1 SECTION QUALITY CONTROL SERVICES PART 1 - GENERAL 1.01 RELATED DOCUMENTS A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division-1 Specification Sections, apply to this Section SUMMARY A. This Section specifies administrative and procedural requirements for quality control services. B. Quality control services include inspections and tests and related actions including reports, performed by independent agencies, governing authorities, and the Contractor. They do not include Contract enforcement activities performed by the Architect. C. Requirements of this Section relate to customized fabrication and installation procedures, not production of standard products. D. Requirements for the Contractor to provide quality control services required by the Architect, Owner, or authorities having jurisdiction are not limited by provisions of this Section RESPONSIBILITIES A. General: Required inspection and testing services are intended to assist in determination of probable compliance of the work with requirements, but do not relieve the Contractor if responsibility for those compliances, or for general fulfillment of requirements of Contract Documents. Specified inspections and tests are not intended to limit Contractor's Quality Control Program. B. Contractor's Responsibilities: The Contractor shall provide testing/certification/inspection of material and performances as follows, unless otherwise indicated by individual sections of this manual. Testing and inspection shall be paid for via the allowance specified in Division-1 Section Allowances.

2 1. Types of Contractor Provided Testing: a. Design of concrete mixes and preliminary tests. b. Identification and test data on reinforcing steel. c. Identification and test data on structural steel. d. Field testing of mechanical piping and equipment verified by Architect s field representatives. e. Field testing of electrical wiring and equipment verified by Architect's field representative. f. Testing and balancing of HVAC equipment. g. Coordinating and scheduling tests with construction schedule. h. Furnishing samples for testing. i. Providing access, manpower, and transportation and storage facilities required by testing procedures. j. Retesting of failed material/performance tests as required below. k. Material certificates requested within individual sections to demonstrate product conformance with published characteristics. l. Other testing as may be required by individual sections of this manual. 2. Contractor shall make materials required for testing available and assist in acquiring these materials as directed by Architect or the Owner. 3. Any work required to be tested or inspected and covered up without prior notice or approval may be uncovered at the discretion of Architect. Cost of uncovering and repairing such Work shall be borne by the Contractor. 4. Contractor shall give sufficient advance notice for required testing or inspection or in the event of cancellation or time extension of any scheduled test or inspection. Any charges due to insufficient advance notice of cancellations or time extensions shall be paid for by the Contractor. 5. Inspections and tests required by building codes or ordinances, or plan review agencies, are the Contractor s responsibility, unless otherwise indicated in the Contract Documents. 6. The Contractor is responsible for retesting where results of required inspections, tests or similar services prove unsatisfactory and do not indicate compliance with Contract Document requirements, regardless of whether the original test was the

3 Contractor's responsibility.

4 D. Duties of the Testing Agency: The independent testing agency engaged to perform inspections, sampling and testing of materials and construction specified in individual Specification Sections shall cooperate with the Architect and Contractor in performance of its duties, and shall provide qualified personnel to perform required inspections and tests INSPECTION 1. The agency shall notify the Architect and Contractor promptly of irregularities or deficiencies observed in the Work during performance of its services. 2. The agency is not authorized to release, revoke, alter or enlarge requirements of the Contract Documents, or approve or accept any portion of the Work. 3. The agency shall not perform any duties of the Contractor. 4. Selection of the material required to be tested shall be by the laboratory or the Owner and not by the Contractor. 5. All reports of tests and inspections shall be signed by an Arizona state licensed Civil or Structural Engineer and the work shall be performed under his supervision. A. The Owner and the Architect shall at all times have access for the purpose of inspection to all parts of the Work and to the shops wherein the Work is in preparation, and the Contractor shall at all times maintain proper facilities and provide safe access for such inspection. 1. The Owner shall have the right to reject materials and workmanship which are defective, or to require their correction. Rejected workmanship shall be satisfactorily corrected and rejected materials shall be removed from the premises without charge to the Owner. If the Contractor does not correct such rejected Work within a reasonable time, fixed by written notice, the Owner may correct same and charge the expense to the Contractor. 2. Should it be considered necessary or advisable by the Owner at any time before final acceptance of the entire Work to make an examination of Work already completed by removing or tearing out the same, the Contractor shall on request promptly furnish all necessary facilities, labor

If such Work is found to be defective in any respect due to fault of the Contractor or his subcontractor, he shall defray all expenses of such examinations and of satisfactory reconstruction. If, however, such Work is found to meet the requirements of the Contract, the additional cost of labor and material necessarily involved in the examination and replacement shall be allowed the Contractor. 3. If Owner deems work not in conformance with documents, a stop work order may be issued until the cause for such order has been eliminated. A. The independent testing agency shall submit a certified written report of each inspection, test or similar service, to the Architect, in duplicate. Submit additional copies of each written report directly to the governing authority, when the authority so directs. 1. Report Data: Written reports of each inspection, test or similar service shall include, but not be limited to: a. Date of issue. b. Project title and number. c. Name, address and telephone number of testing agency. d. Dates and locations of samples and tests or inspections. e. Names of individuals making the inspection or test. f. Designation of the Work and test method. g. Identification of product and Specification Section. h. Complete inspection or test data. i. Test results and an interpretations of test results. j. Ambient conditions at the time of sample-taking and testing. k. Comments or professional opinion as to whether inspected or tested Work complies with Contract Document requirements. l. Name and signature of laboratory inspector. m. Recommendations on retesting. B. Test Reports: Materials shall be tested in accordance with the requirements of 1994 UBC and specification requirements. Include all tests, satisfactory and unsatisfactory, and samples taken but not tested. 1. Report Submittals: Furnish one (1) copy of all reports to the Architect, Owner, Structural, Mechanical, and Electrical Engineer. Furnish two (2) copies of all reports to General Contractor.

6 C. Verification of Test Reports: 1. Verification of Test Reports: Each testing agency shall submit a report verifying that all tests and inspections herein specified and otherwise required have been completed, and all material and workmanship complies with the Contract Documents. Such verification reports shall be submitted at the completion of the project and at any time the project is suspended. Parties to receive such reports are the same as listed above QUALITY ASSURANCE A. Qualification for Service Agencies: Inspection and testing service agencies, including independent testing laboratories, shall be pre-qualified as complying with "Recommended Requirements for Independent Laboratory Qualification" by the American Council of Independent Laboratories, and which specialize in the types of inspections and tests to be performed. 1. Each independent inspection and testing agency engaged on the Project shall be authorized by authorities having jurisdiction to operate in the State in which the Project is located. PART 2 - PRODUCTS Not Applicable PART 3 - EXECUTION 3.01 REPAIR AND PROTECTION A. General: Upon completion of inspection, testing, sample-taking and similar services, repair damaged construction and restore substrates and finishes to eliminate deficiencies, including deficiencies in visual qualities of exposed finishes. B. Protect construction exposed by or for quality control service activities, and protect repaired construction. C. Repair and protection is the Contractor's responsibility, regardless of the assignment of responsibility for inspection, testing or similar services.

7 3.02 REMOVAL OF MATERIALS A. Unless otherwise directed, materials not conforming to the requirements of Contract Documents shall be promptly removed from the job-site. **END OF SECTION**
