This inform announces the extension of the effective date for CAN/CSA-C22.2 No , and the extension of the grandfathering dates for Certified Information and Communication Technology (ICT) equipments. Background and Rationale: See Attachment 1 for details. Major Revisions: Information on the effective and grandfathering dates for the affected product classes from Information Technology and Electrical Business Equipment No 11 have been updated in this inform to reflect these new changes. 2 ATTACHMENT 1 Background and Rationale: 1) Definitions: EFFECTIVE DATE: The date on or after which a CSA standard can be used for certification of products covered under the product scope of the standard. EXPIRY DATE: The date on or after which a CSA standard expires and can no longer be used for certification of products following this date. GRANDFATHERING DATE: The period in which a CSA certified product could continue to be manufactured without major safety changes. The date indicated is the last date of production. A product change requiring retesting is considered to be a major safety change. 2) Backgrounds on change of effective dates: Note: CAN/CSA-C22.2 No , No Third Edition, and No are Canadian/US Bi-National Standards, and national standards of Canada. These standards were prepared by the CSA Subcommittee on the 950 and series standards and approved by the Technical Committee on Consumer and Commercial Products. a) Change to the CSA EXPIRY DATE: When CAN/CSA-C22.2 No was published on April 1, 2003, the expiry date for CAN/CSA-C22.2 No was set to be April 1, As a result of the EU setting an expiry date of July 1, 2006 for EN 60950:1999 (corresponding to CAN/CSA-C22.2 No ), CSA has requested and received support from the Bi-National Working Group and the CSA Subcommittee to use the same date as the EU to avoid confusion for the industry. CSA is pleased to announce that manufacturers can continue to use CSA to evaluate products until June 30, On and after July 1, 2006, evaluation of all new products and alternative constructions shall be in accordance with CAN/CSA C22.2 No b) Change to the File Review Process: The CSA subcommittee, the Bi-National working group and industry have also asked CSA to change our file review process to be in-line with UL s file review process for ICT products. This file review process allows previously certified products to be listed indefinitely after the expiry date, or until safety-critical changes are made. CSA has looked into this and agreed to revise our file review process based on the following rationale: 1) The major driving forces for the development of various versions of CSA standards are harmonization with IEC standards, and adaptation of new IEC requirements to address new technology and/or product features. 2) Many ICT products have a short life span, or may undergo frequent design changes for improvements or to incorporate new technology product features; these changes will lead to product re-evaluation and/or re-testing to the latest CSA ICT standards. 3) Product evaluation and testing under the CB Scheme will continue to require the application of the latest applicable IEC standards, and National Deviations (e.g. the latest IEC-based CSA standards). 3 This file review change affects the grandfathering periods for products already CSA certified under the standards CAN/CSA-C22.2 No. 950-M89, No , No , No. 234-M90, No. 225-M90 and No , or the requirements of Electrical Bulletin 1402C. These grandfathering periods are extended indefinitely or until further notice as described in the following sections and in the summary chart on page 8. The suitability of this new file review process will be reassessed every two years. Should CSA become aware of any safety related changes in the standards or safety concerns from the field, CSA will inform the industry that reevaluation of the affected products or product features will be required. 3) Direction: The CSA Certification Notice INFORMATION TECHNOLOGY AND ELECTRICAL BUSINESS EQUIPMENT NO. 11 is supplemented by this CSA Certification Inform INFORMATION TECHNOLOGY AND ELECTRICAL BUSINESS EQUIPMENT NO. 14. The technical requirement is the same as in the previous Certification Notice except the following: a) The expiry date for CSA is extended from April 1, 2005 to July 1, 2006, b) The Grandfathering dates for CAN/CSA-C22.2 No. 950-M89, No , No , No. 234-M90, No. 225-M90 and No , and Electrical Bulletin 1402C, are extended indefinitely or until further These changes require no further actions for clients with products already approved to the above-mentioned CSA standards.
