1 March 2, 2018 To: Cured-In-Place Pipe (CIPP) Relining Contractors RE: CITY OF GRAND FORKS REQUEST FOR QUOTE FOR CIPP RELINING CONTRACTORS 1.0 INTRODUCTION The City of Grand Forks is requesting quotes to reline the sanitary sewer pipes listed in Table 1. The liner shall be smooth, hard and strong and have a chemically inert interior surface that closely follows the contours of the host pipe. Length of Pipe (m) Number of Services Optional Work 1 Sunshine Way A/C No 2 Back lane between (9 th and 10 th Street and Immediately South of the Crowsnest Highway) Vit Clay No 3 3 rd Street (from 75 th Ave to Market Ave) A/C Yes 1.1 APPLICABLE STANDARDS The relining, testing and inspection is to be completed according to the latest version of the following standards: ASTM D Standard Specification for Cured-In-Place Thermosetting Resin Sewer Pipe ASTM F Standard Practice for Rehabilitation of Existing Pipelines and Conduits by the Inversion and Curing of a Resin-Impregnated Tube, ASTM F Standard Practice for Rehabilitation of Existing Pipelines and Conduits by Pulled-in-Place Installation of Cured-in-Place Thermosetting Resin Pipe (CIPP) Additional material testing standards that will apply are as follows: ASTM D Standard Test Methods for Flexural Properties of Unreinforced and Reinforced Plastics,

2 2.0 SCOPE OF WORK AND SCHEDULE The work required by the project shall consist of furnishing all labour, equipment, materials, supervision, and performing all work necessary to rehabilitate the gravity sewer pipes identified in Table 1. The work shall consist of, but not necessarily be limited to, performing the following work tasks: Design CIPP lining according to the above noted ASTM standards Sewer line cleaning Sewage flow control and bypass Undertake point repairs as necessary by trenchless methods Cured-in-place-pipe rehabilitation Suitable finishing at the inlet/outlet manholes to provide a neat finish (see Fit/Finish section) Site clean up The Work must be completed by June 29, 2018 but preference will be given to Contractors that are able to complete the Work by May 15, The cost difference, if any, for expediting the Work to occur earlier must be identified in the Quote. 2.1 LOCATION OF WORK Refer to Table 1 and the attachments. 2.2 THE TUBE The Tube shall be supplied according to the above noted ASTM standards. The Tube shall consist of one or more layers of flexible, needled felt or an equivalent woven and/or non-woven material capable of carrying resin, withstanding installation pressures and curing temperatures, and compatible with the resin system used. Seams in the Tube shall be stronger than the non-seamed material. The wet out Tube shall have a uniform thickness that when compressed at installation pressures will meet or exceed the Design thickness and shall be sized so that when installed will tightly fit the internal circumference and length of the original pipe (dimensions to be confirmed by the Contractor). Allowance should be made for circumferential stretching during installation. Overlapped layers of material in longitudinal seams that cause lumps in the final product shall not be utilized. The outside layer of the Tube (before wet out) shall be coated with an impermeable, flexible membrane that will contain the resin and facilitate monitoring of resin saturation during the resin impregnation (wet out) procedure. The Tube shall be homogeneous across the entire wall thickness containing no intermediate or encapsulated elastomeric layers. No material shall be included in the Tube that may cause delamination in the cured CIPP. No dry or unsaturated layers shall be evident. The wall colour of the interior pipe surface of CIPP after installation shall be a light reflective color so that a clear detailed examination with closed circuit television inspection equipment may be made. The outside of the Tube shall be marked for distance at regular intervals along its entire length, not to exceed 2 metres. Such markings shall include the Manufacturers name or identifying symbol. No cuts, tears or abrasions shall occur during handling. The City may inspect the Tube before it is placed into the host pipe.

