4 1.0 EXECUTIVE SUMMARY This report presents a desk top building assessment review of the Concept Design documentation for the Zuccoli Primary School at Centre Road, Zuccoli NT 0382 Findings are reported in the Table of Compliance with Building Code of Australia (BCA) 2016 Deemed to Satisfy Provisions attached. The Table provides a summary of compliance against the BCA Deemed-to-Satisfy provisions. Recommendations are offered and include opportunities for fire engineered or other performance solutions to allow departures from BCA deemed-to-satisfy provisions. 1.1 Drawing markups This report should be read in conjunction with any attached marked up drawings in Appendix INTRODUCTION 2.1 General The proposed building is located at Centre Road, Zuccoli NT The subject property is located within the local government area of City of Palmerston Council. Site location is shown below: 2.2 Assessment Approach Project assessments are undertaken against of the Northern Territory Building Act, Building Regulations and the Deemed-to-Satisfy provisions of the BCA in force in NT at the time of this assessment. In addition, this report provides commentary on the Disability (Access to Premises Buildings) Standards 2010 (Premises Standards) for matters relating to access and facilities for people with disabilities. 3

5 The approach taken in preparing this report was: i. To identify those matters that depart or vary from BCA and Premises Standards Deemed to Satisfy provisions including those requiring verification through a fire engineering or expert access consultant appraisal. ii. To comment on whether further information is necessary to enable a more thorough assessment of the key issues identified in the development. 2.3 Basis of the assessment This report is based on: i. Architectural plans prepared by MKE Architects as detailed in the appendix. 2.4 Scope and Exclusions The report was prepared on the basis of a desk top review of the Concept drawings provided and is only intended to form the basis for further design discussion. It does not identify everything that is noncompliant with the BCA however it does attempt to give a general overview of the big ticket items that will need to be considered to progress the design. The following limitations apply in the interpretation of findings i. Water Corporation Trade waste. ii. Water Corporation Plumbing and Drainage iii. Dept of Health & Community Services (food premises). iv. Comments are offered on matters relating to the Premises Standards made under the federal Disability Discrimination Act (DDA), however this report does not constitute a DDA audit and cannot be read as such. v. Structural and services documentation has not been considered. 4

7 Item No. Section C Fire Resistance Status C01. All buildings are less than 3000 m 2 maximum fire compartment area and so are permitted to be of Type C construction Complies C02. For the purpose of this assessment the GLA classroom areas along with the central outdoor undercover area have been considered to be part of the same building. The Science and Garden Kitchen are considered as separate buildings to the Main Hall Building. C03. All buildings are greater than 3.0m apart and thus all external walls are not required to achieve an FRL Note Complies C04. Please clarify what equipment is proposed within each of the plant rooms associated with each building as the separating walls may need to be fire rated C05. No issue with the number of exits from within any of the buildings. Complies D02. Travel from within the GLA s appears to be via a single exit and as such travel to that single exit appears to be approximately 21.5 m (20 m max). No issue with travel distance in any of the other buildings (it is noted that some rooms do not have door locations identified and so travel distances cannot be confirmed). D03. Discharge from exits will need to be assessed once the external layouts surrounding each of the building has been finalised 6

These numbers are considered a starting point for discussion and can be adjusted based on any other suitable means of assessing the respective capacity of each area or building. Access for persons with a disability (PWD) is required to all areas normally used by all occupants. An accessway must be provided to a building required to be accessible from the main points of a pedestrian entry to the school, from another accessible building connected by a pedestrian link and from any required accessible carparking space on the site. Refer to Appendix 2 for some general requirements from AS that will need to be considered as part of the design. Note D06. Circulation spaces to all doors and some corridors will need careful consideration as the position of a number doors and corridors will need to be adjusted to comply with AS D07. With respect to the Accessible WC forming part of the SESU review Accessible shower layout (seat) D08. Based upon the number of car spaces shown on the site plan at least 1 accessible car space and adjacent shared area with AS/NZS must be provided. D09. Hearing augmentation may be needed in all rooms provided with an in built amplification system. D10. 10 Item No. Section F Health & Amenity Status The following assumptions are made for the purpose of determining the necessary sanitary facilities required for the site based upon the population numbers above. The preschool building will be considered in isolation for both staff and students. With the exception of the preschool building staff facilities will only be considered within the administration building. The multi-purpose hall including stage and backstage area will be considered separately. OSHC room will be considered separately for students only. The students associated with the Science, Home EC, GLA, Music, LRC & SESU areas will be considered as one. 13 APPENDIX 2 - PRINCIPLE ACCESSIBILITY REQUIREMENTS FOR BUILDINGS BCA Report - Revision 1 Page 12 of 15 16/12/2016 Access for wheelchair users and people with disabilities generally must be to AS Principle requirements are:- Continuous accessible paths of travel throughout Minimum 1m wide travel paths with maximum 3-5mm joints, lips, level changes etc. No deep pile carpets or grates with large slots. Walls or mm kerbs at travel path sides or if level change occurs to cause a wheelchair hazard. 1.8m wide x 2m long wheelchair passing spaces at 20m intervals in passageways where a direct line of sight is not available. Turning spaces at 20m intervals and within 2m of dead end access ways. 1.5m x 1.5m 90 deg turning spaces (with splayed internal corner) and 1.54m x 2.07m long 180 deg turning spaces are required including at dead ends in passageways. Step ramps, kerb ramps and threshold ramps as prescribed. 1:14 maximum ramps with 9m between landings. 1.9m x 1 in 10 (maximum 190mm rise) step ramps 1.52m x 1 in 8 (maximum 190mm rise) kerb ramps mm handrails with 300mm extensions and curls and 50mm clearances on both sides of steps, ramps, etc. 850mm clear width doors with mm latch side clearances and mm approach clearances depending on arrangements. Stairs and ramps set back from building lines and corridors to allow space for handrail extensions and TGSIs. Decals to glazing mm door hardware height. Lever handle hardware with low opening forces. The following general requirements apply to accessible toilets:- Unisex facility. ~1.9 x 2.7m or 2.3 x 2.4m minimum room dimensions depending on arrangements. (~2.2m x 1.6m if AS concession applies) mm grab rails with 50-60mm clearances. Doors with appropriate clearances and circulation spaces and able to be operated externally in emergencies Washbasins with clearances as required. Shielded hot water pipes. Mirror, shelf, dispensers and coat hooks. Mirrored layout for alternative facilities. 12
