1 INVITATION TO TENDER FOR STANDING TIMBER, By Callander, Stirlingshire REFERENCE: Invertrossachs Description: Standing sale of approximately 16,000 tonnes of predominantly 37/ year old Sitka Spruce with proportions of mixed conifer on a site suitable for mechanised harvesting. Timing: Offers: Location: Tenders should be received by 12 noon on Thursday 1 June 2017, by to tenders@fimltd.co.uk. The contract will be based on a single price per tonne. Please state your planned start and completion date for the harvesting. The forest is located off the minor public road which has been designated as a consultation route following discussions with the local timber transport group and Stirling Council. The minor public road has been classified as a consultation route - refer to the attached timber transport management plan for details relating to timber haulage. Timber haulage requirements are as per the timber transport management plan as attached to the tender. Stacking areas must be agreed with the woodland manager. Hazards are detailed on the attached plan. Permission to fell as per approved felling licence reference FLA All conifers in the sale area should be felled unless instructed by the woodland manager. All material above 5cm diameter is to be removed from the site by the purchaser. Conifer stumps will be treated with urea supplied at the purchaser s expense unless specifically agreed with the woodland manager prior to commencement of harvesting. Brash is to be kept clear of all watercourses during the felling operations. Purchasers should state their proposals for leaving the site clear and ready for replanting following discussion with the woodland manager and brash should be cut into lengths of less than 2 metres. Payment terms are to be on a monthly basis with the purchaser producing self billing invoices based on weight tickets or as otherwise agreed between the parties. A down payment may be payable before entry and offset against the penultimate payment or as otherwise agreed between the parties. Contract: An Agreement will be required to be signed by both parties. A copy is available on request. Although the vendor intends to sell the timber, the vendor will not be bound to accept the highest or any other offer. Viewing: The timber may be viewed at any reasonable time during daylight hours, as long as a copy of this document is carried. Access gate is locked and requires a Burg Wachter padlock key. 6 Timber Traffic Management Plan - This timber traffic management plan has been prepared so that the structure of the roads named and associated verges are protected during timber haulage operations while preserving them for the use of local residents, agriculture and forestry. The purpose of this local agreement is specifically to ensure that reasonable access is maintained for the forestry owner/s and their neighbours, but in a sustainable fashion and in accordance with regional and national forest strategies. Pre-conditions for the use of the Invertrossachs Road The following agreement relates to a sensitive road within the Stirling Council area, namely the Invertrossachs Road (from the A81 at Callander to ) which is proposed to be used for the transporting of timber from the Estate and other neighbouring forestry properties which they take access. Invertrossachs Road is a single width rural road with restricted geometry and alignment and limited opportunities to pass. There are currently no weight restrictions on the road but there is a small crossing the Eas Gobhain which has a 13 tonne limit and will not be used. As such early consultation with Stirling Council to determine the most appropriate Timber Transport Management Plan is encouraged and should follow the guidance set out in the Stirling & Tayside Timber Transport Group s Timber Transport Management Protocols. Lorry Configuration Historically standard configuration lorries have been used successfully with limited damage to the road occurring however if available lower impact vehicles, such as those highlighted in the Timber Transport Forum s Tread Softly publication could be utilised. The standard configuration system used historically on this route is subject to review if damage to the road becomes evident, and if so a lower impact system should be considered. Frequency Frequency and timing Loaded vehicle movements should not exceed an average of 8 loads in a 24 hour period. School run times should be avoided and hrs. and consideration should be made to the tidal flow of commuters using Invertrossachs Road in the morning and afternoon when programming journeys. Lorry movements should be avoided on all routes between 19:00 and 07:00. There should be no convoying of lorries and adequate controls on daily movements are to be applied to minimise conflict and impact on local residents and traffic. Warning signs alerting other users must be placed at either end of the route, the week prior to and throughout operations. RDS Forestry Ltd Page 1

7 Seasonal Restrictions These roads may be particularly susceptible to the impact of frost/thaw. As a result, haulage is generally restricted to the period 01 April 31 October but may be permissible from November March providing the Council have been notified. Haulage operations should also comply with any seasonal restrictions set out in the harvesting/haulage contract/s. Driver Awareness Drivers involved with timber haulage should be familiar with the nature of the road and should be in possession of this Timber Traffic Management Plan, prior to operating on these routes. Speed Limit The maximum speed (loaded or empty) should be 20mph until reaching the A81 trunk road. This may be reduced to a speed limit appropriate to the condition of the road during excessively wet periods. Access Points/Loading All new accesses onto the public road shall be formed in accordance with Stirling Council s standard access specification and shall provide sufficient space to allow vehicles to turn clear of the public road. Arrangements must be made to ensure no flow of water onto public roads from the access roads. Timber stacking must not interfere with the structure of roadside verges, drainage ditches and pipe work or unduly restrict sightlines. No timber should be stacked closer than the 2m service strip adjacent to the running surface of a public road. Loading of timber onto vehicles on the live carriageway is not permitted. Awareness As far as is reasonably practicable and with reference to the Timber Transport Management Protocol, the local Community Council should be informed of the anticipated haulage commencement dates, exclusion times, frequency of movement, with appropriate liaison undertaken to address any access concerns. Liaison with the Forest Manager, Stirling Council and the regional Timber Transport Project Officer will be welcomed to resolve any possible conflicts with the local communities own normal weekly vehicle movements. Drivers involved with the haulage must be familiar with the nature of the road and should have read and be in possession of this management agreement, prior to operating on this route. The maximum speed on this haulage route (loaded or empty) will be 20 mph. Drivers must take note of passing places and stop and wait for smaller vehicles to approach and seek refuge, rather than overrun the verges in between. Maintenance of Forest Road Entrances Damage to the public road can occur very quickly when egress from the forest onto the public road is not maintained. Mud and debris should not be allowed to spill onto the public road. Operators must make provision for any debris to be removed immediately. RDS Forestry Ltd Page 2

8 Monitoring Road and bridge parapet conditions will be inspected, as appropriate, by Council staff during the period of operations. Parallel inspections by the S&TTTG Project Officer may be carried out when practicable or as required. The timber buyer and haulier have a responsibility to comply with the Road Haulage of Round Timber Code of Practice and standard haulage practices. A duty of care and responsibility is expected from hauliers on the public road network. Any deterioration of the road surface observed by interested parties (hauliers, land owner, agents etc.) should be notified to Stirling Council Roads office as soon as practicable via the Stirling Council Contact Centre ( ). Haulage should be suspended immediately if significant damage is either evident or is considered likely to occur and only resumed after consultation with Stirling Council's Timber Transport Officer.
