5 Introduction Ras Laffan Port Expansion Project achieved 35 million LTI free man-hours. It is a common view that the construction industry compared to other industries has higher average of lost time injuries and Diseases (LTI/Ds). We challenged that view on this project by implementing some key initiatives to help change the unsafe behaviors that are the cause of so many accidents.

6 Firstly, we sought to understand the types of risk taking behavior As a result of the three classified risk behaviors 80% of accidents occur in the construction industry. Special attention required to mitigate these: INTENTIONAL BEHAVIOUR- The employee knows very well that the activities they are doing are not safe and there is a significant amount of risk. UNINTENTIONAL BEHAVIOUR The employees are simply not aware of the risks or the methods needed to protect themselves. HABITUAL BEHAVIOUR The employee knows the risk but has been doing the activity so long that they are no longer as alert to the risks.

7 Intentional and Unintentional Both machines are in service too close to each other Intentional - worker knows that this is a poor working platform and not safe to perform this job but continues to work. Unintentional - the roller operator is not aware about potential risk of being hit by the excavator bucket.

8 Habitual Behavior Workers are sitting on the crane s out rigger pad while the crane is busy in lifting operation Employees are resting on the paver machine, while the machine s operator is inside the cabin We used an observation based safety program to increase awareness of risk factors in the workplace and held responsibility to the direct site supervisor for corrective action

9 Raising Awareness Weekly Stand Down Management weekly safety stand down initiative on the job site linked the employees to think about fundamental concepts of safe working practice: Management and employees gather for understanding safe working practice Employees gained confidence that safety is a core value in the project Employees demonstrated their safe working practices Employees motivated and risk taking behavior minimized.

10 Comprehensive training and education Improving knowledge through training helps to make individuals more aware of the risks and how to avoid them. View of in-house training and education View of refresher training and education

11 The right person for the right job Following the extensive training program, only those trained to undertake their work were allowed to do so, i.e.: Welders undertaking welding Scaffolders undertaking scaffolding etc

13 Weekly Contractor Engineers Meeting Presentation to the contractor managers and engineers regarding shortcoming from their respective area and advise how to be pro-active

15 Introduction There have been zero LTIs on the New Port Project since the start of the Contract in January 2011 achieving 1 million man-hours LTI free on 9 th October. Some early initiatives on the project have already supported and helped this achievement.

16 Focus on Hazards and Near Misses Promotion of the message DON T WALK BY and the reporting of Hazards & Near Misses by everyone to their supervisor to PREVENT more serious injuries 1 Fatality 400 Reportable Injuries 20,000 First Aid Incidents 240,000 Near Misses 2 Million Unsafe Acts and/or Unsafe Conditions Hazard an improper act or condition with the potential to cause harm to persons or the environment Near Miss - any unplanned and uncontrolled event that, in different circumstances, could have caused personal injury or environmental damage

17 Active Reporting of Hazards and Near Misses If a member of the workforce reports a HNM, the supervisor must get the situation put right and then complete a HNM Card and hand it in to Main Contractor. Main Contractor makes these available to all contractors supervision and provides drop boxes. Web-based system then used to record and monitor closeout. Helps to pick up trends.

18 Sending a strong message to the entire team A joint SH&E Induction Film by the Client and the PMC sends a strong and inspirational message to all workers to make safety their No 1 priority so that they can go home to their families and friends the same way or better than they left them.

20 Environmental Impacts Construction of any large project will result in impacts to the environment. The key is to clearly identify the potential impacts of the project and the measures to address them through an Environmental Impact Assessment (EIA). The location of the New Port is close to environmentally sensitive coastal areas, including mangroves, seagrass and coral.

21 Environmental Impact Assessment An EIA is required by the Ministry of Environment (MoE). The EIA study involved the assessment of potential environmental impacts related to the construction, commissioning and operational phases. The EIA includes mitigation measures and management plans to address the identified environmental impacts. The EIA is the basis for managing environmental protection. 22 Managing Environmental Protection: CEMP & OEMP The MoE requires preparation and approval of: 1. Construction Environmental Management Plan (CEMP) EIA commitments and permit conditions are implemented during construction 2. Operations Environmental Management Plan (OEMP) Achieve high environmental standards Satisfy legal requirements Limit the environmental impacts of the Port operations

23 Environmental Monitoring Monitoring of environmental impacts during the construction and operational phases is a key MoE requirement. Monitoring ensures that: 1. The environmental impacts of the project are within the acceptable limits according to Qatari or international standards 2. The mitigation measures proposed in the EIA are implemented and they are effective. The construction contractors are primarily responsible for conducting compliance monitoring of their activities. The NPP has engaged an Independent Environmental Monitoring Consultant to verify the contractor s monitoring and undertake separate effects monitoring.

24 Site Selection & Port Design Contributes to Environmental Protection The site selection study for the Port included criteria for minimizing environmental impacts. The site design took into account protection of the existing environmental features. The locations of the Navy Base and access channel were selected to minimize impacts on the existing lagoon. The shape of the Navy Base minimizes impacts on the existing corals. New Port Navy Base CORAL LAGOON

25 Measures Taken for Protection of the Environmentally Important Lagoon The lagoon supports mangrove stands and is an important area for juvenile fish and birds. The project conducted detailed computer modeling for water quality and exchange. Monitoring of ecological function of the lagoon during and after construction. 26 Relocation of Impacted Corals Relocation of corals to allow for their survival and future growth over the long term. Strict monitoring so that corrective actions may be taken if an unacceptable trend of coral mortality is detected. The success of the relocation will be assessed over a three year period based on surveys of coral survival. Benefits: Contribution to saving Qatar s remaining coral reefs and coral gene pool. Collection of data will help save Qatar s corals and help guide future relocation operations.
