2 Page 2 10 th August 2013 SUMMARY OF PROPOSED BUILDING The proposed building will be a three storey structure for a proposed Dormitory to house 108 beds in common bedrooms to sleep up to 16 persons, with shared facilities first floor and ground floor levels and a 8 car parking spaces garage and ancillary rooms to the Basement level. SCOPE OF REPORT This Report has been drafted for lodgement with the proposed Development Application and is for assessment of the proposal in relation to its compliance with the Deemed to Satisfy provisions of the 2013 version of the Building Code of Australia. The 2013 Version of the BCA has been used as it is assumed that the Development Application assessment and subsequent Construction Certificate issuance will be under such version. LIMITATION OF REPORT The assessment of the proposed building being the subject of this Report has been undertaken with my best endeavours and has been assessed using the 2013 version of the Building Code of Australia and relevant information as provided on the Architectural Plans.

3 Page 3 10 th August 2013 CLASSIFICATION UNDER BUILDING CODE OF AUSTRALIA Ground Floor and Upper Floors (except Active Learning and associated Storerooms) CLASS 3 Note that the Ground Floor portion, except Active Learning and associated Storerooms is considered as being Class 3 as it is of an ancillary use to the Dormitories and those persons occupying the Dormitories will be the ones uses the facilities in the Ground Floor Active Learning and associated Storerooms CLASS 9b Basement CLASS 7a Please note; in accordance with Part A3.3 (d) of the BCA, the basement laundry, plant rooms etc are to be considered as Class 7a for that storey. TYPE OF CONSTRUCTION TABLE C1.1 BCA RISE IN STOREYS 2 The basement is not defined as a storey for calculation of Rise in Storeys under Clause C1.2(b)(ii) of the BCA TYPE OF CONSTRUCTION TYPE B CONSTRUCTION As the occupants of the Class 3 portion of the building will also be the ones using the Class 9b areas and can in reality only use one area or the other with the Class 9b rooms being used as a general Lounging area for recreation purposes I recommend that an Alternative Solution for the Type of Construction Provisions be sought from a suitably qualified Consultant prior to and Application for a Construction Certificate. This Alternative Solution may change the requirements for the following provisions of the Building Code of Australia but I have carried out my Assessment with the plans and details as provided.

4 Page 4 10 th August 2013 GENERAL COMMENT After perusal of relevant documentation and The Building Code of Australia (2013) I am of the following opinions in relation to the Building Code of Australia (2013) requirements. SECTION C FIRE RESISTANCE Generally the Building Is to be constructed so as to comply with Type B Construction where applicable, in accordance with Specification C1.1.4 Type C Fire Resisting construction. Clause C2.8 Separation of Classification in the Same Storey The common wall between the Active Learning area, associated storerooms and the rooms classified as Class 3 must be protected in accordance with Clause C2.8(a). The door and door way between the differing Classes of the building are to be in accordance with applicable requirements of Clause C3.11. Clause C2.9 Separation of Classification in Different Storeys The intermediate floor system above the basement carparking and ancillary rooms and under the ground floor rooms must be protected in accordance with Clause C2.9 (b) (i) or (ii) or (iii). The intermediate floor system above the Active Learning Room and associated Storerooms and under the first floor rooms must be protected in accordance with Clause C2.9 (b) (i) or (ii) or (iii). The Construction Certificate plans to indicate the proposed method of fire resisting Construction. Clause C2.13 Electrical Supply System All relevant electrical substations, electrical main switchboards or electrical conductors must comply with the relevant requirements of Part C2.13. Clause C2.14 Public Corridors in Class 3 Buildings Any corridors which are over 40 metres in length are to be divided in intervals of not more than 40 metres with smoke proof walls and doors that comply with Clause 2 of Specification C2.5. Clause C3.11 Bounding Construction The entry doors to the sole occupancy units to be a self closing, tight fitting, solid core door, not less than 35mm thick. The self closing device may be automatically closing which would be activated by smoke alarms or in

