2 WELCOME TO THE NEW DUKE ENERGY STANDARDS MANUAL. THIS MANUAL IS BEING INTRODUCED IN SECTIONS IN AN EFFORT TO MANAGE THE AMOUNT OF MATERIAL (MANUAL SHEETS) BEING DELIVERED AND IMPLEMENTED IN THE FIELD AT ONE TIME. THIS IS A MULTI-YEAR PROCESS WHICH BEGAN IN 5 AND WILL CONTINUE THROUGH AND 7. THESE STANDARDS SPECIFY HOW THE DUKE ENERGY DISTRIBUTION SYSTEM IS TO BE CONSTRUCTED IN EACH DUKE ENERGY JURISDICTION. THESE STANDARDS SHALL BE USED ON ALL NEW CONSTRUCTION. THIS INCLUDES RELOCATION PROJECTS, RECONDUCTORING PROJECTS, AND OTHER TARGETED IMPROVEMENT PROJECTS. WHERE FEASIBLE AND PRACTICAL, THESE STANDARDS SHOULD ALSO BE USED ON EXISTING FACILITIES WHEN INSTALLING NEW EQUIPMENT OR REPLACING EXISTING EQUIPMENT. GOOD ENGINEERING AND ECONOMIC JUDGMENT MUST BE APPLIED. LOCAL DESIGN ENGINEERING SHALL INDICATE THE SCOPE AND EXTENT OF WORK TO BE COMPLETED ON EACH WORK REQUEST. IF ASSISTANCE IS NEEDED BEYOND LOCAL ENGINEERING AND DESIGN, PLEASE CONTACT DISTRIBUTION STANDARDS. CONSTRUCTION QUALITY AUDIT SCORES WILL BE BASED ON REASONABLE APPLICATION OF THE STANDARDS SHOWN IN THIS MANUAL. FOR STANDARDS RELATED NEEDS NOT YET COVERED IN THE ENTERPRISE WIDE STANDARDS MANUALS, INDIVIDUALS SHOULD DEFAULT TO THEIR LEGACY MANUALS. // WHITE WHITE ADCOCK INTRODUCTION.-

3 THE NATIONAL ELECTRIC SAFETY CODE (NESC) MANDATES THE BASIC STRENGTHS AND CLEARANCES REQUIRED FOR DISTRIBUTION LINES. DUKE ENERGY CONSTRUCTION SPECIFICATIONS ARE DESIGNED TO MEET THE REQUIREMENTS OF THE NESC WHEN FOLLOWED AS SPECIFIED. DEVIATION FROM THESE SPECIFICATIONS MUST BE EVALUATED BY QUALIFIED PERSONNEL TO ENSURE THE DEVIATION DOES NOT CREATE A NESC VIOLATION. GRADE OF CONSTRUCTION THE NESC DEFINES THE GRADE OF CONSTRUCTION THAT SHALL BE USED. GRADE C IS REQUIRED FOR MOST DUKE ENERGY DISTRIBUTION LINES. UNLESS SPECIFICALLY NOTED, THESE DUKE ENERGY CONSTRUCTION SPECIFICATIONS MEET THE REQUIREMENTS OF GRADE C. GRADE B IS REQUIRED IN SPECIAL LOCATIONS AS DEFINED BY THE NESC LIKE RAILROAD CROSSINGS, LIMITED ACCESS HIGHWAY CROSSINGS, AND NAVIGABLE WATERWAY CROSSINGS. WHEN GRADE B LINES ARE REQUIRED, POLEFOREMAN SHOULD BE USED TO ANALYZE THE STRENGTH OF POLES, CROSSARMS, BRACKETS, INSULATORS, GUYS AND ANCHORS FOR COMPLIANCE. LOADING DISTRICTS THE NESC DEFINES THE LOADING REQUIREMENTS THAT SHALL BE MET BY DISTRIBUTION LINES AND STRUCTURES. COMBINED ICE AND WIND DISTRICT LOADING DUKE ENERGY SERVICE TERRITORY IN THE US LIES IN THREE COMBINED ICE AND WIND LOADING DISTRICTS. SEE MAP ON DWG..