Bioenergy Development in Karnataka: Karnataka is the first State which constituted the Biofuel Task Force to create conducive atmosphere for the development of biofuels in the country. The task force was entrusted with the responsibility of advising the Government and to create an enabling atmosphere in the State. The recommendations of the Task Force helped in effective planning and implementation of biofuel programmes in association with various departments, agricultural universities and non government organisations. The State Government has adopted a Karnataka State Biofuel Policy during The Karnataka State Bioenergy Bio Development Board (KSBDB) under Rural Development and Panchayat Raj Department (RD&PR) is entrusted with the responsibility of planning and executing the schemes related to the development of bio fuels in the State. State Karnataka State Biofuel Policy is emphasizing on multispecies, decentralised and community driven approach and its biofuel model is based on Tree Borne Oils Oilseeds (TBOs). 3 Programme: The important biofuel programmes implemented are as follows; 1. Hasiru Honnu Scheme: Plantation of bio fuel seedlings along the bunds, hedges and waste lands of farmers with the use of funds under Mahathma Gandhi Rural Employment Guarantee Scheme (MGNREGS) in all the Gram Panchayats. 2. Baradu Bangara Scheme: Plantation of biofuel seedlings in waste lands, forest lands, grazing lands and other community lands with the involvement of village forest committees. Sl. Biofuel Parks: Three biofuel parks are established at Madenur, Hassan, (UAS, Bengaluru), Tinthini, Yadgiri dist, (UAS, Raichur) and Dharwad (UAS, Dharwad). These parks are providing the training, processing, formation of farmers groups, development of high oil yielding seedlings and R&D works etc., 4. Information and Demonstration Centres (IDC): The KSBDB has set up 33 IDCs in all the district across the State. These centres are collecting seeds from farmers, processing, value addition, training, awareness, R&D activities and marketing of biofuels. 4 Kg/Lts Year Seeds Oil Cake Biodiesel Glycerine Establishment of Clonal Orchards: Nine Clonal Orchards (each 25 ha. area) are established in association with the State Forest Department (Research and Utilization wing) for the development of high quality yielding biofuel seedlings. 6. Hombelaku Yojane: Decentralised production of oil and cake with the involvement of Women s Self Help Groups (SHGs) by providing mini oil expelling unit with financial assistance for collection of seeds. Ten mini oil expelling units are provided to the SHGs on pilot basis in the State. 7. Hongirana Yojane: A biofuel mart is established at Vijayapura on pilot basis. The biofuel mart is providing information on biofuels, procuring the seeds from the farmers and selling of seedlings, oil, oil cake and other biofuel products. 8. BERI Project: The biomass energy for rural India (BERI) project has been established in Tumkur Dist. with a total capacity of 1 MW. The report submitted by the expert committee on revival of BERI project submitted to GoK for further action. 9. Community mobilisation: The KSBDB s multispecies, decentralised and community driven approach helps in the implementation of biofuel schemes. 10. Research and Development: Encouraged students of Engineering colleges, Universities and Premier institutions for taking up research projects under Students Projects Programme (SPP) in association with Karnataka State Council for Science and Technology (KSCST). KSBDB has funded 150 under graduate and post graduate student projects during last three years.

Information, Education and Communication (IEC) programme: Adopted use of audio visuals, AIR, DD and Print media for reaching out to the students, farmers and public on the production and use of biofuels. 12. Other activities: The KSBDB has developed its Vision Document and a five years road map for implementation of biofuel programmes. Two working groups were constituted to look into the various issues to develop the bankable proposals with National Bank for Agriculture and Rural Development (NABARD). A national workshop was conducted with the support of Ministry of New and Renewable Energy (MNRE) and an MoU is signed with International Centre for Research in Agro Forestry (ICRAF) for implementation of biofuel programmes in the State. Brief outcome of the Biofuel development activities Reducing the import bill of crude oil for the country. In Karnataka 100 Kl of biodiesel was produced and utilized in agricultural sector for tractors and irrigation pump sets - blending 20% (B-20). Reduction in Green House Gas emissions (GHG s), green coverage by plantations, reduction in toxic emissions. Biofuel plantations are leguminous, inducing nitrogen to the soil, improves soil fertility. Employment generated to rural community under MGNREGS for raising nurseries, plantation and maintenance activities. Further, seed collection also provides employment in lean period. One mini oil expelling unit provides employment to about 10 women. Cake is a good organic manure, 3.00 lakh kg of cake utilized by the farming community. The biofuel programme helps in increasing rural household income, empowerment of women and avoids migration to urban areas
