1 BARTOW COUNTY RESIDENTIAL DRAINAGE PLAN or RDP A Residential Drainage Plan accepted by the Engineering Department shall be required prior to issuance of a Building Permit on those lots subject to periodic flooding or as labeled RDP on a Final Plat. The Residential Drainage Plan shall address all items listed below. RDP s shall be prepared by a qualified design professional and drawn to scale on a certified boundary survey of the lot as prepared by a Registered Land Surveyor. (See Bartow County Site & Utility Details Manual, SIT-08 for a sample drawing.) It shall be submitted by the owner or builder and reviewed by the Engineering Department prior to the request for issuance of a building permit. Please allow 10 business days for each submittal. Minimal lot clearing shall be permitted prior to issuance of a building permit for RDP lots. CLEARING IS DEFINED AS THE REMOVAL OF VEGATATION AND TREES WITHOUT CHANGING THE TOPOGRAPHY OF THE LOT. Clearing shall only be permitted under the following conditions: 1. Prior to any clearing, Owner/Builder must notify and coordinate with the qualified professional preparing the RDP, and file an E & S inspection application with the Engineering Department. 2. All Best Management Practices, including silt fence, construction exit, etc., must be properly installed and maintained. 3. Builder must call the Bartow County Engineering Department for an E & S Inspection once BMP s have been properly installed and all disturbed areas stabilized. NO GRADING shall be conducted prior to the issuance of the building permit. GRADING IS DEFINED AS ALTERING THE SHAPE OF GROUND SURFACES TO A PREDETERMINED CONDITION. GRADING INCLUDES CUTTING, FILLING, STOCKPILING AND THE SHAPING OF LAND. The builder will be subject to citations and fines for GRADING and/or failure to install BMP s prior to obtaining a building permit. Once the RDP has been reviewed and approved by the Bartow County Engineering Department, and has successfully passed on E & S inspection, the builder may then obtain a building permit. No land disturbance shall be conducted prior to the issuance of the building permit. The builder will be subject to citations and fines for land disturbance prior to obtaining a building permit. The owner s engineer or qualified professional shall, upon completion of the construction prepare an As-Built Certification for the proposed improvements for design compliance. A standard form of certification will be provided by the County and is required prior to the request and issuance of a Certificate of Occupancy and/or Final Inspection from the Building Inspections Department. THREE (3) COPIES OF THE RDP ON AN 11 X 17 OR SMALLER SHALL BE SUBMITTED TO THE BARTOW COUNTY ENGINEERING DEPARTMENT FOR REVIEW.

2 Residential Drainage Plans shall show the following as applicable: 1. Boundary lines of the lot, giving distances to the nearest one-tenth of a foot and bearings to the nearest minute. 2. Location and names of all abutting streets or other rights-of-way. 3. The outline of all buildings, driveways, parking areas, swimming pools, recreational courts, patios, accessory structures and other improvements existing or proposed on the property. 4. Dimensions of buildings and distances between all structures and to the nearest property lines as required to locate the major improvements on the lot. 5. All easements, public water or sewer lines traversing or located on the property, Health Department approved location for septic tank and septic system drain field. 6. Subdivision name, lot designation, land lot, district and section. 7. North arrow and scale. 8. Pre-development (current conditions) contour lines based on mean sea level. These shall be drawn at intervals of not more than two feet, and shall be based on a field survey related to project and/or FEMA flood study datum. 9. Proposed contours shall be shown along with the finished floor elevation of the lowest floor of the house including basement. A certification of elevation is required to be submitted to this office prior to requesting a Rough Inspection. 10. Stormwater features, including swales, pipes, diversion berms, stormwater detention and other structures, drainage easements (DE), and directions of flow, including offsite runoff from any source that may impact site. 11. Floodplain features, including the limits of any flood hazard area, local or otherwise, 100-year high water elevation, origin of the floodplain data, and any proposed modifications to the floodplain limits. 12. Sedimentation and erosion control measures (BMP s) to be installed on the lot. 13. Name, address, telephone number and fax number of the owner of the lot. 14. Level 1A certification number for builder/developer. 15. Name, address, telephone number, fax number, seal, registration number, and signature of the qualified professional who prepared the drainage improvements or modifications shown on the RDP. 16. Level 2 certification number for Design Professional. 17. The Residential Drainage Plan shall contain the following signature block. If the RDP was required because of floodplain or a local flood hazard on the lot, the language contained within the brackets must be included: otherwise, it should be deleted from the signature block.

3 This Residential Drainage Plan has been reviewed for general compliance with the Development Regulations of Bartow County, Georgia, and is approved for issuance of a Building Permit for the residential structure and other improvements shown hereon. [No framing inspection will be approved until a certification of the elevation of the lowest floor, as-built, prepared by a Registered Land Surveyor or Professional Engineer, has been received and accepted by the Engineering Department.] This approval is granted with the provision that a Final Inspection and/or Certificate of Occupancy shall not be issued for completion of construction until conformance to this Residential Drainage Plan has been field verified and as-built certified by the design professional.
