I. Q. No. 22 of of General Manager [Engg.] - II, WB HIDCO. Sealed quotations are hereby invited by the General Manager (Engg.) II, WBHIDCO from the registered, bonafide, reliable and resourceful Consulting Engineering Firms having sufficient experience in planning, designing, preparing BOQ, working drawing, along with Street lighting drawings for Proposed work of 2 nd Bridge over Kestopur Canal including approach viaduct and road work connecting Link Road at Salt Lake end and Street No of Newtown, Kolkata. Quotation papers are to be dropped in the Quotation / Tender Box kept in the office of the General Manager (Engg.) II, WB HIDCO and will be opened by him or his authorized representative on the scheduled day in presence of the quotationers or their authorized representative. Bidders should attend the bid accordingly. Intending/quotationers must declare in his/their application if there is any other firm/firms in which he/they are partner/director and have common identical interest failing which the quotation will be cancelled. Intending quotationers are to apply for participating in the quotation with valid I. T., P. T. & VAT certificate. INSTRUCTIONS TO BIDDERS :- The bidders are requested to visit the site and attend the Pre-bid meeting prior to submitting their offer. The proposed work site is on the way from Balaka Abasan towards Salt lake Sector-V across Kestopur Canal at the Mashisbathan. One alignment drawing with special notes have been enclosed as initial layout drawing. The objective of this proposed Bridge is to connect the Southern MAR (Street No. 2222) of Newtown and Link Road towards NDITA (Sector-V, Salt Lake) One alignment drawing has been enclosed showing the location and proposed functional section of the flyover. The selected agency i.e., the Consultant, will have to do the necessary detail consultancy for the proposed 2 nd Bridge over Kestopur Canal and it s approach viaduct including approach roads. As such the agency will do soil investigation, preparation of General Arrangement Drawing (GAD) based on initial layout drawing for approval of HIDCO authority. After obtaining approval of GAD the agency will prepare all detail design and drawing as well as detail estimate for the total work of flyover. The Consultant will have to get the drawing vetted or approved from Proof Consultant. The Proof Consultant will be from Civil Engineering Department of a reputed institution like IIT(KGP) / IIEST(Howrah) / JU and fees thereof will be borne by them. 01. Name of Work :- Consultancy Services for the Construction of 2 nd Bridge over Kestopur Canal including approach viaduct and road work connecting Link Road at Salt Lake end and Street No of Newtown, Kolkata. 02. Schedule of Services to be rendered by the consulting agency :- The Consultant (i.e., the successful bidder) shall, after taking instructions from the Client, render the following services : Page 1 of 5

2 i) Site inspection, Soil testing and Submission of GAD Preparation and submission of GAD for its approval from HIDCO authority. Necessary soil investigation is to be done by the Consultant. Copy of soil test report is to be submitted to WBHIDCO. ii) Submission of detail estimate for inviting Tender for construction work After finalization of GAD, the Consultant will submit detail estimate for the complete work of proposed bridge & viaduct and approach roads. The estimate will be based on the current PWD Schedule of Rates, if, any rate is not available in the PWD Schedule then market rate analysis is to be done. The necessary rate analysis will have to be submitted along with the detail estimate for proposed work of construction. iii) Detail working drawings The Consultant will prepare all necessary design and drawing for foundation, sub-structure, super structure of the Bridge and approach viaduct. All necessary design and drawing for approach slab, retaining wall, railing or crash barrier, street lighting, road kerbs etc. iv) The Consultant will make periodic site visit Such periodic site visit will be done as per the requirement of site work at different phases of construction. v) Vetting Necessary vetting of all design and drawings from reputed institution like IIT(KGP) / IIEST(Howrah) / JU will have to be done by the Consultant. Engagement of such Proof Consultant will be done by the Consultant and the necessary fees thereof will also be borne by them. 03. Terms & Condition :- i) Statutory deduction towards Sales Tax, Income Tax, VAT etc. will be deducted as will be applicable in the instant case. ii) The selected bidder (i.e., the consultant) will have to enter into an agreement of contract in prescribed format of WB HIDCO on Stamp Paper (Rupees 100). iii) Financial offer for consultancy fee