Please review the responses and include them in your proposals. 1. Office and community buildings. Are they included in window retrofit bid at project? Can t find them on conrepro website plans? Community Building work has been included as ALLOWANCES in the various Bid Packages. Please see revised Bid Package Scope of Work and make sure they are included in your bids if they apply. 2. Who is responsible for Security screen removal and replacement? Security screen doors shall be removed by Bid Package 1 (Demolition and Lead Based Paint Abatement). 3. Which contractor is responsible for existing window demolition and board up prior to new window installation. Bid Package 1, Demo Contractor. 4. Bid Package 1 (Demolition and Lead Based Paint Abatement). However, it is expected that window contractor will work together with Bid Package 1, to install new windows concurrently with the removal of the existing windows. Both contractors are to coordinate and perform this work to eliminate security breaches to tenants. 5. Regarding kraft flashing over outside of window opening under furing for stucco. Is this part of framing contract or the window contract? This is where masonry wall exists with block frame window insert. Page 2 of 7

3 6. Bid Package 2 (Rough Carpentry) shall provide flashing, see item #6. 7. Painted trim and apron installed by window contactor. Who paints the trim? Bid Package 6, Painting. See Alternate Pricing. 8. Can we use alternate materials from the specified items? Alternate material may be used provided they meet Buy American requirement and they meet the requirements of the specified product(s). This will be determined during the submittal phase. 9. We do not have a specific color for the site walls? Site walls shall be painted to match color of one of the adjacent building base color. 10. I would like to know if the job walks for the Exterior Improvements projects were Mandatory. Please let me know. We did not attend, and I would like to know if I may still bid? Job walks were NOT MANDATORY. However, contractor is to provide a job site visit certification with the bid. (DO NOT DISTRUB UNIT TENANTS AND DO NOT ENTER ANY UNITS). 11. Does the Owner require Lead Certs. for our employees from the lowest responsive, responsible bidder (since state mandates that this will be a Lead Management or a Lead Abatement) project? Yes 12. Where are we to dispose of the "Lead" chips etc? Do you require a 55 Ga. Drum on-site and a manifest for the state? AQMD regulations require these documents to be filed with the state. Please advise. All work shall comply per the requirements of the project manual and any other AQMD requirements. 13. What is the Contract Duration for the phase of ea. bldg.? Do you require a formal schedule from each BP before start of work? Please advise. A bar chart schedule breakdown is included with this addendum. However, all awarded contractors are to provided detailed schedules of their work within guidelines of the durations furnished herewith, prior to start of any work. The Construction Manager will be responsible for managing and providing scheduling software services. 14. Are we allowed to store our material onsite in a secured storage container? It would be beneficial if ea. trade had a laydown yard so that we can mobilize more quickly and efficiently for job progress. Please Page 3 of 7

4 advise. Material storage on-site is negotiable per trade. As it stands now, the Housing Authority will not be providing storage for materials or allowing it anywhere on or within the project. Contractors are requested to transport their own needed materials to the site for that day and remove it at the end of each work day therefore, there is no overnight storage. If storage on-site is granted, be forewarned there is no security provided to safeguard it from theft or vandalism. The site and buildings are occupied and will continue to be so during construction. Therefore, this may not only be a security issue for the storage units but a safety issue for our tenants as well. 15. What is the Sq. Footage of ea. Unit and based on the exterior's. How many units on ea. site? Please advise. All this information is on the drawings but for quick reference we have 85 Units at, 75 Units at s and 50 Units at not including the Community Buildings. 16. In regards to the adendums, why do we need to pay for the items if we are already plan holders? Can they be posted on the HACSB webisite for clarifications purposes instead? Please confirm. Costs will not exceed $ for each project including all addenda. 17. Since these are prevailing wage projects are we to file certified payrolls monthly for billing purposes (before we are to invoice)? Yes, certified payrolls are to be submitted with your billings on a monthly basis. Additionally, each contractor will be trained to use the owner furnished LCP, Labor Compliance Program software system as part of their project requirements. 18..is the demo contractor responsible for removing the existing windows. See response to item # looking over the plans on the web site conrepro, I see no demolition or replacement of windows or reference to the community center or offices and maintenance bldgs. Are these bldgs included in the window bid? See response to item # I am preparing the Bid Package for the Exterior s Public Housing Complex, Project # PC437. In Addendum 1 Letter to Bidders Item #12 DVBE Requirements (Attached to bid forms), there are no forms nor any mention in the specifications regarding DVBE Requirements. What exactly are the DVBE Requirements for this project? There are no Page 4 of 7