-.. FLORIDA LIES IN THE LIGHT LOADING DISTRICT. THE CAROLINAS, KENTUCKY AND OHIO AREAS OF DUKE ENERGY LIE IN THE MEDIUM LOADING DISTRICT. STRUCTURE, STRUCTURE MEMBERS AND LINES MUST POSSESS SUFFICENT STRENGTH TO WITHSTAND A 4 LB/FT (APPROXIMATELY 4 MPH) WIND AT 5 F WITH THE LINES COVERED WITH /4" RADIAL THICKNESS OF ICE.. INDIANA LIES IN THE HEAVY LOADING DISTRICT. STRUCTURE, STRUCTURE MEMBERS AND LINES MUST POSSESS SUFFICIENT STRENGTH TO WITHSTAND A 4 LB/FT (APPROXIMATELY 4 MPH) WIND AT F WITH THE LINES COVERED WITH /" RADIAL THICKNESS OF ICE. 4 EXTREME WIND CONDITIONS IF A STRUCTURE, WIRES OR ANY SUPPORTED FACILITY EXCEEDS FT. ABOVE GROUND, THEN THE STRUCTURE AND SUPPORTS MUST BE DESIGNED TO MEET THE REQUIREMENTS OF EXTREME WIND LOADING. THIS IS IN ADDITION TO THE REQUIREMENTS OF COMBINED ICE AND WIND DISTRICT LOADING. THE EXTREME WIND MAPS ON DWGS..-4 AND.- SHOW THE WIND SPEED TO BE USED FOR THIS DETERMINATION. THE POLEFOREMAN PROGRAM IS THE COMPANY'S STANDARD FOR STRUCTURE DESIGN TO ENSURE COMPLIANCE WITH THIS RULE. IN ADDITION TO THE FT. RULE, THERE MAY BE TIMES WHEN EXTREME WIND LOADING REQUIREMENTS WILL BE APPLIED TO ALL STRUCTURES OF A CIRCUIT OR AREA REGARDLESS OF HEIGHT. PQR&I SHALL IDENTIFY CIRCUIT OR LOCATIONS WHERE EXTREME WIND LOADING SHALL BE APPLIED IN ADDITION TO THE FT. RULE. 9 POLEFOREMAN POLEFOREMAN IS A COMPUTER PROGRAM WRITTEN BY POWER LINE TECHNOLOGY INC. ITS FUNCTION IS CLASSING POLES, CALCULATING GUY WIRE TENSIONS AND PERFORMING JOINT USE ANALYSIS TO HELP ASSURE COMPLIANCE WITH A COMPANY'S STANDARDS AND THE NATIONAL ELECTRICAL SAFETY CODE (NESC). DUKE ENERGY HAS ADOPTED THIS PROGRAM AS ITS STANDARD TOOL FOR THIS PURPOSE. THE STANDARDS DEPARTMENT HAS CREATED AND MAINTAINS TEMPLATES FOR USE IN THE PROGRAM. A TEMPLATE REPRESENTS A BASIC SPECIFICATION WITH THE RELATIVE CONDUCTOR AND GUY LOCATIONS PRESET. THE USER MUST PROVIDE SPAN LENGTHS, GUY LEADS, EQUIPMENT CHARACTERISTICS, AND ANY ADDITIONAL CONDUCTORS OR ATTACHMENTS. THE PROGRAM UTILIZES THIS INFORMATION AND ACCURATELY CALCULATES THE MECHANICAL LOADING ON THE POLE AND GUYS BASED ON THE LOADING REQUIREMENTS OF SECTION 5 OF THE NESC. IT THEN COMPARES THE LOADS TO THE ANSI STANDARD CAPABILITIES OF THE POLES AND GUYS TO ASSURE COMPLIANCE WITH THE STRENGTH REQUIREMENTS OF SECTION OF THE NESC. 14 STANDARD PROCEDURES BULLETIN GENERAL INFORMATION MAINLINE CABLE: TRANSFER OF ALL CATV AND TELCO FACILITIES IS ALLOWED WHEN DUKE ENERGY AND SPECIFIC CATV AND TELEPHONE COMPANIES HAVE SIGNED A TRANSFER AGREEMENT. THIS AGREEMENT ALLOWS DUKE ENERGY TO TRANSFER ALL POLE ATTACHMENTS IN THE FOLLOWING CATEGORIES: TANGENT (STRAIGHT-LINE) CONSTRUCTION, SMALL ANGLES (DUKE ENERGY WILL NOT REMOVE OR INSTALL ANCHORS), AND DEAD-END CONSTRUCTION. ADDITIONALLY, DUKE ENERGY