1 Construction Method Statement Introduction. The project involves the construction of the new Apartment Extra Car Home for Grwp Cynefin in Pothmadog, Gwynedd, Wales. The programme and construction methodology for this contract have been developed from our understanding of the project during the pre-tender period, the expansion of our ideas during the tender stage and the examination of the site with our management team and selected specialist subcontractors. This method statement focuses on how we intend to set up, co-ordinate, manage and undertake the operations related to the construction of the new building, taking into account the constraints of the location and in consideration of matters discussed above. In order to detail the main considerations and explain our philosophy we have compiled our considerations and plan of action under the following headings: Working Within a Live Environment. Site Access, Site Compound & Deliveries. Distribution of Materials and Equipment. Noise & Dust. Security, Emergency Evacuation Procedures and Safety Provisions. Working Within a Live Environment We have a wealth of experience working in and adjacent to live environments which remain operational throughout the construction works. Whilst each site has individual restrictions and requirements the principles of safe working within or adjacent to occupied premises are similar and receive our full consideration. Prime considerations are safety, security and minimising disruption and we will undertake due diligence to address pedestrian and vehicle traffic management, noise, dust and pollution and the segregation of construction activities. We have enclosed our Site Logistics & Traffic Management Plan SL-01 to aid with this narrative. We will carefully consider the effect of our works on the surrounding roads, residents, school and businesses and seek to minimise any impact by the following means: An early meeting will be arranged to establish a clear communication method with a single point of contact with the client, with daily and weekly meetings held for both parties to plan and review the forthcoming activities and agree the best timing and methodology of the operations to be undertaken. The site manager will be contactable by telephone to discuss any issues which arise in addition to the weekly meetings. The Site Managers telephone number will be displayed at the entrance to the site. All neighbours affected by the project will be kept informed about the site activities and programme by letter and meeting. Roads and footpaths will be kept clean and unobstructed and the site manager will monitor this on a daily basis also ensuring existing signage and road names remain visible and the site access is clearly identified.

2 Formal notification of the week s activities will then be issued with a copy placed on the ongoing works notice board, along with displays for the public to view the proposed works. We will ensure that construction activities are segregated securely with a mixture of solid hoardings and 'Heras' style fencing. The site compound and cabins will be of secure construction and locked at night with security shutters on doors and windows. The conduct of Anwyl s operatives and subcontractors is of a high standard at all times with no radios, smoking or bad language. Full site inductions are undertaken which emphasise the importance of the company code of conduct including the wearing of appropriate PPE. Site personnel are required to sign in on arrival at the site compound and sign out when leaving and this is monitored by the site manager. Contractor parking will be limited to a few spaces within the site compound area, for the Anwyl site management. All other parking will be off site in one of the public paying car parks. The nearest car park being at the Railway Station on High Street. Under no circumstances will parking be permitted on any of the adjacent supermarket car parks. Discussions will be held with all subcontractors to encourage vehicle sharing to be arranged to reduce the number of vehicles in the local car parks. All site personnel including subcontractors will be made aware of the Site Logistics & Traffic Management Plan SL-01 to which their compliance is mandatory. Separate pedestrian routes will be provided where possible, which will be clearly signposted. Site Access, Parking & Deliveries. Due to the close proximity of the surrounding businesses & houses and because of the continuous movement of business staff and the general public, it is understood that careful consideration will need to be given to the movements of various types of materials and equipment during the demolition and construction works. All vehicles entering and exiting the site from this entrance will be administered by a fully trained banksman. Deliveries will be on a one in one out basis, with vehicles being held in the pre access waiting area until the delivery route is clear. We are currently investigating potential waiting areas and temporary parking local to the site. All vehicles entering and exiting site will follow the 5MPH speed limit and have their hazard lights on. Prior to deliveries being allowed onto site we will survey the existing route to ensure the existing surfaces or any underground services are not compromised. Where vehicles are required to deliver small tools and small materials to the site, they will be allowed into the site, to off load, but will then be directed off site to suitable parking areas nearby. To make the best use of the space available on site and to avoid blocking the High Street and A497, we will look towards 'just in time' deliveries for materials.

