2 THE COC DOSSIER Enhances transparency and accountability of the CoC Builds a basis for a legality definition and CoC for Myanmar s FLEGT VPA process Describes CoC controls from Annual Allowable Cut declaration to point of product export Shows all relevant documents produced at each control point, and explains how the documents can be used to trace timber. Assists operators to demonstrate that timber has been legally sourced and supports their due diligence efforts.

3 Dossier Scope Covers timber products derived from timber that has been: Harvested in Natural Production Forests under State management Bought by private operators from Myanma Timber Enterprise (MTE) through open tender, direct sale or contractors quotas (discontinued after ). Exported by private operators. It DOES NOT cover: Modified Procedures timber, Conversion timber Confiscated timber

4 Not in Dossier Scope Modified Procedures were used to harvest timber in insecure areas Stopped from 2015 Conversion timber is timber deriving from land use change Not allowed to be exported from 2017 Confiscated timber is timber which has been seized by FD Not allowed to be exported from 2017 NO MIXING OF LOGS: specific hammer marks, segregation in the MTE Depot, separate sales and FD controls in private sawmills

9 Documents to be provided on request Announcement of AAC and Annual Harvesting Plan are available on FD/MTE websites (Forest Department) (MTE) Other related documents are available at respective regional, district and township level Forest Department Offices and MTE Agencies, such as; Marking book Permit to enter the forest Form D Trucking Note/Removal pass Deport register book

10 We can also provide Form B Form C Other documents needed Permission to access to the forest as well as relevant documents will be given only to direct buyers from MTE and 3 rd parties registered at MFCC CSOs are allowed to access the forests for independent checks

18 Objectives of our FLEGT to combat illegal logging and associated trade to improve Forest Governance and to support Sustainable Forest Management to export legal timber from Myanmar to EU market

19 Myanmar FLEGT Status 2013 Myanmar formally proposed to enter into the EU FLEGT VPA process on November EU acknowledged Myanmar to participate in the EU FLEGT process on March Interim Task Force (ITF) was formed with 24 members from Government, CSO and Private Sectors.

20 Myanmar FLEGT Status : Advocacy trip to Region and State to form the MSG Awareness raising and capacity building for FLEGT stakeholders Initial workshop on Legality Definition ToR for National Level and Regional Level Multi Stakeholders Group (MSG) Negotiation Road Map(Draft) Work plan (2018) National and Regional MSG will be formed.
