C/o SFMC, Inc Cadet Court Manassas, VA (703) X. 202 Office, (703) Fax Community Manager: Kathy Simonovich Website: September 16, 2015 Dear Woodland Park of Wildewood Homeowner: In accordance with the By-laws, please be advised that the Annual Meeting for the Woodland Park of Wildewood Association, Inc. will be held on Monday, October 5, 2015 at 7:15 PM (sign-in at 7:00 PM) at the Wildewood Community Association Lodge, located at Wildewood Drive, California, MD 20619, in the Arts & Crafts Room. The purpose of the Annual Meeting is to provide information about the community to the homeowners and answer any questions regarding the following items: Fill one (1) vacant position on the Board of Directors. Parking- the Board will be imposing a parking plan for private streets to prevent damage to private and common property, obstruction or roadways and access for public utility vehicles. Reminder that trash bins are not permitted to remain in public view except on trash days. Declaration Art 8 Section 8.2 (i). There is no September 17 th or October 15 meeting. The Annual Meeting will be held at the Lodge on 5 October 2015 and a planned rescheduled date of October 8, 2015, in the event that we do not meet the minimum required quorum either in person or by proxy at the first meeting. In accordance with section 2.5 of the Bylaws, if quorum is not met on October 5, 2015 then the number of residents present on October 8, 2015 will be considered a quorum and the meeting will be conducted. Attached are the Design Guideline changes, please remove page and replace with 11, 11a, 12 and remove 14 and insert 12 and 14a. Updated Design Guidelines will be updated on the website soon. There will be repairs made to selected sidewalk and curb faults. Afterwards, Swift Fox Dr. will be paved. Notices will be sent later. Currently there are (3) vacancies on the Covenants Committee and the Board is looking for volunteers for communications committee (website managing) Homeowner fees notices will be sent to the Community shortly. If homeowners would like to review the approved minutes from previous Board meetings please send a request to the Board via .

7 SECTION Vll It is the homeowner's responsibility to secure proper building permits and to ensure that the plans conform to County guidelines. GUIDELINES The guidelines that follow address a broad range of exterior alterations frequently submitted to the Architectural Covenants Committee. These guidelines present the principle factors that should be considered when developing a design, specifically the limits to size, quality of construction, location, materials and colors based on the intended use and relationship to adjoining properties. Note that "Miss Utility" must be contacted for location of cables and/or pipe work prior to commencing any construction that requires earthwork. Examples include installation of decks, fencing, patios, etc. All fences must be maintained to the highest degree in accordance with the Association's Property Maintenance Standard. 1. FENCES Chain link and barbed wire fences will not be approved under any circumstances. Chain link or barbed wire fencing material will not be permitted for any use. Fences for Attached Homes. Enclosed fences will not be allowed for attached homes due to the lack of easements between properties, restricted access for emergency vehicles and the potential impact to common swale locations. Attached homes will have a privacy structure, provided by the Builder between the units, constructed prior to settlement. Maintenance of privacy structures is the responsibility of the homeowner. Fences for Single-Family Detached Homes. Except where otherwise specified, fences for single-family detached homes must be designed and installed with the following characteristics. Style Open picket and semi-private styles are permitted. The spacing between pickets of a semi-private fence must be greater than ½. Pickets on semi-private style may not overlap on either side of the fence. All pickets will be perpendicular to the ground. Horizontal or diagonal pickets will not be approved. Pickets, corner posts and finials will not have any metal or sharp points. Rounded edges are acceptable. Gothic style pickets and French gothic post are not considered sharp. To secure the fenced area for pets and small children, black or dark green vinyl coated wire mesh (10 to 16 gauge) may be attached to the interior side of the fence

8 Height The maximum height of the fence shall be forty-eight (48) inches from the bottom of the fence. The bottom of the fence (picket or bottom rail) shall not be greater than three (3) inches from the ground. Material All fences will be made of the following materials Vinyl or Composite. o Metal (wrought iron, aluminum, etc.), stone and brick material will not be approved. Wood. The material must be pressure treated wood, cedar or better. Color Vinyl or Composite fence White is the preferred color however other colors may be approved providing that it conforms to established neighborhood guidelines or selected from one of the existing neighborhood colors. Vinyl or composite fences may not be painted a different color once installed without Covenant Committee approval. Wood fence Fences may be stained with a color providing that it conforms to established neighborhood guidelines or selected from one of the existing neighborhood colors, left to age naturally or painted white. Wood fences may not be painted or stained a different color without Covenants Committee approval. Fence Placement Where permitted, fences should be placed on the rear and side lot lines and may extend forward of the rear plane of the house by a maximum of eight (8) feet. The 8 foot limit may be exceeded on a case by case basis considering house layout, lot orientation and size, location of windows, utility meters and the effect on adjacent neighbors or common grounds. In the event that there is a basement walkout or window egress on the side of the house, the fence may exceed the 8 foot limit in order to enclose the area. Fence placement shall not impair or obstruct traffic visibility at points of egress to a public right of way. Fences that are parallel to a sidewalk or common area shall be at least 6 inches from the sidewalk edge or the lot line. The finished side of the fence shall face the street or the exterior of the property. - 11a -