3 2.3 RESIN/CATALYST The resin system shall be a corrosion resistant polyester, vinyl ester, or epoxy and catalyst system that when properly cured within the tube composite meets the requirements of ASTM F1216 and ASTM F1743. The resin shall not contain fillers or additives, except those required for viscosity control, fire retardant, modulus enhancement, chemical resistance, or extension of pot life. Thixotropic agents that will not interfere with visual inspection may be added for viscosity control. Resins may contain pigments, dyes, or colors that do not interfere with the cured-in-place-pipe or its required structural properties. 3.0 DESIGN CRITERIA Design criteria are defined in Table 2. The CIPP design shall assume no bonding to the original pipe wall. Live load ratings are based on the American Association of State Highway and Transportation Officials (AASHTO) code. Live Load H20 (AASHTO) Structural Design Requirement Full Structural Replacement Factor of Safety 2 Design Life 50 years 3.1 MECHANICAL PROPERTIES The installed cured-in-place-pipe shall meet the following minimum requirements: Flexural Strength (ASTM D790) 31 MPa (4,500 psi) Flexural Modulus (ASTM D790) 1724 MPa (250,000 psi) Heat Distortion Temperature 70 C Final pipe smoothness to be equal to or better than a Manning friction coefficient of n=0.01. If this is not achievable include finished friction coefficient with submittal. 4.0 SITE WORK 4.1 SITE PREPARATION The City will locate and designate all available manhole access points for the work, and provide rights of access on public property for the work. If a street must be closed to traffic the Contractor must communicate that need to the City no less than 2 working days prior to the construction. Road closure should be kept to a minimum, only as necessary to facilitate the handling and installation of the tube and to allow sewage diversion. The City shall undertake the actions necessary to divert traffic for the mutually agreed time period at no cost to the Contractor. The City will also provide free access to water hydrants for cleaning, inversion and other work items requiring water. All connections to hydrants must be made via the City supplied backflow prevention device.

4 4.2 NOTIFICATIONS and SERVICE INTERRUPTIONS The Contractor shall hand deliver notices at least 48 hours in advance of interrupting services to any homes and advise the same home owners when service has been restored. In no case, shall services be interrupted for more than one 8 hour period. 4.3 SEWAGE DIVERSION The Contractor will be responsible for diverting sewage flows from the manholes during the duration of the gravity main rehabilitation. Protection of individual service connections from flooding and backing up is to be of upmost priority. The Contractor is wholly responsible for protecting private property, public property and the environment resulting during the work. 4.4 CLEANING It shall be the responsibility of the Contractor to remove all debris that is located within the sewer pipe and dispose of the debris in accordance with all applicable laws and regulations. 4.5 SPOT REPAIRS The Contractor will flush all the sections of gravity sewer main, cut out roots obstructing the pipe and prepare a CCTV video prior to beginning the work. The Contractor shall be responsible for reviewing the CCTV report and identify any conditions which may prevent proper installation of the CIPP. If the pre-inspection video reveals an obstruction, such as a dropped joint or a collapse that will inhibit the installation process, then the City must be immediately contacted for review. The repair of such an obstruction shall be the responsibility of the City. 4.6 MATERIAL SAMPLING AND TESTING Sampling - The Contractor shall prepare at least two (2) CIPP samples from the project. Samples shall be prepared/collected in accordance with ASTM D-5813 and ASTM F1216 or ASTM F-1743 as appropriate. 4.7 POST INSTALLATION CLOSED CIRCUIT TELEVISION (CCTV) INSPECTION AND PHOTOGRAPHS After the CIPP work is complete, the Contractor shall provide the City with a video and still photographs showing condition of the liner. The video must show the entire length of the CIPP including the fit and finish at each manhole and service connection. Four photographs (invert, obvert, right springline, and left springline) are to be supplied for each connection between a length of CIPP and manhole barrel. The photographs must clearly show the fit and finish between the CIPP and the manhole barrel.

5 5.0 QUOTE SUBMITTALS Quotes provided are to include: 1) Firm all-inclusive turnkey price for the Cured-In-Place pipe relining of the pipe (including breakout of each optional relining section cost and excluding cost of material testing), 2) Price for material testing, 3) Cost for expediting work to occur in 2017 (if applicable), and, 4) Construction schedule with a breakdown for site preparation/setup, duration of sewage diversion, CIPP installation, commissioning and site cleanup and demobilization.
