1 VILLAGE OF DOWNERS GROVE REPORT FOR THE VILLAGE COUNCIL MEETING NOVEMBER 28, 2006 AGENDA ITEM SUBJECT: TYPE: SUBMITTED BY: Fire Station 2 Design Development Plans Resolution Ordinance Motion Discussion Only David Fieldman Deputy Village Manager SYNOPSIS A motion is requested to approve the design development plans for the new Fire Station 2. STRATEGIC PLAN ALIGNMENT The Five Year Plan and Goals for identified Top Quality Village Infrastructure and Facilities. A supporting objective of this goal is Improved Fire and Emergency Medical Services Delivery. FISCAL IMPACT The current cost estimate prepared based upon the schematic design plans indicates that the project costs will be within the established budget of $10.5 million. The details of the cost estimate will be further refined upon approval of the design development plans. RECOMMENDATION Approval on the December 5 consent agenda. BACKGROUND The design development plans contain more detailed information than the schematic design plans but are not enough detail for construction purposes. They include the site plan, preliminary engineering plans, landscape plan, the floor plan, furniture plan, elevations including exterior materials and interior building finishes of the proposed facility and architectural plans. These plans reflect the parameters of total square footage established in the space program approved by the Village Council on July 11, 2006 and the schematic design approved by the Village Council on September 19, The plans do not reflect the minor changes to be made based upon the final planned development ordinance conditions. These changes will be reflected in the construction drawings. 2 Parking 54 Off-Street Spaces 9 On-Street Spaces 63 Total Spaces Upon approval of the design development plans, the Fire Station 2 Design Team will continue with the design and construction of the station. Key next steps include: Preparation of Design Development Cost Estimate: The Owner s Representative will prepare a cost estimate based on the design development plans. This cost estimate will be presented to Council for consideration at a future date. Preparation of Construction Plans : Detailed construction drawings will be developed, and the Village Council will be asked to authorize the solicitation of competitive construction bids. The Council will additionally be asked to authorize the demolition of the existing Village owned residential homes on the proposed site, as well as the existing Fire Station 2. The Village Council must approve a construction contract as a final step prior to construction of the project. In order to meet the schedule for construction of the facility as proposed in the FY 2006 budget, staff recommends the Village seek construction bids for the project in early 2007 which will allow for the start of construction early in the 2007 construction season.
