4 Announcement The Texas Department of Transportation (TxDOT) is offering the historic bridge detailed below for adoption and reuse according to federal transportation and historic preservation laws. The bridge is located in Harris County on Navigation Boulevard crossing underneath Commerce Street and the Houston Belt and Terminal Railroad Letters of interest and/or reuse proposals will be accepted until 5:00 p.m. on August 31, Interested parties may request additional information, indicate an interest, or submit a reuse proposal by contacting: Andrew Leske TxDOT Houston District P.O. 5 Bridge Location County: Highway or Facility: Feature Crossed: GIS Locational Information Harris County Navigation Boulevard Underpass under the Houston Belt and Terminal (HB&T) Railroad and Commerce Street Bridge Information Bridge Owner Main-span Type: Main-span Length Roadway Width City of Houston/Houston Belt & Terminal Railroad Two Continuous Concrete Flat Slab spans 41 feet 2 inches 202 feet Year Built 1936 Builder Unknown Bridge Condition and Load Rating The Navigation Boulevard Underpass Bridge is in poor condition due to multiple areas of moderate spalls with exposed rebar with up to 40% section loss on the underside of the retrofit slab, and delamination between the original slab and retrofit slab. In its current condition, falling concrete spalling from the underside of the retrofit slab is a hazard to motorists. The vertical clearance to Navigation Boulevard is also substandard. No detailed load rating has been done for this bridge. Historic Significance of the Bridge The Navigation Bridge underpass (also known as Franklin Street Bridge Underpass by TxDOT), built in 1936, was determined eligible for listing in the National Register of Historic Places (NRHP) under Criterion C during Section 106 consultation by TxDOT on February 28, 2005 (CSJ# ; ). 6 TxDOT Estimated Work Items and Costs This bridge has not been load rated as no existing design or rehabilitation plans are available for the structure. It is a cast-in-place structure and thus the prospective owner will be responsible for the removal and transportation costs to the new site. The current span is 41 2 and is approximately 202 feet wide. It is assumed that this will require segmental removal and reconnection of the longitudinal steel in the cast-in-place structure. No detailed estimate of this type of removal, transport or reconstruction costs associated with this type of work has been estimated. Costs to rehabilitate and relocate the bridge are estimated by TxDOT bridge engineers based on conceptual layout and may not include all of the necessary utility relocations, and all applicable environmental permits. All prospective owners should have access to a structural and environmental engineer to assist in determining the appropriate work to be completed as well as appropriate estimates. Costs may vary outside the TxDOT system. The following estimate is the earthwork excavation and compaction work items which would be needed at the new site for the relocated bridge and does not include any necessary retaining wall and approach roadway construction needed at the new location. The following construction items are assumed to be required at the new location.
