For the purpose of regulating the construction, reconstruction, addition, enlargement, conversion, equipment, use and maintenance of all electrical wiring and devices within and without all buildings and structures within the City and Borough, there is adopted, as the electrical code of the City and Borough, that certain compilation of rules and regulations prepared and published by the National Fire Protection Association, a nationally recognized technical trade association, which compilation is entitled "National Electrical Code, 2008 Edition," (NEC) and four copies each of which have been filed in the office of the municipal clerk of the City and Borough or in such place designated by the municipal clerk for public use, inspection and examination and which compilation is made a part of this chapter as if fully set forth in this section, subject only to the enumerated additions, deletions and changes in this chapter Ord (b)

2 (1) Definitions, general. Add the following definition: "Abandoned. Wherever used in a requirement to remove existing, unused cables of all types in the National Electrical Code, "Abandoned" shall mean unused cables left in sufficient quantity to constitute a hazardous situation as determined by the building official." Identification for branch circuits. Add a new subsection as follows: "(D) Wiring color code. The following color code shall be observed: (1) 120/208 3 phase 4 wire systems shall be labeled black, red, blue with a white neutral. (2) 277/480 3 phase 4 wire systems shall be labeled brown, orange, yellow with a gray neutral. (3) 120/240 Delta 3 phase 4 wire systems shall be labeled black, orange, blue with a white neutral. (4) 240/480 Delta 3 phase 4 wire systems shall be labeled brown, orange, yellow with a gray neutral. (5) On all installations using instrument transformers, the following wire size and color code shall be observed. All current transformer circuits shall be #10 copper stranded in colors brown, orange, yellow and green. All potential (voltage) transformer wires shall be #10 or #12 copper stranded in colors black, red, blue and white." (C) Branch circuits required; dwelling units. Add new subsections as follows: "(4) Central heating system appliances. All central heating system appliances using electrical controls shall be permanently connected into a separate circuit(s) for the heating system only Ord (b)

3 (5) Dishwashers. A separate 20 ampere circuit shall be installed for each dishwasher. (6) Garbage disposals. A separate 20 ampere circuit shall be installed for each garbage disposal." (A)(4) Branch-circuit ratings; other loads. In the first sentence change 14 AWG to 12 AWG (A)(5) Branch-circuit ratings; water heaters. Add a new subsection as follows: "(5) Water heaters. For each storage-type electric water heater, the minimum conductor size shall be AWG No. 10 copper." Identification for feeders. Add a new subsection as follows: "(D) Wiring color code. The following color code shall be observed: (1) 120/208 3 phase 4 wire systems shall be labeled black, red, blue with a white neutral. (2) 277/480 3 phase 4 wire systems shall be labeled brown, orange, yellow with a gray neutral. (3) 120/240 Delta 3 phase 4 wire systems shall be labeled black, orange, blue with a white neutral. (4) 240/480 Delta 3 phase 4 wire systems shall be labeled brown, orange, yellow with a gray neutral. (5) On all installations using instrument transformers, the following wire size and color code shall be observed. 4 Outside branch circuits and feeders; vegetation as support. Add a new sentence to the end of NEC Section to read as follows: "Where, in the opinion of the building official, conditions of terrain make it impractical to comply with this requirement, the building official may authorize the use of live trees for support of overhead conductor spans or other electric equipment." Outside branch circuits and feeders; location. In the first paragraph delete the words be installed either inside or outside of the building or structure served or where the conductors pass through the building or structure and replace with the following: be accessible from the exterior of the building or in a room with direct access to the exterior. Masts for aerial services shall be a minimum of two-inch rigid steel conduit" (A)(1) Service equipment disconnecting means; general; readily accessible location. An alternate to this is compliance with the assured equipment grounding conductor program in accordance with 590.6(B)(2) Temporary service connections for construction purposes. Add a new section as follows: " Temporary service connections for construction purposes. (A) Conventional and prefabricated structures. Temporary electrical service Ord (b)

6 connections for structures to be built on-site, prefabricated modular units and other structures may be made provided: (1) An application for the required building permit for the structure requiring a permanent connection has been made or the building official has determined that the use is of an allowable, temporary nature for a fixed period of time, (2) The temporary meter base or other device to which the service connection is to be made and its supporting structure meet the requirements of the serving electric utility, and (3) The temporary meter base or other device is not mounted on or within one foot of an existing structure or the structure which is to be constructed under the permit. (4) Temporary service connections to the structure may be authorized upon a determination by the building official that weather or other conditions make it necessary to have power to heating or other circuits, and that electrical wiring and equipment to be energized is complete and has been approved. The building official shall attach at or near the temporary meter base a yellow tag signed by the building official authorizing the serving power utility to make such a temporary service connection. The authority to make and use a temporary electrical service connection under this paragraph (a) expires nine months from the date the connection is made or at such later time as may be specifically authorized by the building official. Upon the expiration of such period and any extensions granted by the building official, the serving electric utility shall disconnect the temporary service upon notification by the building official that such time has expired. No person may use or occupy for other than construction purposes the portion of a structure served by a temporary service connection. (B) Conversion to permanent service connection. Upon a determination by the building official that all permanent wiring, conduits, boxes, panels and electrical devices to be installed under the permit have been installed and connected in compliance with this code, the building official shall issue a written permanent service authorization and install a yellow tag on or near the permanent meter base. For the purpose of authorizing a permanent service connection, the building official may waive the requirement that receptacle covers be in place and similar minor requirements not related to the installation of wiring or the electrical devices themselves. Waived requirements shall be met at or before the final inspection. Any changes or additions to the electrical system which are subject to this code that are made after the written authorization has Ord (b)

7 been issued shall invalidate the authorization. When dangerous or unsafe electrical conditions exist, the serving electric utility shall disconnect the permanent service upon request of the building official." Ord (b)
