1 ASBESTOS AND LEAD PAINT INSPECTION REPORT for the former HENRY SILER SCHOOL 502 WEST THIRD STREET SILER CITY, NC March 2012 prepared by Herrick Engineering, Inc. 526 Lochness Lane Cary, NC (919) The original construction for this currently vacant single story slab-on-grade school building was in A classroom was added to the northwest corner of the original structure in 1944 and the addition was extended in 1959 with the construction of a cafeteria and kitchen. In the 1970s the use of the building was changed from K-12 education to Community College education. A boiler upgrade included the removal of asbestos thermal insulation from the steam system. The asbestos floor tile and mastic in the Cafeteria were removed at this same time. In 1997 there was an interior upgrade of the Lounge area during which there was no need for asbestos abetment. Chatham County has acquired the building and plans to renovate it. There is a recognized potential for encountering asbestos-containing building materials and lead paint during these renovations. Herrick Engineering was retained to perform an inspection for asbestos and lead paint that would need to be considerations during this renovation. The inspection was to be consistent with the requirements of EPA, OSHA and the State of North Carolina.

2 Asbestos and Lead Paint Inspection Report Henry Siler School Certification of Project Participants The inspection was conducted and samples were collected on March 22, 2012 by Mr. Robert A. Herrick. Mr. Herrick is licensed as an Asbestos Inspector by the State of North Carolina. He holds license number 10572, with an expiration date of 12/12. He has completed the training for Lead Inspector and Lead Risk Assessor at the University of Cincinnati. The asbestos and lead paint samples were analyzed by EMSL Inc. at their Morrisville, NC and Kernersville, NC locations. These laboratory locations carry satisfactory proficiency rating for the analysis of asbestos bulk samples from the National Voluntary Laboratory Accreditation Program (NVLAP) and the ELAP (lead paint analysis) quality control programs. Test Procedures The sampling methodology for asbestos was based on the EPA's AHERA protocol. The unit of evaluation was the homogeneous area of a material; i.e. the location in the inspection area where the material was apparently identical, was uniform in texture and color, and was installed at the same time. A material is considered to be an asbestos containing material (ACM) if it contains more than 1% asbestos. Multiple samples of homogeneous materials that were suspect for asbestos were taken during the site inspection. In analysis, all samples from the homogeneous area were analyzed if they were negative. The testing sequence was terminated at a positive determination, since AHERA says that any positive sample requires consideration of the entire homogeneous area ACM. Lead paint samples were collected by scraping paint to the substrate. HUD, the federal Department of Housing and Urban Development, defines Lead Based Paint (LBP) as paint having a lead content of greater than 0.5%. OSHA, which is responsible for overseeing worker protection, does not have a lead paint percentage standard. Their concern is the airborne concentration of lead dust to which workers might be exposed. Sampling logs and laboratory report sheets are attached. Asbestos Discussion Refer to the attached floor plan sketch, which is a copy of the Fire Escape Route map found in one of the classrooms. The asbestos-containing materials found were floor tile and its mastic in four rooms and window glazing in the 1959 Cafeteria/Kitchen section of the building. Vocational Wing Glazing on 25 windows, each with five panes Materials that tested negative for asbestos are: The original ceiling tile panels, The suspended ceiling tiles, The scratch coat of the plaster walls, The finish coat of the plaster walls, Sheet flooring in the toilets, Sheetrock interior walls, The sheetrock mud, and The three tab rooting shingles. Lead Paint With one exception the paint samples had lead contents ranging from 0.03% to 1.2%. While a renovation contractor should be made aware of this it would not require modification to typical renovation work practices. The exception is the original white exterior paint on the original doorframes. With a lead content of 12% it would be imprudent to allow debris from this flaking paint to be scattered over the ground during the renovation. Robert A. Herrick Page 3 of 3
