Any work item or contract provision not changed or modified will remain in full force and effect. The bid date and time and construction schedule remain the same. QUESTIONS AND RESPONSES Question No. 1: I m contacting you in reference to the STMGID Arrowcreek BPS Main project and I was trying to determine the installation method and underground depth of the 8,078 LF of DIP pipe being installed in the project? Response to Question No. 1: Conventional trench excavation, pipe installation and backfill techniques are envisioned. Burial depth is as presented on the Drawings. Question No. 2: How strict will the start date of May 9 th be? Is there any room to push the start date back a week or two? Response to Question No. 2: It is anticipated that the Notice to Proceed will be issued at the listed preconstruction meeting tentatively scheduled for 9 May There is no current plan to delay the Work. Question No. 3: Bid Items 4 and 5 in your bid book both have the identical description. Please explain the difference between the two items or correct one of the items to clearly show what your intention is. Response to Question No. 3 Item 4 quantities are for unrestrained pipe. This correction will be provided on the revised Bid Schedule. BIDDERS ARE INSTRUCTED TO REPLACE PAGE 4 OF THE BID SCHEDULE WITH ATTACHMENT A. Question No. 4 In our experience with past projects in the vicinity of this project s work area, we have encountered large rocks with the area. Normally TMWA has a Rock Excavation line item, but there is not one listed in the bid schedule for this project. Is it possible to add a Rock Excavation Line item to the Bid schedule? If not, are we to account for such rocks throughout the pipeline bid items? Response to Question No. 4: A line item for Rock Excavation has been added to the revised Bid Schedule. This line item will be used, in combination, with the definition for Rock Excavation provided

2 in Section 4.06A (1) of the General Conditions. Quantities provided on the Bid Schedule reflect one (1) cubic yard (CY) of rock excavation per lineal foot of trench for approximately fifty (50) percent of the proposed pipeline installation. BIDDERS ARE INSTRUCTED TO REPLACE PAGE 5 OF THE BID SCHEDULE WITH ATTACHMENT B. Question No. 5: The Geotechnical report that was provided included a number of boring logs but there are no test pit logs. Did you conduct any test pits to show the contactors what real trench conditions exist? If so, please provide the test pit logs. Response to Question No. 5: All information gathered during the Wood Rodgers field investigations is provided in the report. No additional information was obtained. Question No. 6: On page 6, it asks for a Business License Number. Can you please specify which Business License you would like? Is it a Nevada State Business License, Washoe County or City of Reno? Response to Question No. 6: Please include the State of Nevada Business License information. While it is not required at this time, TMWA would welcome receiving copies of the local jurisdictional business licenses associated with the location of the project. Question No. 7: On page 10, do you want our e-mod from 2013 & 2014? Seems like this is very old data. Response to Question No. 7: Bidders are requested to change/strike through the e-mod from 2013 and 2014 and replace it with 2016 and Question No. 8: On Page 13, it states the completed affidavit must be submitted with the bid in order for the response to be considered. Can we submit this form within 2 hours after the bid opening? Response to Question No. 8: Yes, as discussed previously, Nevada Revised Statute would dictate, and it does allow for the 2-hour after bid opening.
