1 PILING WORKS FOR PROPOSED NEW BUILDING OF IIT MADRAS RESEARCH PARK AT KANAGAM ROAD, TARAMANI, CHENNAI PRE MID MEETING DATE OF MEETING: DECISIONS MADE IN THE MEETING Note : These decisions will over ride the provisions of the tender documents and the BOQ. These will also form part of the agreement that shall be drawing with the successful bidder. No Reference Meeting Resolution Clause 5.1 Clause 5.1 Clause 5.1 Clause 3.0 Clause BOQ Soil investigation: The soil investigation report is available for downloading from IIT Madras Research Park website Socketing of Piles: Following was clarified in respect of socketing of Piles into rock strata. For 1000 dia piles - 3m into soft rock if hard rock not encountered. - Min of 1m into hard rock if hard rock encountered before 3m. For 600 dia piles - 2m into soft rock if hard rock not encountered. - Min of 0.6m into hard rock if hard rock encountered before 2m. Identification of Hard Rock strata: Identification of hard rock strata shall be established by the following methods - Comparing the samples of bore hole with that of soil investigation report. - Use of the steel rod as the depth of the bore is not much. - SPT Rigs to be deployed and Details of rigs: Contractor to deploy Rotary rigs only. Minimum of 4 nos. of rigs to be deployed. However the contractor should ensure the completion of minimum number of piles envisaged in the contract and also complete the work on the stipulated date. If additional rigs are needed to achieve these, the same have to be deployed at no extra cost. The details of the rotary rigs proposed to be used like brand, model, year of manufacture, etc should be submitted as part of tender documents. Bentonite: Bentonite shall be circulated to stabilize the bore hole. No dry pouring of concrete is allowed. Drilling in soft rock: Item for drilling in soft rock is included as a separate item in the revised BOQ. The revised BOQ can be downloaded from the web site of IITMRP.

No concrete batching plant is allowed at site. Concrete Mix Design: The RMC from suppliers approved by the PMC shall be used. The mix design provided by the RMC supplier shall be taken as the mix design for the work. The same shall be got verified by 7 days and 28 cube test results. Night working: It is preferable if work is carried out during day time. However if for any reason the work is to be carried out in the night the same can be permitted if necessary arrangements are made for night working. The noise levels, the dust levels etc should be within the limits prescribed by the statutory bodies and subject to prior approval of the PMC Working days are set as Monday to Saturday with Sunday being holiday. CMDA Approval: The CMDA approvals is processed in parallel Self Compacting Concrete: Self Compacting Concrete is not specified. The bore holes to be cleaned thoroughly before commencing concrete. Initial Load Test: Initial Load Test shall be conducted on pile outside the work area. Initial load test shall be done using static loads. Initial test shall be one for each diameter. Anchor piles may be used for loading the test piles Lateral Load Test and pile integrity test: A new item will be added in the BOQ for Lateral Load Test. The same shall be conducted as a routine load test on working piles. The number of pile integrity tests shall be about 5 for each diameter randomly chosen by PMC. In the modified BOQ provision has been kept for the test. Over Cast Concrete Overcast concrete of piles shall not be included in the measurement for payment. The cost of same may be added to the payable pile concrete. The height of overcast may be taken as 600 MM. Excavation for test piles: Excavation required for the test pile shall be within the scope of the Piling Contractor. No separate payment shall be made for excavation. Removal of Concrete of Test Piles: Removal of concrete of test piles shall be within the scope of the Piling Contractor. No separate payment shall be made for removal of concrete. Date of Start of work: The date of start of work shall be reckoned from 15 th days from the date of issue of LOI/ LOA/ Work order or from the date of handover of site whichever is later. The duration for completion of work shall be 115 days from date of start. The duration of completion includes all holidays and Sundays. The works include Boring in all type of strata, soft rock and hard