3 We will always maintain clear means of escape in the case of an emergency whilst the works is progressing. In addition, we will ensure that all existing access routes are cleaned periodically using road cleaning services to the access road and A497. Enabling Works Access Access to the site will be initially from the A487 and onto High Street to the east of the site. Vehicles will enter via the site access road which is shared with the police station, piano shop and medical centre. This access will be for the site set up, asbestos removal and demolition enabling works period only. However, we would seek to use the entrance for special occasional access subject to agreement with the relevant local authority representative. (See Site Logistics & Traffic Management Plan SL-01). All deliveries will be administered by a fully trained bankman who will ensuring that access to the above mentioned businesses is maintained at all times. Vehicles will enter and turn within the confines of the site. Operatives will access via High street and down the existing pavement of the access road to the pedestrian access gate. They will then follow the designated pedestrian access route and sign in at the site office, prior to entering and working on site. Main Works Access On completion of the enabling works we will commence the main construction works. The main access will then switch to being from the A497 (Penamser Road) via the newly formed temporary site entrance. The forming of the temporary site entrance will require temporary partial road & footpath closure of the A497 to allow the lowering of the kerbs and pavement and fencing alterations. The temporary entrance will be reinstated back to its original status on completion of the main construction works. Traffic lights, barriers and traffic management signage will be in place for the construction of the temporary entrance, but will be removed once it is formed. Operatives will access via the temporary access from the A497 (Penamser Road). They will follow the designated pedestrian access route and sign in at the site office, prior to entering and working on site. Site Compound The perimeter of the building will be fully enclosed using a mixture of 2.4m solid hoarding and Heras type fencing. We will erect a solid hoarding along the line of the existing medical centre, across the access road and adjacent to the existing school access route to the rear of the Tesco store. All other boundary locations will be protected by means of Heras type fencing. Site Compound Enabling Works Our site set up during the enabling works will consist of a self-contained welfare and office unit to facilitate the site set up, asbestos and demolition subcontractors working on site. The asbestos contractor will set up two areas for their decontamination units, one to the east elevation and one to the south elevation of the existing building. 40 yard skips will be used for the strip out and demolition works. It is envisaged that we will require 6No skips for these works. Tree Protections measures will be afforded to the existing trees indicated on the architectural drawings and tree survey contained within the tender documentation.

4 Site Compound Main Works Our site and compound area will be located to the south east of the site. The set up will consist of 1no site office, 2no canteens a male and female toilet block, meeting room and Clerk of Works office. The cabins will be stacked, however there will be no windows and doors facing the medical centre. We propose to utilise the existing power supply from the existing building as our temporary supply. Following our site visit we were notified that there is an existing water supply available on the site and further investigations will be required to locate and make use of this supply. We would look to utilise the existing drainage manhole (EXF2) nearby to connect into for our waste water from the site cabins. We propose to use a tower crane for the main construction works to offload and distribute materials around the site (See Site Logistics and Traffic Management Plan SL-01) Dedicated skips will be provided for all waste. Waste will be segregated at the local recycling centre, for example wood, metal and plasterboard. The skips will be located within the proposed site area. In addition to recycling the construction waste we will crush and re-use the concrete from the existing demolished building and use as fill material for the proposed works. We will look aim for 0% waste to landfill sites. All waste will be managed in line with Anwyl Construction Site Waste Management Plan. The requirement for deliveries & waste removal will be written into all subcontract and supplier s orders thus ensuring compliance with these site specific conditions. This situation will also be regularly monitored on site and if necessary appropriate action will be taken against persistent offenders. Distribution & Storage of Materials and Equipment. The majority of materials will be distributed using a mixture of tower crane and all terrain load all. Amongst other things, they will be used to erect the steelwork, precast floor units, metal decking and masonry along with other building Scaffolds will be used for the following construction activities: 1) External walls 2) Edge protection to steel frame & roofs 3) Internal walls Piling will by means of a precast driven piling method. Concrete for foundations, first and second floor slabs will be placed using concrete pumps. All plant and equipment used on the site will be store within the locked site compound area. Throughout the period of construction the site and its surrounding area will be kept clear and free from rubbish. Noise & Dust We acknowledge that there are various businesses and local residential buildings within the immediate vicinity of the site. With this in mind we will look to take measures to minimise the impact of noise on the surrounding occupants and the local environment. Quieter Equipment

5 Where possible we will look to source quiet equipment to reduce the noise transfer. In general, electronic powered equipment is quieter than diesel powered equipment and hydraulically powered equipment is quieter than pneumatic power. Modifying Existing Old Equipment Maintenance Where possible we will look to reduce the noise levels of existing construction equipment by fitting dampers and mufflers. We ensure all of our plant is regularly maintained in a good working order to help minimize the noise output. Close Liaison and Communication Close liaison and communication will be maintained at all times with the local businesses and residents who will be informed of all planned works by regular meetings, discussions and a rolling look ahead programme of works. Dust from the site will be mitigated by regularly damping down the work area and using road cleaning facilities periodically. Security, Emergency Evacuation Procedures and Safety Provisions. All personnel will receive an induction prior to entering site. This induction will cover all aspects of the health and safety rules applicable to the site and will cover emergency evacuation procedures. A perimeter intruder detection system (PID System) will be employed on site and be operational when the site is closed each evening. A dedicated area will be clearly identified as the assembly point for all site based personnel. A first aid point will be established within our site accommodation by one of our first aid qualified site staff. They will produce site specific procedures and details for the actions to be taken in an emergency and the local hospital s location (see Site Logistics Plan SL-01). Due to the close proximity of the existing buildings it is considered that a formal procedure in the case of a fire will need to be adopted. A fire Marshall will therefore be nominated from our site based management team to co-ordinate this procedure. The Fire Marshall will liaise with the local neighbours and businesses to ensure that, should a fire occur, then each party is immediately aware of it and can take appropriate action.