9 Gates At least one gate, that matches the fence material and design, shall be located so that it may be opened inward and does not enter a common area or into the private property of a neighbor. Exceptions can be made for gates located on steep grades that would otherwise prevent the gate from swinging inward. Ingress/Egress Easements - Fences may not be installed on certain ingress/egress easements which are shown on a site plan or plat map. Homes serviced by private streets or alleys typically have such easements which precludes the extension of fences to the rear lot line. Time for Completion - All projects are to be completed within 180 days from date of approval. 2. STORAGE SHEDS Storage sheds affect both an individual property and the neighborhood. As a result, all storage sheds must be compatible with both the architecture and landscape surrounding the house. Consideration must be given to lot size, shed size and the impact on views from neighboring properties. The shed should be designed to appear as part of the house/landscaping/fence theme and may be part of a deck. Building materials must correspond to design theme, including color. The shed must be designed to respect the "visual rights" and aesthetic interests of neighboring properties and must not be higher than eight (8) feet Applicants must review shed design criteria with respect to visibility, privacy and materials prior to design

10 5. STORM AND SCREEN DOORS All storm doors must be approved by the Architectural Covenants Committee. No plastic covering will be permitted on the exterior (outside) doors or windows. A. DOORS Front storm doors must be full-view or modified full-view, straight forward, clear, unfrosted, uncolored glass and without ornamentation such as, but not limited to, scallops, scrolls, and imitation gate hinges. Storm or screen doors must be painted the same color as the entry door behind them or the surrounding wood trim. 6. RECREATION AND PLAY EQUIPMENT Creatively designed equipment is encouraged. The guidelines listed below are provided in an effort to reconcile the need for play equipment with the goal of minimizing its visual impact. In general, all exterior play equipment must be placed in a rear yard location that will minimize the negative visual and physical impact to the community. The equipment must be well maintained. No peeling, rusting, crumbling or extreme fading will be permitted. Consideration must be given to lot size, equipment design and size, amount of visual screening, etc. No metal play equipment will be allowed. Portable recreation and/or play equipment cannot be left out overnight. Such equipment needs to be stored in the homes garage or shed if shed exists when not in use. Play equipment for a single family home must be located within the rear plane of the house. A. TRAMPOLINES Trampolines may be approved with the following additional requirements, 1. The application shall include a property drawing showing the size and location of the proposed trampoline. The position must fall within the following boundaries; The trampoline must be placed between the side planes of the house so that it is not directly visible from the front street. No exceptions will be made for corner lots. The trampoline must be placed greater than 5 from any structure (house, fence, shed, etc.) or property line. 2. The trampoline must include safety netting that completely encloses the trampoline. Trampoline pads will not be approved

11 3. Trampolines will be anchored per the manufacturer s installation instructions. If the manufacturer does not provide guidance than the homeowner will provide a detailed plan showing the method to anchored the trampoline to the ground during normal weather events. The Directors and Covenants Committee will use their best judgment in determining the adequacy of the anchoring plan. In the event that the Covenants Committee and/or BOD do not feel confident in the anchoring plan then, a recommendation will be requested from a qualified third party to make such determinations. Any and all associated costs will be paid by the homeowner. 4. Trampolines will be permitted to be erected and anchored from April 1 to Oct 1. All other periods it will be disassembled and placed into storage. 5. Trampolines may be subjected to additional inspections allowed under the Associations articles. 7. MAJOR EXTERIOR CHANGES Major alterations are generally considered to be those that substantially alter the existing structure either by subtraction and/or addition to the home after completed construction by the builder. Major building alterations include, but are not limited to, construction of porches, greenhouses, rooms, fireplaces, chimneys, etc. The design of major alterations should be compatible in scale, materials and color with the applicant's house and adjacent houses. The location of major alterations should not impair the views, or amount of sunlight and natural ventilation of adjacent properties. Pitched roofs must match the slope of the roof on the applicant's house. New windows and doors should match the type used in the original structure and should be located in a manner which will relate well to the location of existing exterior openings. - 14a -