5 Page 5 10 th August 2013 accordance with Part C3.11. (e) and (f) located a maximum of 1.5 metres on the approach side of the opening. The following doors are required to be provided to these specifications The dormitory doors between the lockers and corridor of the 16 bed units Teacher hall and corridor The entry door to the Accessible unit and hall The Dining Room to the hall All doors from Amenities to corridors Ground floor portico to lobby Teachers Office to lobby (corridor) Teachers Lounge to lobby (corridor) Door between the Active Based Learning room and Class 3 portion Clause C3.12 Openings in floors and ceilings for services The services and penetrations through the floor systems between the basement and ground floor rooms and between eh Active Learning, associated storerooms and the overlaying Class 3 portion are to be protected in accordance with Part C3.12 and manufacturers specification for the fire protective covering. Specification C1.1-5 Type C Fire Resisting Construction Generally the external walls and columns of the building to be constructed so as to comply with Table 4, depending on their distances from the Fire Source Features. Generally the internal walls of the building to be constructed so as to comply with Table 4. The common walls between the sole occupancy units are to be constructed so as to have a 60/60/60 fire rating for loadbearing and non loadbearing walls in accordance with Specification C1.1-4, bearing in mind the relevant requirements in Specification 4.1 The walls bounding the sole occupancy units to public corridors, lobbies and are to be constructed so as to have a 60/60/60 fire rating for loadbearing and non loadbearing walls in accordance with Specification C1.1-4, bearing in mind the requirements in Specification 4.1. The internal walls that are required to have FRL and are of lightweight type construction must comply with Specification C1.8 The internal walls that are required to have FRL must comply with Specification 4.1(d) (i) or (ii) or (iii). Depending on the methods of construction that are proposed between the ground floor Accessible Dormitory, the ceiling over such Sole Occupancy Unit will have to have construction to meet Specification C (d)

6 Page 6 10 th August 2013 The floor system over the carparking garage and ancillary rooms in the basement level and the ceiling between the Active Learning room, associated storerooms and overlying Class 3 portions are to constructed to comply with relevant requirements of Specification 4.1. The floor system over the subfloor space does not have any fire rating requirements. SECTION D ACCESS AND EGRESS Clause D1 Provision for Escape The Architectural Plans for the proposed layout indicate that the relevant provisions for Part D have been considered in that Part D1.2 Number of Exits, Part D1.4 Exit Travel Distance, D1.6 Dimensions of exits and paths of travel to exits. It is recommended that a suitable table or be provided on the Construction Certificate plans so as to note the worst case distances from the Sole Occupancy units to exits and their alternate exit paths so as to comply with these requirements. Similarly from the basement rooms and carpark. Part D2 Construction of Exits Clause D2.3 Non-fire-isolated Stairway The proposed stairways to be constructed so as to comply with the relevant provisions of Part D2.3 Clause D2.8 Enclosure of space under stairs If the spaces below any non fire-isolated stairs are to be enclosed to make cupboards or then the construction to comply with Clause D2.8(b) Clauses D2.13 Goings and Risers, D2.14 Landings The configurations of the proposed stairs and landings to be constructed so as to comply with relevant provisions of Parts D2.13 and D2.14 Clauses D2.16 Balustrades or other barriers, D2.17 Handrails The configurations of the proposed handrails and balustrades for the stairs, landings, balconies and surrounding the internal voids to be constructed so as to comply with relevant provisions of Clauses D2.16 and D2.17 Clause D2.20 Swinging Doors The required exit doors throughout the building are to be installed so as to comply with Clause D2.20.