will have to be quoted for this job in ANNEXURE A. iv) The stage of payments will be as mentioned in the ANNEXURE A. v) The minutes of the Pre-Bid Discussion will become a part of the Agreement. vi) The quoted fees in lump will be inclusive of all taxes. Only the Service Tax, if paid by the agency, will be reimbursed separately by WBHIDCO on submission of claim supported by challans by the consultant / agency. vii) The Consultant will prepare GAD based on the enclosed alignment drawing and detail field survey. Two number drawings enclosed with this N.I.Q. out of which one is for alignment drawing and the other is for location map. viii) All the drawings, sketch, BOQ, Estimate etc. shall have to be submitted in both hard and soft copy. ix) Copy of all structural design calculations or analysis (if any) should also be Page 2 of 5

3 submitted in hard copy. x) Detailed estimate shall have to be submitted with the supporting sketches along with detail quantities and analysis of rates. xi) The consultant shall supply to the Client, up to six sets of each drawings and BOQ / Estimate in triplicate at different stages both in hard and one soft copy, without any separate cost or fees. xii) The consultant shall not make any deviations, alterations or omissions from the approved drawings, without prior consent of the Client. xiii) The agreement for this consultancy job will remain alive and effective till the completion of construction work. xiv) Separate tender for construction work will be invited after getting final GAD and detail Estimate from the Consultant. xv) The Consultant will have to supply all approved drawings well in time so that the progress of the construction work does not hamper. 04. The quotationers will quote their rates inclusive of all taxes in the quotation paper as enclosed in ANNEXURE A. 05. (i) Last date of receiving application from the intending quotationers along with all requisite papers as mentioned earlier and application money (non-refundable) of amount Rs. 500/- (Rupees five hundred) only in the form of DD/Banker s Cheque in favour of WBHIDCO Ltd. payable at Kolkata. : up to 4:30 P.M. The bidder must submit their credential papers on completion of similar works preferably within last 3 (three) financial year. The bidders will also submit the list of technical personnel in their organization along with year of experience and qualifications. (ii) Permission to applicants : at 4:00 P.M. (iii) Issuance of Quotation papers to the qualified applicants :- From 11:00 A.M. on and up to 2:00 P.M. on (iv) Pre-Bid Discussion : at 12:00 Noon. (v) Last date & time for receiving Quotation i.e., Offer : up to 2:00 P.M. (vi) Opening date & time of Quotations : at 3:00 P.M. 06. 4 ANNEXURE A Schedule for probable items & quantities for the work of Consultancy Services for the Construction of 2 nd Bridge over Kesopur Canal including approach viaduct and road work connecting Link Road at Salt Lake end and Street No of Newtown, Kolkata. Design and drawing for retaining wall, approach slab, street lighting, railing or crash barrier, road cross section drawing showing different layers of road and all other ancillary items for the completion of total Bridge work. Charges for proof Consultant from reputed institution like IIT(KGP) / IIEST(Howrah) / JU. Charges for periodic site inspection by the Consultant as per the site requirement at various stages of the construction. Rate to be quoted inclusive of all taxes (in Rs.) 5 Mode of Payment :- Against Sl. No. 01. : On finalization of GAD 100% of the accepted rate of this item. Against Sl. No. 02. : 70% on submission. 30% on acceptance. Against Sl. No. 03. (A) i) Foundation : 30% after completion. ii) Sub-Structure : 30% after completion. iii) Super-Structure : 40% after completion. Against Sl. No. 03. (B) : 50% on receipt of approved drawing for road work and retaining wall and approach slab. : 50% on receipt of approved drawings for balance items. Against Sl. No. 04. : 40% on submission to Proof Consultant for vetting. 60% on receipt of vetted documents. Against Sl. No. 05. : 30% on completion of foundation. 40% on completion of substructure. 40% on completion of superstructure. NOTE :- The payment shall be based on progress of works as stated above. Maximum of 95% (ninety five percent) payment shall be made on achieving 100% (hundred percent) of each item of works as classified above in percentage payments at different stages. Balance 5% (five percent) payment shall be made on completion of the whole project and on carrying out modifications, if any and on submission of as-built drawing successfully. If no component of the works as stated is executed by the selected bidder, for whatsoever reason, no payment shall be made.
