1 ISSUE 04 NOVEMBER 2011 SAN JOSE CONVENTION CENTER EXPANSION & RENOVATION MONTHLY PROGRESS REPORT Project Summary CONTENTS Project Summary Expansion & Renovation Update Central Utility Plant Update Schedule of Subcontractors Documents /Permit Summary Safety Update During November, the remaining MLK Library superstructure was completely demolished, leaving an unobstructed view through the site for the first time. The design continued to progress with receipt of comments to the CUP Permit Package, 70% Design Drawings and Foundations Permit Packages. A task order was submitted for procurement of shoring, deep foundations, fire protection and structural steel. Outreach meetings were held with the Small Business commission and ADA Advisory Board. DESIGN Several meetings took place among the Design Team, the City and Team San Jose to review specific components of the design, including floor boxes, technology and signage, among others. Several discussions took place regarding temporary treatment for the fountain. Weekly meetings with the City, Team San Jose and Hunt continue in order to discuss project progress, resolve issues and coordinate activities with the hotels and Convention Center events schedule. No major design packages were issued in November, however a few revisions were issued to supplement the previously issued sets. Bid Packages 5, 6, 7, 8, 10 and 14 were issued to prequalified subcontractors for procurement of elevators and escalators, fireproofing, framing and drywall, glazing systems and metals. CONSTRUCTION The superstructure was completely demolished and work toward the end of the month focused upon clearing the rubble in the

The following were presentations, meetings and tasks undertaken by the Design/Build Team in November: November 9-10 Coordination meetings held in San Jose with Hunt, Populous, J.S. Nolan, Charles Salter, Cini Little, Verde Design, Rutherford & Chekene, ACCO and Redwood City / Safir Rosetti. November 10 Hunt, Populous, HMC meeting with City of SJ regarding revisions to the ADA scope. Meeting included preparations for presentation to ADA Advisory Board on 11/14. November 10 Populous (Michael Lockwood) participated in a meeting for final selection of artists with other members of the Arts Board. November 14 HMC makes presentation regarding new and renovation scope to address accessibility concerns to local Accessibility Advisory Board. November 16 Issued addendum for steel and foundation work including adjustments for AT&T duct bank. November 16 Design presentations to Team San Jose, City of San Jose and stakeholders for interior design including finishes, signage and graphics, plaza design and expansion. In addition to progress on Construction Documents, other activities included: Issuance of a temporary landscaping solution for the empty fountain at the existing plaza Issued an acoustical report for the Central Utility Plant. Issued a SWPPP for the CUP Answered bidder s questions for various bid packages Participated in several coordination meetings and teleconferences regarding architectural lighting and ceiling design HMC provided review and documentation of existing ceiling conditions for renovation work Several coordination meetings regarding DAS, WiFi and LCD monitor locations were held Populous and R&C provided shoring advisory information Peer review of CUP and 70% MEP for the Expansion was provided by AEI

3 CENTRAL PLANT DESIGN The team received from various departments in the City of San Jose the 100% review comments on the Central Utility Plant construction documents and is in the process of clarifying issues and making minor revisions to the drawings. Long lead items were included in the recent construction Task Order planned for release next month. 6 SAFETY UPDATE Every individual who will access the site is required to attend a one-time Safety Orientation prior to arrival on-site and/or start of work. Upon completion of orientation, individuals will be badged and an orientation sticker will be placed on their hard hat. Visitors must check in, sign the project Hold Harmless Agreement and be escorted at all times by a designated person who has received Safety Orientation. There were no incidents during the month of November. First Alarm Security continues security coverage during off-hours. Hours of operation will be Monday-Thursday 7:00pm-7:00am. Friday coverage will start at 7:00pm until 7:00am Monday morning. Security will patrol the outside perimeter fence. CONTRACTORS ON-SITE 1. Cleveland Wrecking Company (CWC) 2. Redwood City Electric 3. ACCO Engineered Systems 4. Valley Crest (on-call) SAFETY FOCUS The Safety Focus for December is Personal Protective equipment. OSHA made a final ruling on employer-paid PPE. Employer shall pay for employee PPE, with the exceptions of a few pieces of PPE. Recent surveys have revealed a consistent noncompliance with OSHA requirements for use of PPE. One of the main reasons is lack of employer s enforcement of OSHA PPE regulations and employee stating the discomfort of wearing PPE. Employer should select PPE based on the protection level and comfort of employee. Example: Gloves that provide the protection level but does not fit the employee s hand will be a waste for hand protection. This survey found that workers will be more willing to wear PPE that is fashionable. This is a very true statement as it relates to safety eyewear. PPE that will adjust to fit the different body types is the best for ensuring employees compliance. Employers cannot use PPE as the first line of employee protection from work hazards. OSHA requires employers to first protect employees from workplace hazards through the use engineering out the hazards and developing safe work practices. OSHA standards and employer buying PPE and enforcing the use will not be a success until the employee take responsibility for employee safety. Source: ASSE Construction News letter