7 Page 7 10 th August 2013 Clause D2.21 Operation of Latch (Exit Doors) The latches and handles to the required exit doors to be installed to comply with Clause D2.21. Clause D2.23 Signage on Doors Relevant signs to be provided to all fire or smoke doors to be provided in accordance with the relevant provisions of Clause D2.23 Clause D2.24 Protection of openable windows Suitable protection to be provided to all openable windows to be provided in accordance with the relevant provisions of Clause D2.24 Part D3 Access for People with Disabilities Access for Disabled Persons to the areas of the building as determined under Part D3 to be provided, as an internal lift is provided, generally this is to the doorway of all sole occupancy units and to all common areas in the building that are at the same levels that the lift services. Details of thresholds and to be provided on the Construction Certificate Plans. Clause D3.2 Access to Buildings Disabled persons access is to be provided through the Portico entry and to the lift door as well as from the Basement Accessible parking space to the lift door which has access to the main entry area of the building. The main door and threshold from the portico and entry to be constructed as an Accessible entry. Such access to be provided in accordance with relevant provisions of Clause D3.2. Clause D3.5 Accessible Carparking Layout of Accessible carparking to be provided to Clause D3.5 and relevant Australian Standards AS1428. The Construction Certificate plans to indicate such layout. Clause D3.6 Signage Relevant signage to be provided throughout the building in accordance with the relevant requirements of Clause D3.6 and Australian Standard AS1428 Clause D3.8 Tactile Indicators Relevant type tactile indicators to be provided throughout the building in accordance with the relevant requirements of Clause D3.8 and Australian Standard AS1428.

8 Page 8 10 th August 2013 SECTION E SERVICES AND EQUIPMENT Part E1 Fire Fighting Equipment As part of the proposed construction of the building the following Fire Fighting Equipment is required to be provided. Clause E1.3 Fire Hydrants Fire Hydrants are to be provided to service the whole of the building in accordance with Clause E1.3 and relevant Australian Standards. Suitably Qualified Consultants are to provide suitable Reports for the installation of the Fire Hydrants, with the application for the Construction Certificate. Clause E1.4 Fire Hose Reels Fire Hose Reels are to be provided to service the whole of the building in accordance with Clause E1.4 and relevant Australian Standards. Suitably Qualified Consultants are to provide suitable Reports for the installation of the Fire Hose Reels, with the application for the Construction Certificate. Clause E1.6 Portable Fire Extinguishers Portable Fire Extinguishers are to be provided to service the building in accordance with Clause E1.6 and relevant Australian Standards. Part E2 Smoke Hazard Management Clause E2.2 General Requirements All relevant areas of the building to be provided with smoke detection, alarm systems, Occupants warning systems and a fire alarm monitoring system as required under Table E2.2a and Specification E2.2a with NSW variations taking precedence. Suitably Qualified Consultants are to provide suitable Reports for the location and installation of the Smoke Hazard Management Systems, with the application for the Construction Certificate. Part E3 Lift Installations The installation of the lift and all associated services to comply with the relevant requirements of Part E3 and Specification E3.1

9 Page 9 10 th August 2013 Part E4 Emergency Lighting, Exit Signs and Warning Systems. Clause E4.2 Emergency lighting requirements Emergency Lighting Systems to be provided to service the whole of the building in accordance with Clauses E4.2, E4.3 and E4.4 and relevant Australian Standards. Suitably Qualified Consultants are to provide suitable Reports for the location and installation of the Emergency Lighting, with the application for the Construction Certificate. Clause E4.2 Exit signs Exit signs to be provided to service the whole of the building in accordance with Clauses E4.5, E4.6 and E4.8 and relevant Australian Standards. Under the provisions of Clause E4.7 an exit sign is not required to the exit doors to each sole occupancy unit. Suitably Qualified Consultants are to provide suitable Reports for the location and installation of the Exit Signs, with the application for the Construction Certificate.

