Include this signed and dated addendum to your proposal. 2 ADDENDUM NO. 01 To City of College Park RFP # REC ZP IMPROVEMENTS at ZUPP PARK BASEBALL COMPLEX Please note that questions below are written just as they were received. Q: In the invitation to bid you specify a 5% bid bond for the project, yet on the checklist you list a 10% bid bond. Which one are we to abide by? A: 5%. PLEASE SEE ATTACHED AMENDED BID DOCUMENT REQUIREMENTS & CHECKLIST which is made a part of this Addendum. Q: Also on the checklist you have P&P Bonds and proof of insurance listed, I can t imagine we are required to supply P&P bonds and COI before the bid opening? Are there other items on the checklist that should turned after the bid opening to the low bidder? Please advise. A: All bidders are required to submit proofs of insurance with their bids, as requested. Payment and Performance Bonds will be required of successful bidder and shall be produced by successful bidder before execution of contract. Q: Can you please forward referenced cad file for this project. A: There is no cad file for this project. Q: Are we removing the grass on the infield and replacing? If so we are looking at approximately an additional 9000ft2 per field or 2700ft2. A: Please see attached COMPLETE FIELD CONSTRUCTION sheet. Q: The packet indicates laser grading but if we laser grade the field it does not look like water will be able to drain outside of the fields without additional grading which would require removing the fence, grading, sodding and watering of the additional areas and then 2

If this is not done water could be trapped inside of the field because the area outside is higher than the field. A. Please see attached COMPLETE FIELD CONSTRUCTION sheet. Q: Is any work supposed to be done in the infield? Are they expecting us to add dirt and replace and re-set the bases? A. Please see attached COMPLETE FIELD CONSTRUCTION sheet. Q: The bid packet indicates amending with composted root zone. How many inches are they looking for us to bring in? What is the breakdown of the material? 85% USGA Sand/ 15% Erth Products? Does the owner have somewhere near the site where the excess sod and dirt should be taken or are we supposed to dispose of off site? A: Please see attached COMPLETE FIELD CONSTRUCTION sheet. Q: What maintenance period is required or does the field turn over immediately after sod installation? A: No maintenance period. Turns over at completion of job. Q: Under Topdressing are you looking for sanding all seems at installation or are you looking for ¼ topdressing of fields? A: Please see attached COMPLETE FIELD CONSTRUCTION sheet. Q: I understand that there are three meters on the site but it would be helpful to know gpm and pressure for design. 3

Q: What is the water source meter size? It was in a locked box at the pre-bid. A: Please see CLARIFICATIONS OF IRRIGATION attached. Q: What is the water pressure at the park? A: 60 psi. Q: Can the grade sheet be provided showing the percentage breakdown to the items listed on page 3 of the Bid Documents? A: No grade sheet showing percentage breakdown to the items listed on page 3 of the Bid Documents will be used. Q: What permits will be required for the contractor? A: A Builder s Permit for the Architect Design Plan for the overhead cover over the bleachers. Q: Is this bid considered a RFP?* A: Yes. It was mistakenly labeled a bid. Q: Is this bid considered Design-Build? A: No. 4

A: Please replace the QUOTE SHEET found in original bid document with BID SHEET attached to this Addendum. Q: Is the contract being awarded lump sum or unit price as determined by set quantities on the Bid Form? A: Unit price as determined by set quantities on the revised BID SHEET. Please see attached. Q: If the contractor is qualifying by 25% subcontract of dollar amount to Qualified Section 3 Business Concerns (page 47 of bid documents), is the 25% calculated on the dollar amount of the contractor-city contract or is it 25% of the dollar amount subcontracted? A: 25% of the city/contractor contract awarded to the subcontractor. Q: Can a list of Qualified Section 3 Businesses be provided? A: Fulton County CDBG Program Office does not maintain a list of qualified Section 3 businesses. However, we are giving contractors and sub the opportunity to qualify as Section 3 for this project with the SECTION 3 BUSINESS CONCERN SELF CERTIFICATION FORM and SECTION 3 RESIDENT CERTIFICATION FORM. Please see attached. Q: Can any Approved Equivalent s be provided? A: No. Q: Can a detail or picture be provided of the dugouts that the score booth and bleacher covers be provided? A: Zupp Park is located at 1622 Hawthorne Avenue, College Park, GA and is always accessible. 5

