-abatement clearance wipes tested below the EA clearance standard of 400 micrograms per square foot for window troughs. Clearance wipe sampling was performed in accordance with 40 CFR (e)(8)(viii). 1 October 2016 roject No