10 Page th August 2013 SECTION F HEALTH AND AMENITY Part F1 Damp and Weather proofing It is assumed that all relevant requirements of Part F1 will be provided during the construction of the building. Part F2 Sanitary and Other Facilities Clause F2.1 Table F2.1 Facilities in Class 3 and 9b Buildings The Architectural Plans for the proposed building indicate that the relevant number and type of Sanitary and Other Facilities have been proposed. Clause F2.4 Table F2.4 Accessible Sanitary Facilities The Architectural Plans for the proposed building indicate that the relevant Sanitary and Other Facilities have been proposed. Clause F2.5 Construction of sanitary compartments Floors and partitions for all sanitary compartments must comply with all relevant requirements of Clause F2.5 Clause F2.7 Microbial(Legionella)control Any hot water, warm water and cooling water system to be installed in accordance with the requirements of Clause F2.7 and relevant Australian Standards Part F3 Room Heights The Architectural Plans for the proposed building indicate that the relevant room heights for the type of use for the proposed rooms have been indicated, which appear to comply with the relevant requirements of Part F3 Part F4 Light and Ventilation The Architectural Plans for the proposed building indicate that the relevant light and ventilation components for the proposed rooms appear to comply with the relevant requirements of Part F3, I assume that suitable details will be provided on the Construction Certificate plans prior to approval. Generally the Bedrooms are to be provided with natural lighting by windows with glazed panels with an area of 10% of the floor area and the natural ventilation is provided with openable areas of 5% of the floor Area of the bedroom room they service. The plans indicate that the floor area of each 16 bed bedroom is 38 metres squared therefore the windows should have a total area of 3.8metres squared, by Calculation

11 Page th August 2013 the windows indicated on the plans have a total area of 3.3 metres squared, therefore the size of the windows to be increased accordingly. Note that the requirements for the other rooms apart from the bedrooms can be by Natural or Artificial for other rooms means so as to comply with Part F4, depending on the use of each space or room. Part F5 Sound Transmission and Insulation Clauses F5.2, F5.3, F5.4 and F5.5 All relevant provisions of Part F5 are to be complied with for the construction of the walls, doors and floors between the sole occupancy units and common walls, doors and floors to other areas of the building in accordance with the requirements of Clauses F5.2, F5.3, F5.4 and F5.5 and Specifications F5.2-2 and F Please note that the wall construction required to have a sound insulation rating to be of discontinuous construction. Clauses F5.6 and F5.7 All relevant provisions of Clauses F5.6 and F5.7 to be complied with.

12 Page th August 2013 SECTION G ANCILLARY PROVISIONS Part G2 Heating Appliances, Fireplaces, Chimneys and Flues. The proposed Fireplace, Hearth and Chimney to be installed in accordance with all relevant requirements of Part G2 and relevant Australian Standards. Part G5 Construction in Bushfire Prone Areas As the property for the proposed building is within a Designated Bushfire Prone Area a suitable Report and Certification for the proposal to be provided by a suitable Qualified Consultant in accordance with the requirements of AS SECTION H SPECIAL USE BUILDINGS Perusal of the Architectural Plans for the proposal indicate that Section H are not applicable to this development as the floor area of the Class 9b portion is less than 300m 2. SECTION I MAINTENANCE It is assumed that all relevant requirements of Part I1 and Part I2 will be provided during the construction of the building.

13 Page th August 2013 SECTION J ENERGY EFFICIENCY The proposed building being of Class 3 is required to comply with the relevant provisions of the Section J. CONDITIONED SPACE AND BUILDING ENVELOPE The Conditioned Space as defined in Part A1 of the Building Code of Australia for this building is the whole of the building above and including the ground floor, floor level, therefore the Building Envelope is the Upper Floor ceiling system, floor system of the Ground Floor rooms and all bounding walls to the Ground Floor and Upper Floor for the proposed Complex. Overall Recommendation Please note that the installation of all insulating materials and Energy Consumption components are to be carried out in accordance with the manufacturers specifications, relevant Australian Standard and the requirements of The Building Code of Australia. Part J1 Building Fabric Clause J1.3 Roof and Ceiling Construction Minimum Total R-Value as required in Table J1.3a (BCA) Specification J1.3 (BCA) Figure 2 (b) Total R-Value (Ventilated) R0.74 R3.2 Downwards Therefore required to provide extra insulation of R-Value R2.46 RECOMMENDATION That R0.5 Sisalation sheeting be provided under the roof tiles with R1.98 (minimum) insulation material on top of the ceiling linings.