3 18 Clause GCC General Query 21 General Query 22 GCC Clause GCC Clause GCC Clause Contract data sheet GCC Clause 16.3 rock, placing casing pipe (Minimum depth 3.0 M), Cleaning the bore hole, placing the Reinforcement, Concreting up to overcast level, withdrawal of casing pipe, and Data Record Sign -Off. Works also includes all the Tests Viz. Initial Load Test, Routine Load Test, lateral load test, pile integrity test and sign-off. Contractor to commence Piling Production works without waiting for the initial testing of piles. Disposal of Drilling muck: Contractor to make their own arrangement for the disposal including obtaining approvals, if any from authorities concerned. Mobilization Advance recovery : Mobilization Advance shall be deducted from first 3 running bills in equal installments. However considering the quantum of work already carried out and that remaining to be done, the quantum of deduction may be increased so that the entire advance gets recovered within first 3 running bills. Site Clearance: IITMRP will clear the temporary structures and the wood from cut trees. Contractor to make own arrangement to clear the other debris, boulders, over burden, waste material etc Barricade around the Site: IITMRP will install and maintain the temporary barricade for the full duration of the contract. Contractor to ensure that no damages are caused to the barricade. Taxes: - Service tax shall be a separate line item - Works contract tax and all other taxes including labour welfare cess etc shall be included in the quoted rate and no reimbursement shall be made. Quantity Variations: Quantity variation is limited to + or 30% of the quantities mentioned in the BOQ. Escalation Payments: There shall be no escalation to the accepted BOQ rates. Interim Payments: Interim Payment schedule shall be as follows Day 1 - Submission of bill by contractor Day 5 - Adhoc certification by PMC Day 20 - Payment by the Employer Balance Payment Day 1 - Submission of bill by contractor Day 15 - Certification by PMC Day 30 - Payment by the employer Advance against materials at site : Advance against security of material brought to site will be considered. This will be restricted to steel reinforcement only. 90% of the assessed cost considering the market rate and the quoted rate of the material shall be paid. As and when the material is consumed the advance shall be deducted. Contractor to make adequate storage arrangement and watch and ward for the material.

4 27 BOQ 28 RFQ Clause 6 Empty boring Filling of empty boring can be filled with ordinary earth instead of sand. Experience in Piling works: Bidder must have completed Piling Works as a Principal Executing Agency with following conditions. - The works must not have been subcontracted to other contractors - The works must be similar piling works viz. Bored Cast-in Situ Piles using Rotary Rigs - The works must have been done preferably in Chennai. - In respect of projects wherein piling was part of the construction work, the quantum of piling work alone should be of an average Rs. 20 Crore per year in the last 3 years (Rs 60 Crores in 3 years). If piling work was part of a project, the quantum of piling work alone should be got certified along the necessary documentary proof like final bill, copy of agreement etc. Evaluation of the tenders: The evaluation will be done with 1 stage 3 envelope system 29 RFQ Clause 5 Envelope 1 to have EMD and cost of the tender document for the specified amounts in the specified format. Envelope 1 shall be opened first. If the EMD is not for the specified amount and not in the specified format, the next 2 envelopes will not be opened. Envelope 2 of the bidders who have submitted the cost of documents and the EMD for the correct amount and in the acceptable format shall be opened on Envelope 2 Qualification. This will be opened and evaluated considering the data furnished by the bidder. Based on the evaluation of the bid, a list of bidders whose price bids can be opened shall be drawn and all concerned will be informed about the date and time of opening the Financial bid. Envelope 3 Financial Bid. This will be opened in the presence of the bidders or their authorized representatives who may be present on the date and time notified.

If a milestone is not achieved, amount shall be withheld for not achieving the same. In the event of achieving a cumulative milestone at a subsequent date, the entire with held amount will be released. 2. If the work is completed within the stipulated period all the money withheld for not achieving the milestones shall be released. 3. If the work is not completed within the stipulated time, the withheld money shall be adjusted towards compensation that may be levied for not completing the work within the stipulated time. Loads on Piles: The loads specified loads are working loads. The factor of safety for testing shall be decided separately. Date of submission of the Bids: There is no change in the date of submission of the bids. The bids have to be submitted by 15 th May Compensation for delay in completion of work: The compensation shall remain as 2% per week as specified in the documents, computed on per day basis, subjected to a maximum of 10% of the contract value RMC supplier and Steel supplier: The name of the proposed RMC supplier shall be got approved from the PMC. In case of steel the same may be procured from the main steel plant or from Re rollers who are authorized by the main producers. The name of the re rollers shall be got approved from PMC. Mobilization and Demobilization: Mobilization / Demobilization shall be included in the rates. There shall not be any separate item for these.

6 37 General Query 38 GCC Clause GCC Clause General Bonus for early completion : There shall be no provision for bonus for early completion Electricity and Water: Contractor to make their own arrangement for Construction power and water Temporary access road: Temporary access roads to site from the existing roads are to be made by the contractor Site Cleaning The existing temporary building and the trees that come in the foot print of the proposed buildings shall be removed by IITMRP. Other general cleaning of the site including removal of waste materials that may be lying may be shall be removed by the piling contractor.
