The questions and answers along with the attachments have been issued with this addendum. The revised scope of services will be issued under a separate addendum. Addendum No. 4 must be acknowledged by inserting the date of the Addendum on the Addenda Page on Page 14 of the Bid Forms. Failure to do so may render a bidder's proposal as non-responsive. The revised Scope of Services will be issued as a separate addendum. Addendum No. 4 consists of the following: 1. Please could you provide us with previous bid tabulation for the above solicitation? See the attached certified bid tabulation for 08/01/13 through 07/31/ Could I have the previous firm-fixed price for ARLW? ARLW does not exist. 3. List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required. All documents are now available online. Can the vendor have access to parking and storing equipment at either site? No, the vendor will not have access to parking at either site. Equipment at 30 th Street is stored in the rooms at the east-end of the platform. 12. Can the vendor use a SEPTA s or the City snow removal placement site (river or another place) to put snow that has been removed? No. 13. Please provide a 30 th Street SEPTA station site map for each level detailing the cleaning areas for this contract. You have on for the University City site but not for 30 th Street. A site map is unavailable for 30 th Street Station, however, SEPTA has included a map of the inside area of the station. 14. The second and third attachments are wage rates philly uses. Which one are we to use for this job? Vendors will use the 21 st Century Ordinance. 15. Disposal costs associated with trash and snow removal. Does the vendor bear that cost? Yes. 16. Can there be a separate line item for the High Bay Cleaning areas? No, the pricing is all inclusive. 17. Would you be able to post the correct City of Philadelphia wage ordinance? See response to Question Would the crew be able to move from station to station? Yes; by train but will need to purchase a ticket or have a pass. 19. Will the awarded contractor be able to transport calcium chloride, Scrubbing equipment and any other materials and supplies necessary to perform our duties via train? No. No materials, supplies, or equipment can be transported via SEPTA vehicles.

Is a specific type of paint required for the painting, and if so what is the make, color and cost of the paint? There are no painting requirements in this contract. 21. Can you please give an example, including make and model, of an approved steam cleaning machine that will be needed in order to fulfill our duties? MI-T-M Gas Pressure Washer (3500PSI- 200 Degree Water Output Temp) - Model # GH EGH or equivalent. 22. In section entitled Scope and Frequency on page 79 of the Bid Document it mentions that track beds must be cleaned at Eastwick can you please elaborate? The revised scope is being issued under separate cover as a separate addendum What is the total square footage of area that needs to be power washed for both stations? This information is not available; however, please see the 30 th Street Station Layout, the picture of the Concourse and University City Platform Layout. 24. What is the total contracted amount for current janitorial service being performed at both stations? See response to Question Would there be a storage space in University City that is large enough to store heavy equipment? If not, any suggestions for storage? Please advise. No. Equipment must be brought in to use on site then removed off-site within the same day. 26. Where is trash disposed? Contractor is responsible for trash removal and the Contractor can utilize any authorized waste management facility. 27. What if bulk items are found (Chairs, mattresses, luggage etc.)? How are they discarded? (Section 5.0). See response to Question Section we must bag all trash, leaves, branches, hazardous waste, needles, dead animals etc. OFF OF SEPTAS PROPERTY legally. Confirmed.

When is the Septa's Roadway Worker Safety Training Class scheduled (days and times)? 1 day class, Weekday, 8am-4pm, 1234 Market Street, Phila. PA. 30. The emergency exit stairs at the east end of the 30th Street station, does this also require the tunnel / walkway at the bottom of the stairs to be cleaned? Yes, any tunnel/walkway and landing requires cleaning. 31. Confirm that rest room cleaning is NOT required at 30th Street station? Confirmed. 32. Does the 20 foot rule for platform column cleaning refers to the vertical columns only at 30th Street? The 20 requirement applies to any structure, glass, frame, beams, signs, lights etc. 33. Will we be permitted to use the Amtrak compactors for trash removal at 30th Street Station? Is there are trash compactor at University City and if not where will does the trash go? SEPTA cannot authorize the use of Amtrak s compactors and there is no trash compactor at University City. Contractor is responsible for trash removal and the disposal location is at the Contractor s discretion. 34. At 30th Street Station, is the cleaning of side exit brass doors and immediate sidewalk are part of the contract? Yes. 35. Are the 30th Street Station concourse ceiling lights part of the 20 foot rule and are these in the SEPTA area? See the response to Question Please confirm there are NO crew quarters to clean at 30th Street Station? Confirmed. 37. There are NO vendor areas to be cleaned as part of this contact? Correct.

Removal of cigarette butts during track cleaning is to be at our best effort with reasonable results? Correct. 39. We are requesting a station map for 30th Street for the contractor responsible areas as stated in bid? Not available but see response to Questions Only one restroom to be cleaned at University City station? Yes. 41. Confirm that Eastwick Station is NOT part of this contract? Confirmed. 42. The red platform ceiling tiles are part of the 20 foot rule at University City station? See the response to Question Where are the water and electric sources at 30th Street station? And will these be noted on the map? Water supply is at the east end of each platform as is electrical supply. 44. Does the Davis Bacon Act apply to this contract? If so please supply the job classification and the prevailing wage and benefit determination. No. 45. Is job currently under the auspices of a union? No. 46. If under union what union would that be? Not applicable. 47. Are the teams of 3 cleaning crew and 1 supervisor expected to travel between the two stations for the first two shifts or is the contractor expected to have two separate teams to cover each station? Two separate teams are not required.

For the heavy cleaning teams, of 3 cleaning crew members and 1 supervisor, is the contractor expected to have two teams for each station? No. 49. Who is the current vendor on this contract? TK Keystone 50. What was the last contract bid total for the 5 years? See the response to Question 1.
