Sheet No. 10, Revised quantity for Pavement Marking (Temporary) 4 Broken (8.0 ) (Type I) PRE-BID MEETING MINUTES: The minutes of the pre-bid meeting held are included with this Addendum. This Addendum No. 1 to KTA Contract #6028 is hereby made part of the Contract Documents to the same extent as if contained in the original Contract Documents. Each bidder shall acknowledge receipt of this Addendum in the space provided below and shall include this Addendum as part of the Proposal. 2 KTA Contract 6028 Addendum No. 1 Special Instructions & Information KANSAS TURNPIKE AUTHORITY SPECIAL PROVISION TO THE STANDARD SPECIFICATIONS EDITION OF 2015 SPECIAL INSTRUCTIONS & INFORMATION KTA CONTRACT NO PROJECT DESCRIPTION: This work will consist of mill and Superpave overlay on KTA (I-35) from milepost 13.0 to milepost 26.8, including approaches to southern terminal at milepost 16.5, Wellington interchange at milepost 19.0, Belle Plain service area ramps at milepost 26.0 and all other work shown in the plans. 2.0 GENERAL: The construction administration, inspection, payment, and typical procedures will be handled by KTA. The quality assurance testing for this project will be performed by a qualified lab hired by KTA. There shall be a pavement smoothness requirement on this project. 3.0 MILLING: The equipment used for the majority of the milling work shall be able to cut up to 12-6 wide in one pass. No traffic will be permitted on the milled surface. The Contractor shall employ all necessary care and precaution when milling approaches to bridges, to avoid damage to the concrete wearing surface of the bridge. The Engineer shall have the sole discretion to determine if any damage occurs that warrants repair or corrective action. Milled material from this project shall become the property of the Contractor except for 7,000 tons which will remain the property of the KTA and shall be delivered and stockpiled at the location designated in the Plans. 4.0 HOT MIX ASPHALT REQUIREMENTS: The Contractor shall construct the mainline and interchange portions of this project using a spray paver with a minimum capacity of 2,000 gallons on board storage for the EBL. The paver shall be able to target a given shot rate at all speeds. The contractor shall have the ability to load the EBL without stopping the paving operation. EBL quantities were estimated using 0.20 gals/ s.y. on un-milled surfaces and 0.25 gals/s.y. on milled surfaces. The inside shoulders for this project are approximately 9 in width and taper in at bridge ends and emergency median turnarounds. The outside shoulders for this project are approximately 10 in width and also taper in at bridge ends. Because of this the mainline shoulders can be paved with a conventional paver and sprayed with a SS-1HP tack coat. SS-1HP is estimated for this contract at 0.12 gals/ sq. yd. Page 11 of 23