14 Page th August 2013 Clause J1.4 Roof Lights Not applicable as there are no proposed skylights indicated on the plan. Clause J1.5 Walls Construction External Minimum Total R-Value as required in Table J1.5a (BCA) (a) Achieve a minimum Total R-Value of R mm Cavity Brick Construction Specification J1.4 (BCA) Figure 2 (b) Allow for 270mm brick wall only Total R-Value R0.51 Therefore required to provide extra insulation to wall construction of R-Value R2.29 RECOMMENDATION That R2.29 (minimum) insulation material be provided to the Cavity Brick walls. The use of such proprietary products to be submitted to and approved by the PCA prior to installation. Bearing in mind that the Firerating requirements for the external walls are to be complied with at all times.

15 Page th August 2013 Clause J1.6 Floor Construction Minimum Total R-Value as required in Table J1.6 (BCA) The following assumptions have been allowed for, the floor under the ground floor to be of suspended concrete without in slab heating or cooling and the subfloor space and garage space are taken as enclosed with ventilation of a maximum of 150% of the required subfloor ventilation. 150mm Concrete Slab over Garage and Basement rooms Achieve a minimum Total R-Value of R1.0 Specification J1.6 (BCA) Figure 2 (c) with Note No 3 allowance for internal space R R0.16 Total R-Value R mm Concrete Slab over Subfloor space Achieve a minimum Total R-Value of R1.0 Specification J1.6 (BCA) Figure 2 (c) with Note No 5 allowance for over ground with enclosed perimeter R R0.74 Total R-Value R1.0 RECOMMENDATION That R0.42 (minimum) Insulation Material be provided to the Suspended Concrete Slabs over the garages and basement rooms but no additional Insulation Material is required over the subfloor space. Bearing in mind that the Firerating and Sound Attenuation requirements for the floor system between the ground floor rooms and Garage are to be complied with at all times.

16 Page th August 2013 Part J2 External Glazing Please find attached Copy of Glazing Calculators, two of- for use with Clause J2.4, BCA. All Glazing Components to be aluminium framed with Single Glazing with a Total U-Value and SHGC values as stated on the Glazing Calculators. RECOMMENDATION All windows and glazed doors to be of aluminium framed glazed in accordance with notes on plan and provided with Shading Devices in accordance with details on plan. Part J3 Building Sealing RECOMMENDATION All relevant component to the external surfaces of the building to be sealed by the Manufacturers and Installers of such components in accordance with the requirements of Part J3 The external entry doors to be provided with self closing devices or an Air Lock in accordance with J3.4 (d) of the BCA. Part J5 Air-Conditioning and Ventilation System RECOMMENDATION That the Air Conditioning and Ventilation Systems be designed by a suitably qualified Mechanical Engineer and that suitable certification from manufacturer and installer of the Air Conditioning and Ventilation Systems be provided with the application for a Construction Certificate.

17 Page th August 2013 Part J6 Artificial Lighting and Power Clause J6.2 Artificial Lighting Please find attached Copy of Lighting Calculators Three of- for use with Clause J2.4, BCA. By Calculation the Aggregate Design Illumination Power Load for each area is Calculated by multiplying the area of each space by the Maximum Illumination Power Density in Table J2.6a. Illumination Power Density Adjustment Factors can be allowed for the use of Control Devices in accordance with Table J6.2b. The use of such Control Devices and their Adjustment Factors to be submitted to and approved by the PCA prior to installation. Clause J6.3 Interior Artificial Lighting and Power Control Artificial internal lighting, power control, internal decorative and display lighting of a building must comply with all relevant provisions of J6.3 and J6.4 of the BCA. Clause J6.5 Artificial lighting around the perimeter of the Building Artificial lighting around the perimeter of a building must comply with all relevant provisions of J6.5 of the BCA. Clause J6.6 Boiling water and chilled water storage units Power supply to the boiling water or chilled water storage unit must be provided with a time switch in accordance with Specification J6 of the BCA. RECOMMENDATION A lighting and power layout indicating all fittings and their ratings to be provided with the application for the Construction Certificate. That suitable certification from manufacturer and installer of the lighting and power systems be provided prior to issuance of Occupancy Certificate in that such does not exceed the above mentioned requirements.