A: No. Q: Can a location, distance, and size of the RCP pipe and catch basins be located and provided on a survey? A: No. Any survey should be done by contractor. Q: Is HDPE an Approved Equal to RCP pipe? HDPE is available in smaller diameter that may be needed to address current issues. A: N/A - Q: What determines miscellaneous fence repairs and can a quantity be defined? A: Please see attached COMPLETE FIELD CONSTRUCTION SHEET. Q: Is the contractor to laser grade the fields and adjust to the grade to match the elevation of the existing fence or will the existing fence need to be removed and reinstalled to match the new laser graded elevation? A: Please see attached COMPLETE FIELD CONSTRUCTION SHEET. Q: Is there a specified root zone mix and thickness? A: Please see attached COMPLETE FIELD CONSTRUCTION SHEET. 6

Q: Where is the irrigation controller to be located and is there 120 VAC available at that location? 7

Q: Are there any erosion control requirements? A: Yes, silt fencing is required around construction site. CLARIFICATIONS REGARDING IRRIGATION: There is already a double backflow preventer installed, with cutoffs. The water pressure is 60 psi. There appears to be 2 supply line maybe 1 or 2 feet from the box (can t verify without excavation). The supply box is 75 feet away from the outfield fence of the larger field. There is one sidewalk to go under/through. Schedule 40 PVC is required throughout the entire system. MISCELLANEOUS CLARIFICATIONS: There are three (3) fields at Zupp Park. Zupp Park address: 1622 Hawthorne Avenue, College Park, GA Park is accessible anytime. Project is funded by CDBG and successful bidder must comply with Davis-Bacon Act and Section 3. Fulton Co. will monitor closely. 8

14 COMPLETE FIELD CONSTRUCTION The following items need to be included in the bid for the renovation of the 3 baseball fields at Zupp Park. The area to be disturbed is approximately 80,000 sq. ft. This project will require erosion control measures to avoid any run-off from the field construction. Existing Turf Eradication Stripping and removal of existing turf from site. Laser Grading This project will require laser grading the fields with a Machine Controlled Laser System to achieve proper drainage. Field # 1 infield will require a Cone Laser grading pattern, with the outfield sloping away from the infield to the outfield fence with a minimum of.75% slope. Field # 2 will require a Cone Laser grading pattern for the entire field with a minimum.75% slope. Field # 3 will drain from home plate to the outfield with a minimum.75% slope. Some grading outside of the fence line may be required to achieve drainage once outside of the field. Some fence line adjustment may be necessary also. Ground Preparation This project will require scarifying, and rock picking ground to achieve smooth, safe, playing surface, while providing better sod/soil contact. Soil Mix These fields will require a minimum 700 tons of an 80/20 sand soil mix. This 2 of material will be tilled into the existing profile. Certified 419 Bermuda Sod This project will require the contractor to furnish and install Certified 419 Big Roll Bermuda sod and remove netting. The sod will need to be over-seeded with a turf type perennial rye either before or after installation to achieve a playable surface by March 1. Irrigation A complete irrigation system will be required for each field. The system shall be a typical baseball field layout set up to accommodate future infield expansion. A single controller with a metal locking cabinet will be installed inside the concession stand. A wireless rain sensor will also be required. A water and power source will be provided by the city. Blended Infield Mix This project will require 25 tons of blended infield mix for the cutouts and home plate area. The pitchers mounds on all three fields will need to be re-built also. Unless otherwise stated all equipment, materials and supplies shall be furnished by the contractor. Since there are structures involved in this project, a general contractor s license may be required.