CAN ATTACH FOREIGN FACILITIES TO NEW POLES SET IN AN EXISTING LINE. THESE FACILITIES USUALLY CONSIST OF A /4" STRANDED MESSENGER WITH ONE OR MORE COAXIAL OR COPPER STRANDED CABLES LASHED TO THE STRAND, THE BOLTS AND CLAMPS SECURING THE CABLES TO THE POLE, AND A BONDING ATTACHMENT IF PRESENT. EXISTING TRANSFER AGREEMENTS ALL CATV COMPANIES TELEPHONE COMPANIES WINDSTREAM ALLTEL WINDSTREAM CONCORD FARMERS NORTH STATE SANDHILL FRONTIER NO TRANSFER AGREEMENTS NCDOT AND SCDOT CITY OF RALEIGH TELEPHONE COMPANIES BARNARDSVILLE AT&T HORRY RANDOLPH CENTURYLINK STAR SERVICE DROPS: SERVICE DROPS ARE ALSO TRANSFERABLE. CARE MUST BE TAKEN TO ENSURE THE DROPS ARE NOT PULLED TOO TIGHT. MOST CATV AND TELEPHONE COMPANIES DO NOT SPLICE THEIR SERVICE DROPS. BONDING AND GUYING: ALL EXISTING FOREIGN BONDING GROUNDS WILL BE TRANSFERRED. DUKE ENERGY WILL FURNISH THE # BC TO INSTALL A BONDING GROUND ON FOREIGN CABLES WHEN A NEW IN-LINE POLE IS SET. MANY CATV COMPANIES INSTALL AUXILIARY GROUNDING CONDUCTORS FOR THEIR POWER SUPPLIES. THESE "NON-TYPICAL" GROUNDING CONDUCTORS WILL NOT BE TRANSFERRED. FOREIGN SPAN GUYS AND DOWN GUYS WILL BE TRANSFERRED AS NECESSARY. DUKE ENERGY WILL NOT RELOCATE ANCHORS. THE TRANSFER SHOULD NOT BE ATTEMPTED IF THE NEW POLE LOCATION WOULD REQUIRE THE ANCHOR TO BE RELOCATED. DO NOT SPLICE DOWN GUYS. INSTALL NEW GUY STRAND WHEN NECESSARY. CABLE HANDLING TECHNIQUES - MAINLINE CABLES. CATV AND TELCO MAINLINE CABLES SHOULD BE HANDLED BY THE STRAND ONLY. DO NOT ALLOW THE CABLE TO REST DIRECTLY ON A BOLT OR THE LINE TRUCK BUCKET. A ROPE SLING SHOULD BE USED TO RAISE AND LOWER THE MESSENGER AND MAINLINE CABLE.. AVOID KINKING AND DENTING OF CATV COAX. THESE CABLES ARE EASILY DAMAGED. THE ALUMINUM SHEATH BECOMES BRITTLE OVER TIME, A SMALL DENT OR FRACTURE WILL CAUSE THE HIGH FREQUENCY TV SIGNAL TO DEGRADE DRASTICALLY.. AVOID ALL LEAD-SHEATHED CABLES. (USUALLY BELONG TO TELEPHONE COMPANY) THESE CABLES ARE PRESSURIZED, AND THE LEAD SHEATH IS EASILY PUNCTURED. 4. USE THE LASHING WIRE CATCH-OFF TOOL WHEN HANDLING LASHING WIRE. MOST TELEPHONE COMPANIES PROHIBIT THE USE OF ELECTRICAL TAPE FOR THE PURPOSE OF SECURING THE LASHING WIRE. THE LASHING WIRE IS UNDER TENSION, SO IT MUST BE BY A LASHING WIRE GRIP BEFORE LOOSENING THE LASHING WIRE CLAMP. CABLE HANDLING TECHNIQUES - SERVICE DROPS. DO NOT SAG DROPS TOO TIGHT. THE TERMINALS OF CATV AND TELEPHONE EQUIPMENT CANNOT WITHSTAND MUCH TENSION AND WILL BREAK EASILY. GENERALLY, IF THERE IS NOT ENOUGH SLACK TO FORM A DRIP LOOP, THE DROP IS TOO TIGHT OR TOO SHORT.. DRIP LOOPS MUST BE FORMED AT THE TAKE-OFF POLE AND AT LIFT POLES. JOINT USE CLEARANCES.
