Failure to do so may subject Bidder to disqualification. This Addendum forms a part of the Contract Documents and modifies them as follows: GENERAL 1. Refer to the attached Pre-Bid Conference agenda, sign-in forms and meeting minutes. 2. To schedule additional site visits at the Amtrak mechanical room, contact Bob Hasty at The deadline for questions is extended to Thursday, August 22, at 12pm. The deadline for the final addendum is Friday, August 23, at 12 pm. PROJECT MANUAL 1. Refer to revised list of Qualified Bidders for the correct phone number for The Pennington Group. 2. Section Summary and Preliminary Construction Schedule. a. Refer to Preliminary Construction Schedule attached. DRAWINGS Sheet A GENERAL NOTES #9: Omit text By Modular Building Supplier and replace with By General Contractor. Provide Typical Pressure Treated Wood Construction. Drawings shown for reference, all construction detailing by GC and shall meet all applicable codes and requirements for all agencies having Jurisdiction. 2. SPECIFICATIONS, Modular Building, Item 1. C Walls, Windows & Doors: Add the following additional text to note 1. Fire-retardant-treated wood framing complying with code shall be GA# 1786 ADDENDUM NO. 3 PAGE 1 of 2

Prequalified bidders were identified and the project team members were introduced. 2. Owner s comments (Mr. Oglesby) a. This project will be executed under the sales tax savings program. Please note the following: i. Every material that remains on site shall be taxed at a 10% rate. ii. Contractors will act as Agents for the City, per the Agency agreement contained in the project manual. Invoices should be made to the City of Birmingham in care of the General Contractor or Subcontractor. iii. Do not hold transmittals; send forms quickly so vendors can be paid accordingly. Processing takes roughly one week. iv. The project manual contains purchase orders and other forms, and well as additional information regarding the program. v. For assistance, contact Shirley Foy, City of Birmingham ( ). b. Be sure to notify Birmingham Construction Industry Authority (BCIA) of intent to bid immediately. c. The DBE participation target is 20% minimum per the bid documents. d. The Davis-Bacon Act will apply to this project. e. City projects require a certified payroll submitted to the City s Finance Department.

Mr. Aycock reviewed scope and phasing for Sites A, B and C as outlined in the bid documents. The following items were noted in addition to the overview: i. All three sites contain varying levels of regulated or contaminated soil. The project team recently learned the significant cost impact of hauling this material off-site. In order to mitigate this impact, the design team is considering excavating and hauling off non-contaminated soil from the contractor lay down yard on Site C and filling this area with regulated/contaminated soil from all three sites. In developing the solution, the team will consider the storm and electrical utilities that are currently planned in that area. Additional information, including subsurface data from a 2004 report, will be issued by addendum. b. Temporary bus station: Ms. Nolan provided an overview of the temporary bus facility on Site C. i. A modification will be issued by addendum that eliminates the east entry drive and widens the west entry drive. ii. Per the bid documents, the modular contractor is in charge of wood decks. iii. The temporary facility must be operational prior to demolition of the existing BJCTA station. iv. The modular layout was developed using Metro as a basis of design, with an understanding of the time-sensitive nature of procurement and use. v. Multiple salvage items are required per the bid documents, many for reuse at the temporary bus station. Additional items to be salvaged or removed from the premises by either the Owner or the Contractor will be issued via addendum. c. Amtrak temporary entrance/mechanical room (site tour): Work in Amtrak s mechanical room and adjacent corridor related to the temporary entrance will be issued by addendum. 4. Project Schedule days 5. Job Conditions a. Although the basic phases of the work are outlined, the sequencing for fencing, staging, storage of materials, etc. is left to the discretion of the Contractor. Amtrak and BJCTA (existing facility followed by temporary facility) will maintain public access throughout the duration of the project. Every effort must be made to ensure people accessing the sites are safe. Both operations run 7 days a week. Per Ms. August, the BJCTA has security on-site 24/7. b. Site access to Site A by Amtrak fueling trucks: it was confirmed during the walking tour that Amtrak no longer has trucks accessing Site A. c. Photo documentation of surrounding conditions, per bid documents, must be submitted to GA Studio digitally before construction begins. Professional photos are not required. d. Parking for construction crews will be the responsibility of the Contractor. Parking under the 19 th Street viaduct will be dedicated to Amtrak patrons. e. Fencing and barricades shown on documents must be purchased and in place for transfer to the Bid Package 2 General Contractor.

All permitting will be the responsibility of the Contractor; ADEM and other permitting processes have not been started. 6. Electronic Submittals a. Submittals and shop drawings must be provided in PDF format to help streamline the submittal process. GA Studio will work with the selected Contractor to determine the most efficient process (use of GA s FTP site or other). 7. Bid Schedule a. Location: City of Birmingham, Room 215 b. Time Tuesday, August 20, 2 pm (**updated in Addendum 2, post-meeting) 8. Questions can be submitted to Carrie Johnson at cjohnson@gastudio.com. The deadline for questions is Thursday, August 15, at 12pm. The deadline for the final addendum is Friday, August 16, at 12 pm. 9. Site tours were conducted at the BJCTA with L.A. Moss.