3 KTA Contract 6028 Addendum No. 1 Special Instructions & Information RAP may be obtained from the milling on this project and used in the shoulder mix. Additional information regarding the job mix specifications for recycled asphalt pavement are included in this contract. 5.0 TRAFFIC RESTRICTIONS: No overnight or weekend lane drops will be allowed unless approved by the Engineer. No work on the roadway shall be allowed after 12:00 PM on Friday, July 1, 2016, until Tuesday, July 5, 2016, at 7:00 AM. No work on the roadway shall be allowed after 12:00 PM on Friday, September 2, 2016, until Tuesday, September 6, 2015, at 7:00 AM. 4.0 TRAFFIC CONTROL: The Contractor shall submit a traffic control plan to the Engineer for approval one week prior to construction for the work at the Wellington interchange and the Belle Plain service area. The speed limit through the construction zone may be reduced to 65mph. Each operation of work, milling, asphalt, and pavement markings, shall have its own separate traffic control. This means each operation will have separate arrow boards, signs. The Contractor shall use conical delineators on this project for all traffic control delineation. The Contractor will be allowed no more than five (5) miles of construction zone requiring a lane closure in any one direction of travel. In no case shall a lane be closed in one direction for more than five (5) miles. The Contractor shall place and remove temporary (Type I) 4 white marking tape (8 ) and 4 dotted extension lines. Placement shall be coordinated with the Engineer such that the temporary tape will not interfere with the painting of permanent striping by KTA. Permanent striping will be performed by KTA after surfacing items are completed and prior to placing rock edge wedge and rumble strips. The Contractor shall be responsible for covering all permanently mounted speed limit signs throughout the length of the project, in both directions and any that fall within the limits of traffic control signing in which they may come in conflict. The Contractor shall remove the coverings when all conflicting construction operations are completed. The number of all signs, channelizers, arrow boards, and all other devices needed for traffic control on this contract are dependent on the contractors phasing and number of simultaneous operations. The Lump sum bid shall include all necessary materials and effort for traffic control to complete this project. 5.0 PROSECUTION AND PROGRESS: The Contractor is reminded that completion of this contract shall be administered on both a Calendar Date completion basis and by Calendar Days completion basis. Particular attention should be given to Section 108, Prosecution and Progress, of these Special Provisions. 6.0 RESTRICTIONS REGARDING WORK ON SUNDAYS, HOLIDAYS, AND DAYS SURROUNDING HOLIDAYS: Work which will require inspection by the Engineer or the Engineer s representative(s) shall not be permitted on Sundays, on days designated as Holidays by the Authority, or on Saturdays immediately following a Friday holiday, or on Saturdays immediately preceding a Monday holiday. 7 KTA CONTRACT # 6028 MM 13.0 to MM 26.8 Mill & Overlay Pre-Bid Meeting Minutes April 1, 2016 Introduction: For attendance see attached sheets. KTA will administer this project on a daily basis. Contractor will be required to perform QC. KTA will hire an independent lab to perform the QA. Project Prosecution & Progress: This contract will be administered on a Calendar Date and Calendar Days basis. Earliest start date is June 6, Final completion date is September 30, Calendar days to complete project is 80. KTA will stripe the project prior to rumble strip milling and rock edge wedge placement. Contractor will coordinate with KTA for this work and time has been included in the schedule for striping. The Contractor will be required to provide a lab and make it available to the QA tester per KDOT specification. Mobile Plant Site: A plant site is available on the SW quadrant of the KTA/US-160 junction. KTA will perform minor cleaning of the site. All other improvements to the site and access point to US-160 will be the responsibility of the Contractor and shall be temporary in that the site will need to be restored to the condition prior to the project. Millings for RAP: A milling sample from the project has been obtained by KTA and tested by KDOT. Results are available on the KTA website. A second milling sample from the project millings pile from last summer (MM 27 to MM 50.8) has been taken to KDOT and those results will be shared when available. Anyone desiring a milling sample for mix design purposes is welcome to sample from the milling pile from last summer s project at SB MM 35

8 Job Mix Specification: The Job Mix Specification is a Superpave specification, but maintains the KTA s traditional reduction in rock absorption and natural sand limitation. KTA allows screenings and manufactured sand from the same run as a passing CS-1 aggregate without additional absorption testing. An effective asphalt requirement is included and the gradation is coarser. RAP may be used in the shoulder mix from 0% to 30% and must be screened on a 1-1/2 screen before entering the plant. A RAP gator/grizzly with a 1-1/2 setting is also acceptable. Smoothness Specification: Similar to previous KTA smoothness specifications. Bonus and penalty will apply to mainline only. Corrective action will be required per the specification. Profilograph requires calibration prior to use on project. Addendum #1: The amount of millings retained by KTA will be limited to 7000 Tons all other millings will be retained by the Contractor. Delivery location remains the same and Contractor is responsible for building the stockpile. The quantity of temporary stripe has changed. Other Items: Contractor responsible for building a neat stockpile of millings retained by KTA. Fire gates at MM 13 are available to the contractor with proper traffic control. Contractor responsible for temporary tape removal. Rumble strips may be laid out off of mainline stripe. KTA s QA testing firm will need access to Contractor s lab per KDOT specification. No separate field lab will be required. Based on the plan phasing, the project will need shoulder drop signs until shoulders are place. Alternate phasing proposed by the Contractor will need to be approved by KTA.

9 All lanes shall be open at the end of each day. High speed profilograh is acceptable. Temporary dotted extension and supplemental channelizers for the Belle Plain service area accel/decel and gore areas are required. Everything is paved with a spray paver except the 8-10 mainline shoulders. The contractor can remove & reset or work around the delineators while placing the rock edge wedge.
