3 UNDERWATER INSPECTION REPORT SUMMARY The substructure unit inspected below water at Bridge No , Pier 1, was in good condition with no defects of structural significance. Light concrete scaling was observed from the waterline to 3 feet below the waterline, with a maximum 1/4 inch penetration. Footing exposure was detected around the pier perimeter with a maximum vertical exposure of 3 inches. A light timber debris accumulation was observed at the upstream nose of Pier 1 consisting of logs and branches up to 12 inch diameter. The debris extended from the channel bottom to 2 feet above the waterline. Overall the inspection findings are consistent with the previous underwater inspection. INSPECTION FINDINGS (A) The channel bottom material consisted of gravel and sand with random pieces of riprap 12 inch diameter and smaller, allowing up to 3 inches of probe rod penetration. (B) Light concrete scaling, with 1/8 inch typical penetration up to 1/4 inch maximum was observed on Pier 1 from the waterline to 3 feet below the waterline. (C) The top of footing was exposed around the footing perimeter with a maximum of 3 inches on the south face. (D) A light accumulation of timber debris consisting of logs and branches up to 12 inches in diameter and extending from the channel bottom to 2 feet above the waterline was present around the upstream nose. RECOMMENDATIONS (A) Monitor the extent of footing exposure at Pier 1 during future underwater inspections. (B) Monitor the timber debris accumulation at Pier 1, during future inspections, and if found to be increasing to a more detrimental extent, removal operations may become warranted at that time. 6 UNDERWATER INSPECTION INSPECTION PROCEDURES The routine underwater inspection of Bridge (CSAH 7 over St. Louis River) was completed on September 12, The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a Professional Engineer Diver with a valid MnDOT Team Leader certification, a backup diver and dive tender. The inspection utilized commercial dive equipment and techniques in accordance with OSHA regulations. Channel bottom profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour. The bridge elements inspected consisted of one hammerhead pier. According to the bridge inventory, Pier 1 is founded on a concrete footing supported by steel H piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The maximum routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts. Page 6 of 14