5 DVBE requirements of contractors, please delete any reference in bid packages to these requirements. 21. Does the "NEW" Exterior Plaster System (Installed by the Plaster Contractor), get painted with Elastomeric Two Coat System as per detail 1 on Plan Pg. D1? Who is responsible to apply this material? The Plaster contractor or the Painting contractor? Please confirm. Exterior Plaster shall have an integral color coating to match the finish schedules. 22. PLANS STATE 3/8 EXTERIOR GRADE PLYWOOD AT EVES AND ½ PLYWOOD ON THE D PAGE. SHOULD THE PLYWOOD BE 3/8 RE- SAWN PLY? The plywood at eaves shall be ½ exterior grade ACX Plywood. 23. HILTI ANCHORS SPECIFIED ARE NOT AVAILABLE IN 6 INCH DEMINSIONS. THEY ARE AVAILABLE IN 5 ½ OR 7 INCH SIZES. WHICH SHOULD BE USED? Use 7 Hilti Anchors. 24. PLANS DO NOT INSTRUCT HOW 2X TRIM AROUND DOORS ARE TO BE ATTACHED. THE TRIM PIECES ARE TO BE PAINTED ARE THEY TO BE S4S OR RE-SAWN. ARE WE TO FILL IN HOLES IF ATTACHED USING ANCHORS? Use anchors and fill holes for others to paint. 25. WHO PROVIDES SHAPED 2X FOR STUCCO STOP, FRAMER OR STUCCO TRADE? NOT IN SCOPE OF WORK FOR EITHER. All wood products for plaster bid package shall be furnished by Rough Carpentry Bid Package # How many exterior paint colors are required for these projects? Trim, Body, Doors, Windows, etc. Please advise on a color chart. Color chart will be furnished to awarded contractor. 27. Do you want Obscure Glass for all bathroom windows. We don't see any note for it. It is recommended. Please clarify. Yes. 28. Project does not show the large window in the Window Schedule. It appears to be Window E in the elevation and Window F in the Window Type. Is this a 6' wide x 4' high window? Please clarify. Per drawings use window type F. 29. Regarding the 3 complex's. We hold a B, C-17, C-21, C-33, ASB and we are Lead HUD Certified, but we do not hold a HAZ. Is it allowed to list someone with a HAZ and still be able to bid on the projects? (Note our Page 5 of 7

6 advertise calls for HAZ and C-21) Yes, however, listed subcontractor must perform the work. 30. Is containment required for abatement work? (Please note that the units will be occupied by tenants during construction. If containment is required, can it be local to the area being worked, example interior and exterior side of the window being replaced) Yes on both 31. Will all projects run concurrent Yes, but separated by no more than one month apart. 32. How many sheets per plan set? Plans are available for review on Plan Well, see advertisements and ITB for further instructions. 33. Roofing, flashing for vent pipes, replacement? Yes, all roof flashings shall be replaced by Roof Bid Package. 34. Gable Roof, roof to wall interfaces. Presume to demo wood work? It is the intent that all wood subsurfaces behind existing roofing materials shall remain 35. Removing and Reinstall blinds or curtains? By Window contractors. 36. What to do for Satellite dishes attached to facia boards or on roof? Demo contractor to remove under Bid Package # Who will provide the restrooms at each site? Electrical power? Owner / Construction Manager 38. Will the 5-buildings be vacant or occupied when all these contractors are doing work? If occupied, what is the earliest start time and when must we finish for the day? All units will be occupied at all times. Working hours are 8:00 a.m. to 5:00 p.m. 39. Who will be responsible for opening the units up each day? If a unit cannot be accessed, who is responsible for the delay and cost in lost wages? Work will be scheduled and coordinated with tenants in advance and construction manager will be responsible for access of each unit. Page 6 of 7

7 40. Who is responsible for handling an irrate tenant on the job site? There will be at least one! Owner & Construction Manager will coordinate work with building manager based on an approved schedule. 41. My question is, after the bids have been awarded and it's time for scheduling, are the projects going to been scheduled to be done all at the same time or seperately? As in one after another? See answer above and see enclosed schedule as part of this Addendum # Tenants will be informed to remove all personal items that are within 5 feet of building before the start of construction. Personal items such as decorations, potted plants, Christmas Lights etc. 43. Temporary Power & Water The Housing Authority will be supplying onsite water and temporary power. Yes 44. How will Change Orders be processed? Contractor Mark-Up on Change Orders shall be as limited follows: 10% maximum Mark-Up for all labor, material and equipment; 1.5% maximum Mark-Up for bond cost; 1.0% maximum Mark-Up for Insurance cost; Total Mark-Up on all Change Orders shall be 12.5% maximum including overhead, profit, supervision, management, administrative cost for field and main contractor office; Subcontractor to Prime and 2 nd Tier- Subcontractors to Prime Contractor at total of 15% for all overhead, profit, bond (if required), insurance, supervision, management, administrative cost for field and main office. 45. Tub Access Panel - construction for a 14 x14 (between the stud bay) access panel for plumbing. 46. Rear entrance lights are to be salvaged and reinstalled.
