Update on CBD and thoughts on how community based monitoring can contribute to REDD+ and biodiversity reporting requirements of the UNFCCC and CBD Lucy Goodman Senior Project Manager Global Canopy Programme 21/10/14 1

Convention on Biological Diversity Open for signature 1992 In the region - Brunei, Cambodia, Laos not a signatories 3

Convention on Biological Diversity Overarching framework on biodiversity from the CBD, to be translated into national biodiversity strategies and action plans. Twenty Aichi Targets negotiated in 2010 in Japan Example target: By 2020, the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero, and degradation and fragmentation is significantly reduced. 4

National Biodiversity Strategies and Action Plans 5

International Indigenous Forum on Biodiversity Invited to submit indicators for the target that relates to indigenous knowledge Ten projects piloting monitoring of these targets Examples: (a)status and trends in land-use change and land tenure in the traditional territories of indigenous and local communities; (b)status and trends in the practice of traditional occupations; 9

Communities can provide information on other targets 10

Example target By 2020, the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero, and degradation and fragmentation is significantly reduced 11

Example indicators Trends in extent of forest cover Trends in extent of planted forests 12

Example target: By 2020, the traditional knowledge, innovations and practices of indigenous and local communities relevant for the conservation and sustainable use of biodiversity, and their customary use of biological resources, are respected, subject to national legislation and relevant international obligations, and fully integrated and reflected in the implementation of the Convention with the full and effective participation of indigenous and local communities, at all relevant levels 13

Headline Indictor Status and trends of linguistic diversity and numbers of speakers of indigenous languages 14

Convention on Biological Diversity what happened in the last meeting? Decision NEP/CBD/COP/12/5 Encourages Parties and indigenous and local communities to consider how indigenous and local communities might effectively participate in the collection of data, including community-based monitoring, and might contribute to future national reports and the mid-term review of the Strategic Plan for Biodiversity and its Aichi Biodiversity Targets and in particular Target 18; Invites the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) to discuss the potential contributions of Community-Based Monitoring and Information Systems (CBMIS) in meeting the objectives of the Platform when developing work programmes of relevance and/or activities for the Multidisciplinary Expert Panel (MEP); 15

How does this relate to REDD+? At a high level there are overlaps between REDD+ objectives and the Aichi targets: Reducing Emissions from Deforestation and habitat loss (target 5); Conserving and enhancing biodiversity (target 12); Participation (target 18) 16

Monitoring needs are also the similar 17

REDD+ monitoring initiatives may already be measuring relevant indicators for CBD 18

Chico Mendes Extractive Reserve: 5 municipalities; 40 monitors + 3 local project staff North Rupununi: 16 Makushi communities; 32 monitors + 5 local project staff 19

Context Norway Guyana agreement Norway-Guyana agreement for performance-based payments negotiated in 2009 Combined reference level = annual deforestation rate 0.275% Payment structure for avoided emissions USD 5/tCO2 assuming 367tCO2/ha) 20

Context Guyana REDD+ REDD+ part of Low Carbon Development Strategy (funded in part by Norway agreement) Amerindian peoples own 13.9% of forests, which are not currently covered by the national Low Carbon Development Strategy (REDD+). Government is designing a REDD+ "opt-in" mechanism for Amerindian communities 21
